2 LOCAL AREA UNEMPLOYMENT STATISTICS PROGRAM Vermont uses the State Time Series Analysis and Review System (STARS) to calculate its statewide monthly employment and unemployment estimates. STARS uses a signal plus noise model in these calculations. These estimates are done using input data from three sources: the Current Population Survey (CPS), Unemployment Insurance Claims counts and data from the Current Employment Statistics program. This CPS is conducted monthly by the U.S. Census, and gathers labor force data from Vermont residents. Labor force statistics for each labor market area, county, and town are also estimated each month. These estimates are done using a Handbook method procedure. This form of estimation is a buildingblock approach that uses data from unemployment insurance claims, CES, and the Census. Statewide estimates are available from January 1976 forward; sub state estimates are available from January 1990 forward.
