RECOMMENDATION: The Transportation Advisory Commission considered the placement of parking lot speed bumps on Hall Park Drive at their February 17, 2016 meeting and voted unanimously to recommend approval by City Council. BACKGROUND I DISCUSSION I ANALYSIS: The City has received a request to consider installation of parking lot speed bumps on Hall Park Drive north and south of East Chestnut Street. The request is based on observations by the Public Works Department staff and various park users. The areas under consideration are the segments of Hall Park Drive south of East Chestnut Street to Dixon High School as well as adjacent to the softball fields north of East Chestnut Street. Speeding on these segments typically occurs immediately before and after school hours as parents and students are rushing to Dixon High. During these periods there also are many students walking to school. Although Hall Park Drive is a public street it functions as a parking lot drive aisle with adjacent perpendicular parking stalls. During high use events at the park, it can be difficult to reverse from a parking space with cars traveling at speeds greater than that typically found in a parking lot. In 2005, parking lot speed bumps were installed on the Page 1 of2
2 segment of Hall Park Drive immediately south of East Mayes Street which have been very effective. Similar to the existing parking lot speed bumps, the proposed bumps will be constructed from curb to curb to prevent vehicles from leaving the drive aisle to avoid the bump. Staff recommends two parking lot speed bumps be placed on each segment of Hall Park Drive. Based on available funding, installation of the parking lot speed bumps may be phased such that the two parking lot speed bumps south of East Chestnut would be installed first and those on the segment north of East Chestnut Street installed as additional funding becomes available. ALTERNATIVES I OPTIONS: The City Council may chose to not approve the installation of parking lot speed bumps on Hall Park Drive. ENVIRONMENTAL: Staff has determined the installation of parking lot speed bumps to be Categorically Exempt from environmental review per Section of the California Environmental Quality Act. SUBSEQUENT ACTION(S): Should the City Council recommend the installation of parking lot speed bumps on Hall Park Drive the bumps will be installed. FINANCIAL IMPACT: The installation a parking lot speed bump and associated signage is estimated to cost approximately $2,500. The total cost to install the four speed bumps is approximately $10,000. The installation of the parking lot speed bumps may be phased such that the two parking lot speed bumps south of East Chestnut will be installed first and those on the segment north of East Chestnut Street installed later. T- RESOLUTION OF THE CITY OF DIXON CITY COUNCIL AUTHORIZING THE CITY ENGINEER/PUBLIC WORKS DIRECTOR TO INSTALL PARKING LOT SPEED BUMPS ON HALL PARK DRIVE WHEREAS, the City of Dixon received a request to consider the placement of parking lot speed bumps on Hall Park Drive north and south of East Chestnut Street; and WHEREAS, staff reviewed the area and observed vehicles driving at excessive speeds on Hall Park Drive during certain times of the day; and WHEREAS, the placement of parking lot speed bumps on Hall Park Drive south of East Mayes Street have proven successful at reducing vehicle speeds adjacent to the pool; WHEREAS, the placement of parking lot speed bumps at the subject locations will further reduce vehicle speeds in the area; and WHEREAS, the Transportation Advisory Commission considered the item at their February 17, 2016 meeting and voted unanimously to recommend City Council approval. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DIXON: 1.
