BID PRICE SHALL INCLUDE DELIVERY TO NARRAGANSETT BAY COMMISSION S INTERCEPTOR MAINTENANCE DEPARTMENT, ONE SERVICE ROAD, PROVIDENCE, RHODE ISLAND TRUCK SHALL BE DELIVERED FULLY SERVICED AND READY TO PERFORM THE WORK FOR WHICH IT IS BEING PURCHASED WITH NO LESS THAN ¼ TANK OF FUEL. VEHICLE MUST BE DELIVERED WITH A TWENTY (20) DAY RI TEMPORARY REGISTRATION PLATE. BIDDERS SHALL BE AUTHORIZED DEALERS FOR THE PRODUCTS WHICH THEY ARE BIDDING, WITH NO LESS THAN TEN (10) YEARS EXPERIENCE. I. GENERAL REQUIREMENTS IT IS THE INTENT OF THIS SPECIFICATION TO DESCRIBE A POSITIVE DISPLACEMENT SEWER CLEANER ON A TRUCK CAB AND CHASSIS. ALL NECESSARY EQUIPMENT SHALL BE FURNISHED AND DELIVERED NEW, COMPLETE AND READY FOR USE. ALL PARTS NOT MENTIONED BUT WHICH ARE NECESSARY FOR THE COMPLETE UNIT SHALL BE SUPPLIED AND INSTALLED BY THE VENDOR EVEN THOUGH SUCH WORK OR MATERIAL ARE NOT SPECIFICALLY OUTLINED, AND SHALL CONFORM IN STRENGTH, QUALITY OF WORKMANSHIP TO INDUSTRY STANDARDS. UNIT BID SHALL MEET ALL OSHA, FEDERAL AND STATE REQUIREMENTS. BIDDER TO FURNISH OWNERS AND PARTS MANUALS, WARRANTY PAPERS, INVOICE AND MANUFACTURERS STATEMENT OF ORIGIN UPON DELIVERY. DETAILED REQUIREMENTS: Supply and deliver a package of equipment composed of: A) CAB & CHASSIS One (1) new model year 2016 conventional truck cab and chassis to meet the following Narragansett Bay Commission (NBC) specifications. The truck is to be for a Sewer/ Industrial Vacuum Body capable of removing stones, grit, grease, sludge and other debris from sanitary and/or storm lines by the flushing action of high-pressure water. The high pressure sewer cleaner is to operate independent of the vacuum system. B) ENGINE 1. Cummings ISL RPM, 2100 GOV RPM, RPM. 2. Alternator: DR 12V 160 amp 28-SI quadra-mount Pad alternator with remote battery volt sense, or equivalent. 3. Batteries: Two (2) Alliance Model 1231, group 31, 12V, maintenance free 2250 CCA threaded stud batteries, or approved equivalent. Recommended for operation below 0 Fahrenheit. 4. The Engine Governor Speed shall be set no lower than 65 mph. 5. Battery box frame mounted. 6. Cables must be tight to rail and clear of LH PTO shaft. 7. Exhaust: Single horizontal under step muffler vertical tailpipe extended above cab, with stainless steel shield/guard and rain cap positioned at rear corner of cab and minimal protrusion above cab. 8. Horton 2-speed Drivemaster Polarextreme fan drive, or approved equal 9. Cummins spin on fuel filter. 10. Block heater, 100 watt / 115 volts with plastic receptacle under driver s door. C) TRANSMISSION 1. Transmission to be compatible with engine: Allison 3000 RDS automatic transmission with PTO provision. 2. Allison Vocational Package 172, 6 speed Rugged Duty Series. 3. Electronic Control Unit (ECU), programmed, consistent with body manufacturers requirements and anticipated use. 4. Shift Control: Allison push button type. D) BRAKES/AXLE/SUSPENSION 1. Single axle straight truck, front non-driving, no trailering. Minimum 46,000 GVWR. 2. Expected front axle load: 20,000 lbs. flat leaf front suspension. 3. Meritor 16.5X6 Q+ Cast Spider Cam front brakes. 4. Meritor automatic front slack adjustors. 5. Expected rear axle load: 26,000 lbs. T-series rear axle, 5.63 rear axle ratio. 6. Door locks and key locks keyed the same. 2. Door mounted west coast truck mirrors each to include a second convex blind-spot mirror. HEATED 3. Fender extensions. 4. Exterior grab handles for each door. 5. Paint shall be a DuPont Imron Elite Polyurethane Enamel Top Coat; color white. 6. Single roof mounted air horn I) CAB INTERIOR 1. Power windows and locks. 2. Gray vinyl interior. 3. Molded plastic door panel with aluminum kick-plate. 4. Heavy duty floor mats. 5. One (1) 12-volt power supply in dash. 6. High back air suspension driver seat with lumbar and integrated cushion extension with arm rests. 7. High back air suspension passenger seat without arm rests. 8. Adjustable tilt and telescoping steering column steering wheel. 10. Driver and passenger side interior sun visors. 11. Backup Camera. J) INSTRUMENTS AND CONTROLS 3

4 1. Engine remote interface without interlocks and engine remote interface with increment/decrement. 2. Low air pressure light and buzzer. 3. Warning light and audible alarm clearly visible in dash activated whenever the boom is extended and not properly seated for driving db backup alarm. 5. Odometer/Trip/Hour/Diagnostic /Voltage display. 6. Electric fuel gauge. 7. Dash mounted AM/FM radio with multimedia receiver with Bluetooth capability. 8. Factory Air Conditioning K) WARRANTY Towing, extended roadside service warranty, one (1) year unlimited miles. III. POSITIVE DISPLACEMENT COMBINATION SEWER AND DRAIN LINE CLEANER One (1) new condition single engine combination sewer and catch basin cleaner. No discontinued models accepted. The high pressure sewer cleaner operates independent of the vacuum system. The machine includes an air conveying vacuum system to provide for the simultaneous removal of the debris flushed to the manhole by the high pressure water system or for the removal of debris from sewers, sumps, catch basins, etc. The equipment shall be of modular design consisting of a vacuum system, water tank system, debris body and drive system. The sub-frame shall be fabricated to the exact dimensions of the truck chassis for proper mounting of the modular components. A) DEBRIS BODY 1. Cylindrical debris body with minimum nine (9) cubic yard capacity. 2. Capable of a 48 dump height. 3. Constructed of 3/16 corrosion and abrasion resistant ExTen steel or equivalent having a minimum yield point of 50,000 psi and a minimum tensile strength of 70,000 psi. 4. Body shall be dumped by raising the body to a minimum 50 degree angle using a forward mounted, double acting hydraulic dump cylinder. Dual door props shall be included to prevent Operator from entering the swing path of the rear door when engaged. 5. Industrial style rear door shall open and close hydraulically. Door shall have a failsafe hydraulic system to open, close, lock, unlock with controls located away from spill area. The hydraulic locks shall be operated by one (1) sequential control. 6. An internal float device shall be provided to indicate when body is loaded to capacity. 7. The rear door shall be supplied with a debris deflector shield located inside the debris tank that encompasses 75% of the rear door designed to deflect material from the rear door and aid in draining off excess liquids. 8. A splash shield covering a minimum of 60% of door opening shall be mounted below the rear door to direct debris away from the chassis. 9. Shall include a body flush-out system to aid in cleaning debris from the entire tank body area. 4

5 10. Shall include an automatic shut-off system protecting the Positive Displacement Blower. Shut-off system shall be readily accessible for ease of cleaning and maintenance. The vacuum breaker system is automatically activated when the parking brake system is released to eliminate carryover during transit. 11. Shall be equipped with a rear door drain at the bottom center of the door with a minimum of 25 of lay flat hose to drain any excess liquids in the tank while retaining the solids. 12. Shall include a minimum of two (2) preferable four (4) centrifugal separators installed between the debris body and air mover to prevent debris from entering the air unit, or equal. The separators shall include cleanouts that are readily accessible for ease of maintenance. 13. Include a micro-strainer on the blower inlet with three (3) removable cartridge style screens at the drain port. 14. Shall include a six (6 ) inch valve and a three (3 ) inch vent to the atmosphere, electrically activated, air operated valve debris body vacuum relief system shall be included to allow the venting of the tank and relieve vacuum at the debris intake hose. Three (3) Kunkel relief valves shall be included. B) WATER SYSTEM 1. Storage shall be meter certified to provide a minimum 1,000 gallon storage capacity. 2. Storage tanks shall be non-corrosive to prevent rust yet still provide maximum strength with a ten (10) year warranty against corrosion or cracking. 3. Tanks and tank support system shall be corrosion protected. 4. Water tanks shall be totally separate from the debris tanks with no connections. 5. Water tanks shall be equipped with an anti-siphon device with 25 of hydrant fill hose and fittings on the curb side. 6. Water tanks shall be positioned at the lowest possible center of gravity while providing 100% gravity flooded intakes to the water pump. The tanks shall be fully baffled for stability of the vehicle when turning and stopping. 7. Fresh water shall enter the tanks through an in-line 6 air gap. 8. A low water alarm shall be included at the Operator station when the water storage has 150 gallons remaining. 9. Tanks shall be easily removed from the sub-frame to provide complete access to the truck chassis for maintenance. 10. Two (2) water tank sight gauges shall be provided. The water level sight tubes shall be non-yellowing plastic. 11. High pressure water pump system shall be rated capable of continuous deliver of at least 80 gpm delivered at 2,500 psi. Front mounted controls shall allow the Operator to use the system in various flow ranges. 12. The water pump shall have the ability to provide controlled flow from 0-80 gpm at variable pressures, up to 2,500 psi. 13. Hydro-excavation package to include 50 retractable handgun hose reel with 50 of ½ high pressure hose; HP/Quick disconnect; heavy duty HP unloader valve; main control ball valve; Schedule 80 Lance with quick disconnect; single forward spray nozzle; horizontal hand. 14. Two (2) high pressure ball valves shall be provided for draining the water pump and flushing the sediment from the bottom of the pump. 15. A nozzle rack, capable of holding three (3) nozzles minimum, shall be provided. 5

6 16. A handgun shall be supplied that allows for varied flow streams and shall come equipped with quick connect couplers. 17. A water pump hour meter shall be provided. C) VACUUM SYSTEM 1. Vacuum shall be provided by a lobe type positive displacement rotary lobe blower, driven by the chassis engine and heavy duty split transfer case direct to the blower. 2. A safety mechanism shall be installed to prevent the drive axle from engaging vacuum system. 3. The blower shall be a Roots 824RCS 16 or equal capable of producing a blower inlet volume of 4,500 0 hg at 2,250 rpm and 3, ,250 rpm vacuum. 4. A blower tachometer and hour meter shall be provided. 5. The blower shall be provided with a horizontal silencer with exhaust above the cab and a rain cap protecting the silencer from rain water. 6. The blower shall draw air from at least two (2) separate ports in the debris body. 7. Hydraulic shut off valves shall be provided at the suction, return and filter lines to permit servicing of the hydraulic system. D) BOOM AND VACUUM HOSE 1. Vacuum hose shall be designed from front operation with hose mounted and stored at the front work station. 2. The upper debris tube shall consist of an anchored steel tube and elbow. The vacuum hose shall not rise with the debris body. 3. The vacuum boom shall have a heavy-duty flexible hose assembly joining the transition pipe to the debris body. 4. Boom shall rotate a minimum of The boom shall be equipped to extend to at least eight (8 ) feet beyond the front bumper. 6. A remote control station with at least 25-feet of cable shall provide full control of the boom. 7. All vacuum pipes shall be connected to the vacuum pick-up tube and extension pipes by adjustable over-center quick clamps to join the flanges together. 8. At least one (1) quick clamp shall be provided for each pipe supplied. 9. The control station shall be equipped with control switches for all directions as well as an emergency shut-down switch for safety to immediately shut down power to the boom. E) FRONT MOUNTED HOSE REEL 1. The hose reel shall be direct frame mounted and able to telescope at least 15 forward of the centerline of the truck. 2. The hose reel assembly shall be easily handled to rotate at least 270 for ease of operations at the front of the truck. 3. An automatic hose level wind scroll device shall be supplied. An air-cylinder actuated pinch-roller shall exert downward pressure across full width of reel to retain hose on reel when encountering nozzle blockages. 6

7 ft of one (1 ) inch Piranha Sewer Hose (2,500 psi) shall be provided. 5. Ten (10 ) feet of one (1 ) inch leader hose shall be provided. 6. The hose reel assembly shall be mounted on an independent frame that can be removed from the brackets to be attached permanently to the front of the truck frame. 7. The hose reel shall not require any internal or external reinforcements that could damage the rodder hose. 8. A digital footage counter displaying absolute and relative footage values shall be provided. Relative footage values shall be able to be easily reset. 9. All front operator controls shall be accessible while operating either front or rear side of reel assembly. Front Operations shall include truck engine throttle, water pump (on/off), water pump mode, water pump flow meter, hose reel control valve (forward/reverse), adjustable hose reel speed control, oil dampened water pressure gauge, boom controls, digital water pump flow meter, and low water warning light. 10. Hydraulic functions to be color coded, sealed electric/hydraulic with NEMA-4 switches provided. 11. Blower Engagement/Vacuum Relief to be sealed electric/air with NEMA-4 switches. 12. Hour meters to be provided for chassis engine, blower, water pump and PTO. 13. Tachometer meter to be provided for chassis engine and blower. F) WASHDOWN EQUIPMENT 1. A spring retractable storage reel for handgun hose shall be provided. Reel shall be mounted curbside and be equipped with 50-feet of ½ 2,500 psi hose plus an additional 35-feet of ½ hose with quick disconnect couplers supplied. 2. A hand sprayer with adjustable spray pattern to be provided with trigger style gun. G) ELECTRICAL AND HYDRAULIC SYSTEM 1. The entire system shall be vapor sealed NEMA-4 type or equal to eliminate moisture damage. 2. All electrical connections shall be color-coded and encased in conduit to scaled terminal boxes with circuit breakers. 3. Two-piece directional LED 10-strobe-light arrow board shall be mounted on rear door of debris body, with controls mounted in the cab. 4. All LED safety/work lighting system shall be provided for: Cab tow two(2) strobes; Rear water tank; two (2) mounted flash lights; and two (2) lights installed mid-ship; operation station work light; hose reel/ manhole work light. 5. LED lights for clearance, back-up, stop, tail and turn shall be provided. 6. A pistol grip hand light with bumper plug and 25-feet of coiled cord shall be provided. 7. Two (2) LED Boom work lights shall be provided. H) TOOL BOXES 1. A non-corrosive storage box with a minimum storage capacity of 2,456 cubic inches shall be securely mounted in the front bumper area. 2. Two (2) additional non-corrosive storage boxes shall be securely mounted: one on the street side and one on the curb side. Total storage capacity to be a minimum of 35,000 7

8 I) SAFETY cubic inches with each box not being smaller than 10,000 cubic inches. One (1) storage box shall be able to accommodate a 48 long tool. 1. Emergency STOP shall be located at each operator interface station. 2. Electrical controls shall be configured to allow for single operation only. 3. Electrical system must enable self-check to insure all switches are in home position prior to critical function enablement. 4. Emergency Flare Kit to be provided. 5. 5# Fire extinguisher to be provided. 6. A high temperature monitoring safety device shall be included to automatically disable the vacuum system when the outlet temperature of the positive displacement blower reaches a high temperature limit. IV. ADDITIONAL EQUIPMENT V. FINISH 1. Nozzles: One (1) 1 30 sand nozzle; one (1) 1 small finned nozzle pipe skid; two (2) 1 all around nozzles with fins with a flow rate range of approximately 50 gpm 80 gpm designed to prevent toilet trap blow outs; and Bulldog Anti-blast or equivalent shall be provided. 2. Tubes: One (1) 8 x 3 aluminum vacuum pipe, one (1) 8 x5 aluminum end tube; one (1) 8 x7 6 aluminum end tube; and three (3) 8 x6 aluminum vacuum pipe. 3. Tube Racks (either spring assist or electronically operated) constructed of steel tubing that have quick release mechanisms and secure retainer handles (no bungees or clamps); One (1) curb-side folding 3-pipe rack system; One (1) street-side folding 3- pipe rack system. 4. One (1) Tiger-Tale to protect the flusher hose with at least 20 of hold down rope. 5. Two (2) front tow hooks to be provided. 6. Two (2) rear tow hooks to be provided. 7. Two (2) hard copies and one (1) electronic copy of the Owner s Manual. Paint shall be a DuPont Imron Elite Polyurethane Enamel Top Coat. Application is to be wet top coat applied to a wet un-sanded primer base. VI.
