2 BOARD OF PARKING COMMISSIONERS MINUTES Regular Meeting: Thursday: March 30, 2017: The Regular Meeting of the Board of Parking Commissioners of the City of Fargo, North Dakota, was held in the Community Room at the downtown Fargo Library at 9:00 o'clock a.m., Thursday, March 30, 2017, The Parking Commissioners present or absent were as follows: Present: Absent: Chairperson Mike Williams, Margie Bailly, Brian Hayer, Tracy Walvatne Randy Thorson Chairperson Williams called the meeting to order. Item 1: Approve Order of Agenda Member Hayer moved the Order of Agenda be approved as presented. Second by Member Walvatne. All Members present voted aye and the motion was declared carried. Item 2: Minutes: Regular Meeting of February 23, 2017 Member Walvatne moved the minutes of the February 23, 2017 Parking Commission meeting be approved. Second by Member Bailey. All Members present voted aye and the motion was declared carried. Item 3: Interstate Report/Financial Data Andy Renfrew, Interstate Parking (IP), presented the February financial and operations report. Discussion followed regarding the need to integrate the parking technology in the cityowned lots, and the process IP follows to address repeat parking offenders in the downtown area. Item 4: Roberts Commons Ramp Update a. Presentation from Kilbourne Group Kilbourne Group Project Manager Deb Wendel Daub presented an update on this project. She noted a possible delay on the ramp opening, and stated Kilbourne Group and City staff are working to resolve the issue and meet the projected goal date of May 1, Further discussion ensued concerning the plans for displaced parkers and safe parking access during the upcoming 2nd Avenue North construction, the notification system installed that alerts pedestrians and bicycle riders when cars are existing the ramp, and the plan for an orientation with employers prior to the ramp opening.
3 Parking Commission March 30, 2017 Page No. 2 b. Parking Agreement Planning Director Jim Gilmour reviewed the proposed Parking Agreement included in the packet, between the City of Fargo and DFI Roberts, LLC. He explained the City is working with Kilbourne Group to make final edits to the document, and the final Parking Agreement will be heard at the April 24, 2017 City Commission meeting. Mr. Gilmour suggested moving the April Parking Commission meeting to the week of April 17, as the Board needs to review the final document and make their recommendations prior to the City Commission meeting. Item 5: Legislative Update Parking Meters Mr. Gilmour reported Senate Bill 2247 passed in the Senate, and is now before the House Committee. Item 6: Updates a. April On-Street Downtown Parking Counts Planner Derrick LaPoint stated that staff is planning to collect this data at the end of April, to present at an upcoming Parking Commission meeting. b. Downtown Construction/Development Map Derrick LaPoint reported a map depicting the upcoming downtown development/construction should be available to the public by the end of April. He also noted updates will be made to the LinkFM routes to coordinate with the map. Item 7: Other Business Chair Williams noted that on April 19, 2017 from 1:00 p.m. to 3:00 p.m. there is a presentation from Charge Point Car Chargers in the Community Room at the downtown library. We have started our spring cleaning schedule of sweeping, power washing, and are assessing our asphalt maintenance and striping needs. The timeline for closure of the 2 nd Avenue-South Lot and 3 rd Avenue Lot looks to be June 1 st and we will be notifying those customers at the end of April. Parkers in these lots will be eligible to move into the Roberts Commons Garage. 9 INTERSTATE PARKING COMPANY OF ND 401 3rd Avenue North Fargo, North Dakota Phone: (701) M E M O R A N D U M TO: FROM: Parking Commission Interstate Parking DATE: April 12 th, 2017 RE: Roberts Commons Management Plan Daily Rates Currently daily rates in this area are $1.50 an hour or $7.50 for all day. However, the equipment being installed does not issue coins and therefore may potentially force guests to pay more than is required. At the same time, we feel this is a great opportunity to try a new rate structure that encourages turnover and use of off-street daily parking Minutes, FREE 30 Minutes 1 Hours, $ Hour 2 Hours, $ Hours 4 Hours, $ Hours 6 Hours, $ Hours, $8.00 Daily Only Stalls To drive interest in the daily parking offered at Roberts Commons we propose to reserve up to 50 stalls in the first level of the ramp that provide convenient access to nearby businesses. Reserved Parking Through our conversations with area businesses we believe there is a market for a reserved parking area of the ramp. These stalls would cater to the parkers that require quick and convenient access to their vehicle and not have the hassle of finding a stall. Due to the restricted access to these stalls we will not have the same flexibility to oversell and therefore will charge a premium of $25.00 per month above the regular rate. Residential Parking We propose a residential parking program that would allow for downtown residents to park on weekends and from 4 PM to 10 AM on weekdays for $45.00 per month. Any time a residential parker is in the ramp outside these hours they would be charge the daily rate.
