1 Reduced Stopping Distance: Why the Mandate? According to the Federal Motor Carrier Safety Administration (FMCSA): Overall the fatality rate for large truck crashes was 66 percent higher than passenger vehicles (2005) When the FMCSA report considered tractor and trailer combinations separately, the crash fatality rate was nearly 100% higher than for passenger vehicles. Conversely, the crash fatality rate for single-unit trucks was approximately 23 percent higher than for passenger vehicles The FMCSA data indicates that for all types of crashes involving large trucks, those involving trucks with a GVWR over 26,000 pounds (Class 7) have the highest rate of crash involvement Once all subject heavy truck tractors on the road are equipped with enhanced braking systems, we estimate that annually, approximately 227 lives will be saved and 300 serious injuries will be prevented. In addition, this final rule is expected to prevent over $169 million in property damage annually, an amount which alone is expected to exceed the total cost of the rule.

5 Friction Material Regulations FMVSS-121 Regulations National Highway Traffic Safety Administration (NHTSA) requires: Requires that vehicles meet the following stopping distances from 60 mph : This is an OEM Brake requirement however, fleets should make sure that any friction material used is certified to pass FMVSS-121 requirements

9 What change did RSD make to the tractor? Most tractor OE s doubled the braking torque of the front brakes to meet the new stopping distance requirement. - Front brake spiders have been made heavier. - Brake spider mounting bolts are a larger diameter. - Most new front brakes are 16.5 diameter X 5 wide. - Front brakes now use size 24 brake chambers, increasing the AL factor to X 5.5 = 132
