2 Parking Committee Mission Statement To define the various, unique parking challenges of our Town, identify the targeted opportunities to relieve the parking congestion, yet improve the quality of life of our citizens and implement the plan in a timely and efficient manner. 2
3 Challenges Overcrowded parking in the Pemberton Point and High School areas Inadequate parking for resident and non-resident commuters Inadequate parking for recreational beach access Inadequate parking for recreational access to Hull Gut Limited parking for residents of Peddocks Island Limited parking for commuters who need overnight parking availability Public safety concerns caused by parking congestion 3
4 HPC Goals for Pemberton 1. Identify additional parking opportunities to serve Pemberton Point 2. Allocate parking resources to meet the needs of everyone affected, including Commuters Residents of the area Teachers, staff and students 3. Provide low and no cost solutions 4. Provide solution that is easy to implement and enforce 5. Encourage non-residents to utilize other parking location 4
5 Tonight s Objective * Present the Parking Committee recommendations for Pemberton Point to the Board of Selectmen. * Q &A * Motion and vote to implement the plan as presented for Fall
6 Implementation 1. Make commuter lot municipal parking lot. 2. Change Helen Street lot from municipal lot to unrestricted parking. 3. Establish Stoney Beach as an unrestricted parking lot. 4. Only school parking in school parking lot while school in session 5. Expand existing 10 each 2 hour parking spots to 15 parking spots at Hull Gut for local residents (Add on NE side to Shell) 6. Reallocate current 10 designated overnight and Peddocks spaces in main commuter lot as follows: (up to 20 spaces) 1. First 5 spaces are 2 hour recreational parking for Pemberton area residents 2. Next 5 spaces are for Peddocks Island residents 3. Make available up to 10 additional spaces for special overnight pass parking 6
7 Make main commuter lot municipal Benefits: parking lot 1. Municipal parking program is currently in place throughout town and the enforcement mechanism is working effectively. 2. Commuter parking regulations will be enforced utilizing existing Hull Municipal parking sticker program for Hull residents for their legally registered vehicles. (Program is effective from Monday through Friday and from 6:30 a.m. until 10:00 AM, not on weekends, national or state holidays) 3. Will encourage non-residents and/or residents who do not want to purchase a Municipal sticker to utilize alternate parking locations allowing for more resident parking. 4. Not recommended for school use, no students 5. Working with MBTA to arrange for reliable and timely bus transport from Stony Beach to the Ferry 7

9 Benefits: Hull Gut Commuter Parking 1. Addresses public safety concerns of overcrowding and emergency vehicle access at the Gut 2. Provides municipal parking along back fence along FAA property line, around the corner and up to signed 2 hour spots. (no parking in front of fenced area on the road bed) 3. Must maintain an open box to the road, no parking on the NE side of the Gut from the 2 hour parking sign NE 4. Proposed head-in parking from ramp to boat house increases available parking by approx. 10 spots (pending Police and ConCom approvals) 5. Addresses public safety concerns of overcrowding and emergency vehicle access. 9

11 Change Helen Street lot from municipal lot to unrestricted parking Benefits: 1. This will allow for all residents without municipal stickers and non-residents easy and convenient parking for the Pemberton area. 2. Use of this lot will increase parking capacity overall. 3. Better utilize Peddocks longer term parking from Main parking lot to Helen St. 11

13 Benefits: Establish Stoney Beach as an unrestricted parking lot 1. This will allow additional capacity of parking spaces for residents with or without municipal stickers and nonresidents as well as high-demand overflow parking. 2. This lot will be serviced by existing MBTA 714 bus service. There is a minimal charge for the MBTA bus unless you have a monthly commuter ferry ticket, then it is no charge. 3. Currently, the MBTA 714 bus service schedule will accommodate 4 of the 6 morning boats and 4 of the evening boats without any schedule changes. 13

15 Municipal Sticker Program Locations and Participation Implementation and enforcement 1) Primary Commuter Parking Lot to Hull gut $14.00 Municipal sticker required Primary Commuter Parking Lot Overnight parking sticker required Special $100/year 2) Helen St. non-resident and resident Parking Lot No sticker required Overnight parking available N/C 3) Stony Beach Parking Area & MBTA bus service No sticker required 4) High School Parking Lot Schools to encourage school-based parking sticker program in order to restrict student/teacher parking in commuter parking locations. (Note: There is no commuter parking allowed in school lot when school is in session.) 15
16 Alternative Actions to Reduce Parking Congestion 1) Promotion of Car Pooling 2) Being dropped off at commuter boat in the AM and picked up in the PM 3) Hailing the bus through out the town IMPORTANT TO NOTE: SEVERE SNOW STORMS WILL BE HANDLED AS COMPLETELY AND QUICKLY AS POSSIBLE BUT THE PROGRAM WILL USE REASONABLE CONSIDERATION OF TICKETING DURING MAJOR SNOW EMERGENCIES 16
17 Timing for Implementation 1) Board of Selectmen - Vote 08/18/15 Pro or Con 2) Sept 1, develop and distribute educational materials to better communicate the program and parameters, begin sticker sales, etc. 3) Effective realistic start date 10/1/15 1) Municipal tickets on sale immediately at Police Station (driver s license, car registration and water or electric bill) 2) Tickets on sale at Ferry Boat dock booth 10/1/15 for two weeks 3) Municipal stickers on Town Website 4) Goal of two enforcement officers in place for two weeks assisting with parking questions and organization 5) Warning tickets for parking violations through 10/14/15 6) Enforcement from 6:30 AM to 10:00AM five (5) days a week, not effective on weekends, national and state holidays 7) Agreement with MBTA in process (Bus will stop today with a raised arm requesting a stop) present schedule allows for 4 of 6 buses in time for ferry 8) Bus stop required at Stony Beach, must handle ADA needs discussion for proper location TBD 17
