2 Urban vehicle access regulations (UVARs) Several European cities and towns have regulations for vehicles going into their area to improve issues such as air quality, congestion or how people experience the city, This can be by for example: charging for access to road space (urban road tolls) not allowing dirty vehicles to go into the city (low emission zones) other entry restrictions or access regulations. (e.g. permits, trucks in weekends etc.) All information per type: 6 September

The excessively large proportion of diesel cars on the roads in Europe poses a threat for the quality of life, health and the environment urban transport is 25 % of all CO2 emissions and makes up for 70 % of all emissions in urban areas causing climate change is the only sector in the EU whose greenhouse gas emissions are continuing to increase Encourages the competent authorities to take preventive measures to improve air quality in towns and cities and to guarantee that pollutant concentrations do not exceed the levels set in the World Health Organization guidelines; to that end, supports local setting-up of low-emission zones supports the establishment of traffic zones and intermodal platforms where priority is given to use by public transport 6 September

13 Dieselgate and the EMIS Report (2017) There are large discrepancies between the Nox and CO2 emissions of most Euro 3-6 diesel cars measured during the type-approval laboratory test, which meet the legal emission limit, and their NOx emissions measured in real driving conditions, which substantially exceed the limit The existence of the discrepancies, and their significant negative impact on attaining air quality objectives, in particular with regard to urban areas, had been known to the Commission, to the responsible authorities of the Member States and to many other stakeholders since at least when Regulation (EC) No 715/2007 was being prepared EMIS chair Kathleen van Polis meeting: good norms and laws in place but countries are failing at enforcing those and there is hardly any market surveillance in the EU look at the longer term and fully go for the low emission vehicle on the condition that it is based on renewable energy and not powered by fossil fuels EC can and should do more to handle this situation and processes have started to review the type approval requirements so that they are reflecting real world scenarios and perform outside of the laboratory testing environment cities should take part in the decision-making process in Brussels, reinforce their impact on advocacy, and organize themselves to be more vocal as decisions taken locally can drive the clean vehicle market forward

15 The Polis view No EU legal framework required for UVAR (subsidiarity + all current practices are legal in view of EU law) European research, innovation, good practice exchange and capacity building activities to support the success of local measures are welcomed: Transparent and science based planning (e.g. accurate fleet data (current and prognosis), state of the art modelling, reliable measurement and testing methods based on real-driving emissions) Cost-effective implementation (open standard and interoperable technologies) Informed drivers (digital data, structured, harmonised and accessible information) Fair and efficient enforcement (remote sensing, pan-european access to vehicle databases) Dialogue between OEMs and local authorities 5 December, Brussels 6 September

16 Questions What is your opinion on this issue? This month, the EC is publishing non-binding guidelines on UVAR that can stir the discussion. Do you expect any activity on UVARs in the EP? UVARs are a mobility measure. Therefore, for Polis the first points of reference in the EU institutions are DG MOVE/ENV and the EP TRAN committee. What are your views on addressing this issue as an internal market (IMCO/DG GROW) or industry (ITRE) topic? Any advice on how we can stay close to the policy development and discussions on this issue? 6 September
