4 OPERATIONAL REQUIREMENTS Mobile vending unit cannot be larger than 25 long, 10 6 tall and 8 wide can only take up to two meters No sales between the hours of 1:30 am and 5:30 am Vendors must be lawfully parked at parking meters and obey restrictions; meters available on a first come-first served basis in the designated zones No vending in alleys Mobile vending units must be 100 feet from street level entrances and exits of brick and mortar restaurants Units must be parallel parked with vending only to sidewalk Mobile vendors must be located within the Mobile Vending District Encourage mobile vendors to establish a mobile vendor association 4

Trash receptacles must be attached to the vending unit, not obstructing the sidewalk All trash and litter shall be removed by mobile vending unit owner before departing No mobile food vendor shall conduct any sales from outside the vehicle No mobile food vendor shall place any tables, chairs, furniture, equipment, signage or other material outside the vehicle No amplified sound No hawking Two block buffer zone from street use events/farmers markets must be adhered to Adhere to fire code requirements 5

8 TIMELINE The on-street mobile vending program began April 17 and will conclude on October 31, 2015 Staff continually examined the areas in the pilot program to make adjustments where needed Staff will conduct end of program debrief meetings to determine the effectiveness of on-street mobile vending in the downtown Staff will hold quarterly meetings with the food truck association 8

9 ESTIMATED COST OF SERVICE DURING PILOT PROGRAM City Clerk $1,200 (issued permits/took complaints) Zoning $6,000 (field inspections) CMO - $500 (handled questions, complaints, inquiries and worked with Legion of Food) Fire - $0 (going forward $100/yr. per vendor) Police - $0 Traffic and Transportation - $500 (meter maintenance) Legal - $500 (ordinance interpretation) Other - $1000 (trash, printing, support staff time) 9

12 RECOMMENDATIONS Keep the four designated food zones downtown Work with Legion of Food to designate one additional food zone in the downtown area Work with neighborhood associations to create designated food zones in the neighborhoods Designate food zones in parks with Parks Board approval and a $25 peddlers permit 12

13 IOWA RESTAURANT ASSOCIATION COMMENTS The food trucks have not yet affected restaurant business at a significant level because of the small amount of food trucks Restaurants would like to see this continue as a pilot program without any changes to the ordinance Use an empty parking lot and make it a food truck park /mini farmer s market 13

14 LEGION OF FOOD COMMENTS Seven members at beginning of the pilot program Currently 20 members Seen/heard little or no complaints Would like to see one permit that covers private and public areas (transient merchant ordinance) Lift the ban on only one vendor being able to be on private property (transient merchant ordinance) Both food truck festivals held during pilot program well attended 14
