Process and detailed content of the practice (Description): The precise objectives are: - To create a Partnership - Engage at least 200 actors to become members in the Partnership - That each member commits to obtain at least one electric vehicle during the project to create a joint demand of 200 vehicles in the region - Involve the major producers of electrical vehicles in a lager event at IKEA - Arrange meetings, seminars and test-drives of electrical vehicle in all the participating municipalities - Reduce the CO2 with 550 tons during the project time. (The same as if 200 electrical vehicles replaces 200 petrol cars running 1500 miles a year and consumes 0,8 liters of petrol/mile.) Origin: Pag. 2

4 Miljöfordon Syd was invited by the Municipality of Växjö and some of its municipality companies to increase their knowledge about electrical vehicles. From that initiative, this project later evolved. Bodies involved /Implementation Växjö Energi, Växjöhem, Videum, Växjö Municipality, Uppvidinge Municipality, Municipality of Älmhult, IKEA and the Swedish Transport Administration region South formed the Project steering committee. The Lead partner was Miljöfordon Syd and the assistant project manager was Växjö Energi. Financial Framework (Funding): Public. Trafikverket (the Swedish Transport Administration) Amount: s.kr. Private. Economic support from the partnership and other contributors + revenues from activities Amount: s.kr s.kr. Legal Framework (current law and incentives system): There is a reduction of the taxable value of fringe benefits for companies that obtain electrical vehicles. Above that there is also a support of s.kr from the state to reduce the price on cars with emissions lower than 50 grams of CO2 per mile. Target group addressed by the practice: The main target groups addressed by the practice were the Municipalities, municipality companies, businesses and organizations with an interest in electric vehicles. Individuals were not the main target, but anyone interested in electric vehicles was welcome to learn more and participate in project activities. Communication and awareness campaigns: Awareness rising events such as meetings and seminars aimed to increase the knowledge of electric vehicles were carried out during the project time. To that, information was spread in brochures, through a webpage and through newsletters. Comprehensive communication between the project members was a further measure to ensure that the project actually moved from words to deeds and that the declared interest for electric vehicles was transferred to an actual purchase. Geographic and population scope: Geographic position (country, region or district or metropolitan area or municipality) The practice was carried out in the Southeast of Sweden but most participants came from the county of Kronoberg making that the actual Geographic position of the project. Extension. There were no extensions of this program Climatology. Kronoberg is characterized by a rather continental climate with large temperature differences. The average temperature lies between -5 to 0 wintertime and between 20 to 10-summertime. Orography. Pag. 3

5 Kronoberg is covered by the South Swedish highlands and lies in the inland of Sweden. Population densities. Some parts of the region are scarsley populated and can sometimes be compared to the northen Sweden when it comes to population density. Although there are larger congestions of people living regional center of Växjö. Urban characteristics. The urbanization in Kronoberg is about 77 per cent in comparison to 84 per cent for the country as a total. The main urban area in the region is Växjö which is rapitly growing. Urban growth trends. Växjö has, in a Swedish perspective, experienced an exeptionally period of urban growth from inhabitants 1960 to a population of in The other minicipalityes in Kronoberg has more or less been at a standstill or lost in population. Area of study. Zoning: Macrozoning. The areas studied is macrozoned to the county of Kronoberg Socioeconomic characteristics: Spatial distribution of the population. Kronoberg holds inhabitants of which many are living in Växjö (60 887), Ljungby (15 205), Älmhult (8 955), Alvesta (8 017), Markaryd (3 966). Population density. The population density of Kronoberg is 22 inhabitants per km2. Population growth rates. The last 25 years the population in Kronoberg has grown with inhabitants. Distribution of family units. 7 Analysis of the mobility: Mechanized and non-mechanized mobility. The analyse is of Mechanized mobility Public and private transport mobility. The public transports stands for about 9 % of the travels in the region. Distribution of modes and motives. The main transport mode is by a private vehicle. An explanation for this can be found in the difficulties to provide a comprehensive public transport in a scarcely populated areas as an alternative to a private vehicle. The public transports consists mainly of busses and trains. Areas of study developed in the practice: Timescale: Environmental aspects. The practice reduced the emissions of carbon dioxide, dependence of fossil fuels, air pollution (e.g. nitrogen oxides, particulates, etc.) since the electric vehicles have no emissions as they roll. Duration of the practice/project to Implementation phase in which it is located. Final report published Necessary human/economic/technologic resources and s kills to realize and to manage the Best Practice: Since a major part of the project was to increase the knowledge about electrical vehicles and about its technology it is important that at least one partner has such knowledge to share. In this case the organisation Miljöfordon Syd. Enough financing is also needed to cover the costs for personnel, meetings, information distribution, travels administration and so forth. Monitoring and results: Possible demonstrated results (through indicators) The practice has been evaluated in accordance to the SUMO method (A Swedish version of the MOST-MET method.). The project has demonstrated the following major results: The successful foundation of a partnership, that lives on after the project and has evolved to a new partnership in a project called GreenCharge. The project has gather 300 interested in electric vehicles of which 75 actively expressed interest to purchase 189 vehicles together. Unfortunately, at the end of the project ( ) only 15 of those are delivered. Pag. 6

8 The partnership carried out a major starting event at IKEA in Älmhult in the beginning of 2010 with about 200 participants. The activity proved a great success and was followed up by a similar one with almost as many participants at the end of A larger number of the electrical vehicles available on the market were on display at both events. Alongside with activities the Partnership has been participating an exchange of experience with a similar initiative in Umeå, seminars, meetings and testdrives of electrical vehicles. The systematic effects achieved are a reduction of the carbon dioxide emissions during the project period by about 550 tons (estimated at 200 electric cars will replace gasoline cars driving 1500 mil a year and attracts 0.8 liter petrol / mil). Possible success factors The fact that the project has been able to reach out with the communication to a larger geographic area spread the interest for electrical vehicles. Difficulties encountered In summary, the interest in electric vehicles in the region is not very large and because of that introduction has taken longer than expected. By continuing to actively work in the region for the sustainable introduction of electric vehicles, charging infrastructure, improved understanding, cooperation and sharing experience, it is probably more a matter of time before the number of vehicles (200 electric vehicles) will be accomplished. 9 ANNEX 1: ELECTRIC MOBILITY TYPE OF VEHICLE: Car. The project aimed to promote the introduction of electric cars. Which typ of car and model was up to the buyer to decide but there was a cooperation with for example Muts ubishi, Citroën, Peugeot and EV- Adapt/Ecar Sweden. TECHNICAL CHARACTERISTICS OF THE VEHICLES: This project aimed to inform in g eneral about the tec hnical charectaristics and what it actually mean to the buyer and for the user therefor no specific model were pointed out. PERFORMANCE: The preformance does ofcause differ between the model s but since this project aimed to i nform and contribute with knowledge and assistanc e in the pur shase no specific model were pointed out. Instead the project tryed to inform and spread k nowledge about the preformance and what it actually meant to the buyer and for the user. Most of the trips that are maid today are in such distans that they can be driven with electric vehickle although there is an general opinion thet the preformance is not good enough. ENERGY NEEDS: Amount of energy. Since no specific models are pinted out the energy needs can not be measured. SUPPLY MODALITIES: Charging points: At the t he start of the project t here were hardley any public chargingpoints availabel. Since that the number has increased but the amounts are still not significant. Distribution of the charging point s: The few public chargiongpoints ar e mainly distrobuted to the major cities of the region. ENERGY SOURCES: From renewable energies (types). Cooperation has been concluded with Energikompensa tion.se which has set aside 300 units of wind power (green energy, equivalent to 1500 miles of driving per electric vehicle). In this way the base is laid for all 200 electric vehicles to be run on green energy, with minimal carbon emissions. ELECTRICAL LOCAL POLICIES WHICH ARE ADOPTED IN THE MUNICIPALITY/REGION/COUNTRY: There is a price reduction on parking s pace within the city of Växjö for clean vehicles until the end of There is a national goal that Sweden should be independent from fossil fuels by EU has decided to reduce the greenhouse gases with 20-30% until Pag. 8
