59 August 1, 2008 Don Freitas Contra Costa County Clean Water Program 255 Glacier Drive Martinez, CA Re: SMPL FY Year End Report Dear Mr. Freitas: This report summarizes our SMPL activities for the year encompassing the beginning of July 2007 through the end of June History of SMPL The Urban Creeks Council (UCC) is a non-profit organization working to preserve, protect, and restore urban streams and their riparian habitat. We act as advocates on behalf of creeks in urban and other areas, and offer support and technical advice to grassroots organizations. The Streamside Management Program for Landowners (SMPL) was started with the Contra Costa Clean Water Program in Activities FY Summary The following table summarizes the type and geographical location of phone consultations, visits, and community workshops/presentations performed this year. 60 El Cerrito Hercules Lafayette 2 3 Martinez 3 1 Moraga 5 3 Oakley Orinda Pinole Pittsburg Pleasant Hill 1 1 Richmond 1 San Pablo 1 San Ramon Walnut Creek Totals: Phone Consultations Phone consultations are sometimes conducted for landowners when they prefer not to receive a site visit, such as for a permitting or regulation question or when they need a referral to a design/build firm or creek group. Many landowners are simply in need of information, which UCC can provide via or regular mail. UCC fields well over a dozen of these types of calls from Contra Costa residents per year. Site Visits This year, the Urban Creeks Council conducted 26 site visits through the SMPL program. Site visits generally consist of a preliminary phone call, an onsite assessment (usually 1 to 2 hours), and, if needed, a follow-up letter summarizing recommendations. We promote various geotechnical approaches, usually including soil bioengineering techniques, over traditional engineering solutions to address bank erosion. During our visits, we also promote other ecologically sensitive creek care practices, such as replacing invasive plants with native species, using integrated pest management, and minimizing impervious surfaces. SMPL program participants are also provided appropriate reference materials for their situation, such as how to guidance on installing live willow cuttings and other bioengineering techniques, riparian plant lists, consultant lists, and agency permitting information. Community Workshops and Presentations During Earth Day, UCC participated in various activities at the John Muir House. By hosting a table at the John Muir House, UCC provided information about SMPL to various concerned citizens. San Pablo (San Pablo Creek): A presentation on creek ecology and the programs and activities of the UCC, including the SMPL program, was given to the Rotary Club of San Pablo. 2
61 At the Contra Costa Watershed Symposium, UCC presented a PowerPoint about UCC and the Streamside Management Program for Landowners. On a multi-jurisdictional level, UCC conducted several meetings with the Cities of Richmond, El Cerrito, and Albany (Alameda County) in an effort to look at various issues along lower Cerrito Creek comprehensively, including flooding and erosion. UCC attended monthly meetings for the Alhambra Watershed Council. This group is identifying funding sources, prioritizing tasks, and visioning the restoration of 1 mile of Alhambra Creek, including the historic John Muir Site. Quite regularly, UCC attended Contra Costa Watershed Forum meetings. During one particular meeting, a presentation on soil bioengineering. Considerations for the Future Urban Creeks Council is very pleased with the success of the SMPL program. The scope of work for Fiscal Year will allow UCC to continue providing comprehensive services to homeowners, communities, and municipal agencies. Conclusion The SMPL program continues to grow and improve each year. We feel that together with the Clean Water Program, we are effectively bridging the gap between homeowners and various governments and municipalities. As a non-profit organization, we are perceived as an impartial entity and landowners seem to feel comfortable discussing their concerns with us. Regulatory agencies, such as the CA Department of Fish and Game, and various city officials have continued to refer residents within Contra Costa County to SMPL. We anticipate that in upcoming years, with potentially more severe rainy-seasons than the mild storms of this year, this program will reach an increasing number of homeowners throughout Contra Costa County. UCC is very much looking forward to this next year, SMPL s eighth year. This partnership continues to serve as a model for county-wide efforts throughout the Bay Area. 63 It is illegal to allow anything other than rain water to be discharged to a storm drain. Wash water from cleaning cars should never be discharged to a street, gutter, parking lot, or storm drain. Wash water from cleaning cars contains materials such as solvents, heavy metals, dirt, and soapy water which can degrade water quality and creek habitats. Individuals who improperly handle and dispose of non-stormwater materials down the storm drain are subject to civil and criminal prosecution. How are the Storm Drain and Sanitary Sewer Systems Different? Throughout urban communities, the storm drain system transports rainwater to local creeks, the bay, the delta, and to the ocean. This system was created to prevent flooding within communities and homes. All water and materials that enter the storm drain system is untreated. The sanitary sewer is a plumbed system that transports sewer water from buildings to a wastewater collection and treatment facility, where the water and sewage is treated before being released back into the environment. If you see an outdoor drain and are unsure of its use, assume it is a storm drain and do not discharge wash water to it. Planning a Car Wash Fundraiser? Charity car wash events need to include protection of the storm drain system to prevent pollution from entering creeks and other waterways. To stop pollution from entering our storm drains, best management practices, that are included in this brochure, are required to ensure that your car washing event does not pollute the environment. Please follow these steps before conducting your car washing event: Step 1: Contact your local municipality to ensure that charity car washing events are legal within your community. Step 2: If charity car washes are legal at the location of your event, contact the Contra Costa Clean Water Program to borrow a car washing kit free of charge to discharge your wash water to the appropriate sanitary drain or vegetated area. Fill out all liability release forms (found on the Contra Costa Clean Water Program s website at cccleanwater.org) required to borrow the car washing kit. Step 3: Obtain permission from the owner of the event location to conduct a car washing event and locate an approved sanitary drain or vegetated area to discharge your wash water. Step 4: Read the enclosed directions of how to use the car washing kit appropriately. Step 5: At the end of your event, return the car washing kit to the local municipality. How to Get a Kit Kits are available on a first come first served basis and reservations can be made up to a month in advance. Each city that provides a car washing kit in Contra Costa County has its own location for pickup. Call the Contra Costa Clean Water Program at to make a reservation and obtain location information to borrow a kit. All kit parts will be confirmed to be in working condition before pickup. All parts must be returned in working condition or replaced if broken. Be sure to return your kit on the agreed date and time. Late drop off will compromise kit availability for your own organization in the future.
