2 2.A MINUTES OF MEETING SOUTH ST. PAUL PLANNING COMMISSION JUNE 6, 2018 MEETING CALLED TO ORDER BY VICE CHAIR KRUEGER AT 7:00 P.M. Present: Isaac Contreras Absent: Stephanie Yendell Angela DesMarais Timothy Felton Justin Humenik Jason Pachl Peter Hellegers, City Planner 1) APPROVAL OF AGENDA approved as presented Contreras/Felton (6-0) 2) APPROVAL OF MINUTES for April 4, 2018 Pachl/DesMarias (6-0) 3) NEW BUSINESS None. 4) PUBLIC HEARINGS A. PC Case # : Mobilitie, LLC (120 S. Riverside Plaza, Suite 1800, Chicago, IL 60606) Consider an application for a small cell wireless facility located in the Right-of-Way in an R-2: Single and Two Family Residential Zoning District. The proposed site is located just north of 558 Annapolis Street East in the Annapolis Street right-of-way. Mr. Hellegers reported Mobilitie, LLC submitted an application for a CUP to allow a small cell wireless facility and antenna mounted to the top an Xcel utility pole in the right-of-way in front of 558 Annapolis Street East. Mr. Hellegers explained the City adopted standards for small cell wireless facilities to ensure installation of such equipment is consistent with zoning standards. The existing utility pole is 35 feet in height and scheduled for replacement by Xcel Energy. The replacement pole would be in the same location and height to which the applicant proposes adding an antenna and appurtenances that would reach a maximum height of 42 feet. The wireless facility is intended to fill gaps and weaknesses in the Sprint network. Mr. Hellegers stated both the pole height and appurtenances are consistent with City code. Mr. Hellegers reported the neighbor at 558 Annapolis submitted questions and concerns primarily relating to location, aesthetics and the direction the equipment is facing. Mr. Hellegers s recommendation is to approve the request stating a condition of approval is the equipment be painted to match the pole as closely as possible.

3 Planning Commission Minutes June 6, 2018 Page 2 of 3 Commissioner Pachl queried as to why that specific pole was chosen versus one that is further away from the house. Mr. Hellegers responded the search ring for installation is very small and Mobilitie is trying to locate the facility near the intersection noting the further away from the intersection the more difficult it is to fill the service area gap. Vice Chair Krueger opened the public hearing. Jerod Hanaman, Mobilitie lead manager for Minnesota and Wisconsin markets was present to respond to questions. Commissioner Contreras questioned equipment placement and coverage. Mr. Hanaman explained small search ranges stating radio frequency propagation maps are used to determine the location. The applicant stated the pole location was the second choice due to the fact the previous location was deemed unusable by Xcel operations. Discussion ensued regarding the issue raised by the resident at 558 Annapolis relating to the view of the equipment from his front window. Commissioner Contreras asked whether the appurtenances could be installed on the street side of the pole versus the on the back of the pole so they are not visible to the homeowner. Mr. Hanaman stated he would check with Mobilitie deployment as to whether moving the appurtenances to the street side of the pole would negatively impact operations. N. Webb (596 Annapolis St. E.) asked if the whole apparatus could be moved to some other area reporting he has no issue with cell service in the area. Mr. Hanaman reiterated the location was approved by Xcel as a second choice. Mr. Webb inquired as to whether there is any audible noise anticipated. Mr. Hanaman stated there is typically no audible noise due to the low power. Vice Chair Krueger closed the public hearing. Commissioner Pachl stated he is in favor of the application stating Mobilitie is coming forward at the request of the carrier adding the equipment is expensive and they wouldn t request the install if there wasn t a need. Motion to approve the CUP subject to the conditions of approval; however, the Commissioners requested the applicant investigate whether the equipment could be moved to the front side of the power pole, if possible Contreras/Pachl (6-0) 5) OLD BUINESS A. Updates Mr. Hellegers reported on the following activities: Redevelopment of 161 Concord Exchange North into a 67-unit apartment complex has begun. Windows on the 4 th floor were being removed to start replacement. Kaposia Club held a ground breaking for the restaurant on Concord Exchange South. A late November opening is anticipated.

4 Planning Commission Minutes June 6, 2018 Page 3 of 3 Jimmy s Auto Sales (1505 Concord Street South) was granted a CUP extension to August 31, Residential (9 th Avenue North) variance request was granted due to construction timing. The CUP request for the sausage manufacturing operation at 1443 Concord Street South was extended to October 31, The City launched its new website. The Zoning Map update is nearly complete and will be posted when done. The City is seeking members for the Economic Development Advisory Board. Applications can be found on the City s website.
