Drivers for EV in Netherlands One of the most effective instruments is the Dutch additional tax system for leased cars. Over one million cars are currently available as lease car. (Company car for private use). Normally the addition is 14 to 25%. But for zero and low emission cars the addition was 0% up to and currently 4% and 7% respectively. Type \ example ,00 addition Taks/Y Taks/M 25% , ,00 541,67 20% , ,00 433,33 14% 7.000, ,00 303,33 PHEV 7% 3.500, ,00 151,67 BEV 4% 2.000, ,00 86,67 before %

E-laad.nl since 2009 Mass adoption of electric transport will have huge impact on the energy grid Kill chicken and egg situation Realisation basis charge infra Knowledge sharing Collect usage data

Dutch Market model Electric transport Source For home charging the inhabitant is both CSP as well as CPO. For private environments this can be the same entity. For public charging this are two different entities. Payment Service Money flow Service Information Flow Power flow Energy Supplier Supply Svc Charging Service Provider Payments (pre, direct, postpaid) Customer i (Vehicle / Driver) Authentication Car Manufacturer CP Infra Svc Load Cntrl Svc Authorization Distribution Network Operator Load Cntrl Svc Transport Service i Charging Point Operator Access Svc Driver Battery Manufacturer Load Control Svc Distribution Network Power flow Charging Point Power flow Battery Svc Owner Battery

Smart Charging Starting point are the needs of the customer Manage (local) grid capacity Manage local grid constraints (Power quality) Use (local) sustainable energy sources when their power is available Manage higher level requests Manage emergency situations Customer interests At what time do you leave? How far will you be driving? What is the state of charge? Preference for sustainable? DSO interests What is the expected grid load? What is the maximum charge rate? By controlling the charge speed allowed by the car owner How is the weather in the next hours? 14

Max. aantal laadpunten Smart Charging Open protocol OSCP ~10x more charge points possible with OSCP Reduced charge infra implementation cost Less cost for grid upgrade Overview in grid usage > Smart Grid Optimal usage of energy grid Needed: international uniformity Smart charging as a service from DSO Define value of flexibility Max. aantal no. Cp s laadpunten with Smart met Smart Charging Charging Max. Max. aantal no. Cp s laadpunten without zonder smart charging Smart Charging 15

Charging: current situation Charging with contracts = pre-registration Cards Apps 16

Charging: Pay as you go Charging without contracts Via direct internet payment Via contactless bank cards International cooperation needed 17

Open Charge Alliance (OCA) Successor (2013) to OCPP Forum (est. 2010) Currently 44 members, vital core, rapid growth OCA vision, mission, and principles Commitment to open processes and products Free: no constraints on implementation or use Development is market (requirements) driven Pragmatic approach leverages expertise Vital standards: wide adoption and deployed
