4 ELIPTIC project objectives Thematic Pillars: A: (re)charging ebuses en route (in-motion-charging / opportunity charging) or on the spot (overnight charging) using existing electric PT networks (trolleybus, tram, metro network); B: upgrading and/or regenerating electric public transport systems (energy storage systems, reversible substations) C: multi-purpose use of electric public transport infrastructure for safe (re)charging of non-public transport vehicles (electric bikes, cars/ taxis, vans, utility trucks);

10 Project Results in a nutshell: It is technically possible to use tram/ metro energy infrastructure to charge other e-vehicles The internal use of energy is less complicated (ex. London) than re-selling energy to third parties (ex. Oberhausen) Whether there is a business case depends on various factors (time of charging, energy capacities of grid, distance to substations, etc.) Accounting needs to be solved when multiple parties are involved ( Stadtwerke -model makes this easier: energy and transport provider in one / sectoral integration is key!) Technical constraints: Voltage stability concerns, lack of charging systems/ chargers on the market (few manufacturers), lack of standardised DC metering systems for billing & charging

11 Policy recommendations for multi-purpose electric PT infrastructure The question of legality: Is the current energy law ready for (future) e-mobility applications and solutions provided by PT operators? - Opening the black box? - Assumption: Energy generation Energy distribution Energy consumption

12 Policy recommendations for multi-purpose electric PT infrastructure Issue: Legal barriers: Usage of tram/train drive power e- buses legally not foreseen Recommendation: Need for a clear framework that i) regulates the role of public transport operators working on the intersection of mobility and energy and ii) ensures a level playing field / clarity about requirements: PT operators should not face risk of multiple taxation or to lose public subsidies because of trying to become more innovative / energy efficient

13 Policy recommendations for multi-purpose electric PT infrastructure Issue: New e-mobility related technologies and applications need to be covered by energy law (RES integration, energy storage, recuperation, etc.) Explore new value chains / business & PPP models (re-selling energy is still very difficult for PT operators; standards currently prohibit the use of the tram/ Trolley/Metro Power Networks for non-railway/trolley related purposes) Recommendation: Develop new business models with PT operators as enabler for new services with multiple parties involved (overcoming tax and accounting barriers)

14 From (failed!) business cases to policy recommendations First recommendations: Increase funding for electrification of public transport: Factor 100: exploit impact of electric public transport! Use PT transport grids as a backbone for charging infrastructure planning (ELIPTIC examples from London, Oberhausen and Barcelona!) Develop interoperability standards to make use of existing infrastructure by several e-modes Develop standardised DC measurement devices for clear billing and payment models Plan carefully: co-location of existing energy infrastructure with spatial demands for future EV charging networks (SUMP 2.0 for charging infrastructure planning)

What are your experiences with e-bus pilots (best practices)? with (joint) procurement? with procurement of system packages (bus and charging infrastructure)? How to foster modal integration with a strong electric PT as a backbone (best practices)? What are your experiences regarding interoperability & upscaling (critical issues)? What is the perception of e-buses / electro mobility in your country / by your passengers/inhabitants? What do they appreciate most: Noise/particulate matter/co 2 reduction? How can the ELIPTIC Factor 100 campaign be beneficial for you? Could you use the campaign? Are there new obligations for PT operators? New services PT operators can offer (e.g. grid stabilization; but what happens when PT operators also become electric utility companies)?

Which regulations (from quota to access restrictions) and incentives foster the uptake of electro mobility in your country / region / city? How do you plan public charging infrastructure (best practices)? Electrification of public fleets: cities and authorities as pioneers (best practices)?
