5 P r i c e M o v e m e n t s A u g u s t The Consumer Price for All Urban Consumers (CPI-U) rose 0.3 percent before seasonal adjustment in August to a level of ( =100). For the 12-month period ended in August, the CPI-U increased 2.8 percent. The Consumer Price for Urban Wage Earners and Clerical Workers (CPI-W) increased 0.2 percent in August prior to seasonal adjustment. The August CPI-W level of was 2.6 percent higher than the index in August. CPI for All Urban Consum ers (CPI-U) On a seasonally adjusted basis, the CPI-U rose 0.3 percent in August after advancing 0.1 percent in. Increases in the indexes for shelter, apparel, and food, each of which did not advance in, were largely responsible for the acceleration in the overall CPI-U in August. The food index, reflecting an upturn in fruit and vegetable prices, rose 0.3 percent in August. The energy index, however, declined 0.5 percent, reflecting lower petroleum prices. The CPI-U excluding food and energy rose 0.3 percent as the advances in the shelter and apparel indexes up 0.3 and 0.9 percent, respectively were partially offset by a 2.9-percent drop in the index for tobacco and smoking products. During the first 8 months of, the CPI-U has risen at a 2.9-percent seasonally adjusted annual rate, the same rate as the annual increase in. In, energy costs have declined at a 1.0-percent rate, while the food index has risen at a 1.9-percent rate. Excluding food and energy, the CPI-U has advanced at a 3.3-percent rate for the first 8 months of this year, the same rate as in all of. The food and beverage index increased 0.3 percent in August. Grocery store food prices rose 0.4 percent, their first advance since May. Fresh fruit and vegetable prices, which had declined sharply in each of the preceding 2 months, increased 2.7 percent in August, accounting for most of the acceleration in the grocery store food component. The index for meats, poultry, fish, and eggs also turned up in August, increasing 0.1 percent after declining 0.4 percent in. Poultry prices rose 1.1 percent, following declines in both June and. Beef prices, however, registered no increase for the third consecutive month in August after advancing sharply earlier this year. Pork prices declined 0.5 percent, following a 0.3-percent rise in. Among the other major grocery store food groups, the indexes for cereal and bakery products and for dairy products each rose 0.2 percent in August after increasing 0.3 percent in, while the index for other food at home declined 0.2 percent. The other two components of the food and beverage index restaurant meals and alcoholic beverages rose 0.1 and 0.2 percent, respectively. Each of the three major housing groups contributed to the acceleration. Shelter costs, which declined 0.1 percent in, increased 0.3 percent in August. Within shelter, renters costs rose 0.1 percent, homeowners costs rose 0.3 percent, and maintenance and repair costs rose 0.2 percent. The index for household fuels and other utilities, which increased 0.3 percent in, advanced 0.5 percent in August. Charges for natural gas and electricity rose 1.4 and 0.3 percent, respectively, more than offsetting a 1.0-percent drop in fuel oil prices. The index for household furnishings and operation increased 0.3 percent in August after declining 0.3 percent in. The transportation index rose 0.1 percent in August after increasing 0.2 percent in. The slightly smaller rise in August reflected a larger decline in gasoline prices, which more than offset a jump in automobile purchase costs. Gasoline prices, which normally rise in August, fell 1.1 percent. On a seasonally adjusted basis, the gasoline index decreased by 1.7 percent and was 18.8 percent below its peak level of November In contrast, Prices for new vehicles generally fall substantially in August, reflecting discounts at the end of the model year. This August, before seasonal adjustment, these prices were und, on average. After seasonal adjustment, the new vehicle index rose 0.7 percent its largest monthly increase since January The used car index continued to rise up 0.6 percent in August and 8.8 percent in the past 12 months. Automobile finance charges continued to decline in August, falling 0.6 percent. The index for public transportation, which rose sharply in, increased 0.2 percent in August. The index for apparel and upkeep rose 0.9 percent in August, its first increase since February. The early introduction of higher-priced fall and winter merchandise, particularly women s clothing, was responsible for the advance. Medical care costs rose 0.2 percent in August, their smallest monthly increase since a similar advance in March The index for medical care commodities prescription drugs, nonprescription drugs, and medical supplies increased 0.3 percent. The index for medical care services rose 0.2 percent, with the costs of professional services and hospital and related services up 0.3 and 0.2 percent, respectively. Entertainment costs increased 0.3 percent in August, following a 0.1-percent decline in. An upturn in the indexes for reading materials and for most entertainment services was responsible for the advance. The index for other goods and services declined 0.4 percent in August, its largest decrease since the series inception in January A 2.9-percent drop in the index for tobacco and smoking products, following manufacturers discounts, was responsible for the decrease. Partially offsetting the decline in the tobacco index were larger-than-seasonal increases in school-related costs. The index for tuition and other school fees rose 0.9 percent and that for school books and supplies, 1.9 percent. CPI for Urban Wage Earners and Clerical Workers (CPI-W) On a seasonally adjusted basis, the CPI for Urban Wage Earners and Clerical Workers rose 0.1 percent in August. 2

99 Technical Notes Brief Explanation of the CPI The Consumer Price (CPI) is a measure of the average in prices over time in a fixed market basket of goods and services. The Bureau of Labor Statistics publishes CPFs for two population groups: (1) a CPI for All Urban Consumers (CPI-U) which covers approximately 80 percent of the total population and (2), a CPI for Urban Wage Earners and Clerical Workers (CPI-W) which covers 32 percent of the total population. The CPI-U includes, in addition to wage earners and clerical workers, groups such as professional, managerial, and technical workers, the self-employed, short-term workers, the unemployed, and retirees and others not in the labor force. The CPI is based on prices of food, clothing, shelter, and fuels, transportation fares, charges for doctors' and dentists services, drugs, and the other goods that people buy for day-to-day living. Prices are collected in 85 urban areas across the country from about 57,000 housing units and approximately 19,000 retail establishments department stores, supermarkets, hospitals, gasoline stations and other types of stores and services establishments. All taxes directly associated with the purchase and use of items are included in the index. Prices of food, fuel, and and a few other items are obtained every month in all 85 locations. Prices of most other commodities and services are collected every month in the five largest geographic areas and every other month in other areas. Prices of most goods and services are obtained by either personal visits or telephone calls from the Bureau's trained representatives. Some data, such as used car prices, are obtained from secondary sources. In calculating the index, price s for the various items in each location are averaged together with weights which represent their importance in the spending of the appropriate population group. Local data are then combined to obtain a U.S. city average. Separate indexes are also published by size of city, by region of country, for cross-classifications of regions and population-size classes, and for 29 local areas. Area indexes do not measure differences in the level of prices among cities, they only measure the average in prices for each area since the base period. The example in the accompanying box illustrates the computation of index point and percent s. s for 3-month and 6-month periods are expressed as annual rates and are computed according to the standard formula for compound growth rates. These data indicate what the percent would be if the current rate were maintained for a 12-month period. 100 Energy Prices Price are usually available for the U.S. city average, 28 large urban areas, and 16 areas reflecting the four Census region cross-classified by four population sizes. However, not all energy commodities and services are used in every area of the country. Fuel oil, for exmaple, is not a common heating fuel in some urban areas, particularly in the South and West. Where no average price are available, the designation NA will also appear if the data sufficiency criteria have not been met in any given month. For example, if there are fewer than five usable fuel oil prices for a published city or region size class, no fuel oil prices for the area will be published. All prices arer collected monthly by BLS representatives in the urban area priced for the CPI. Prices for natural gas and electricity include fuel and purchased gas adjustments and all applicable taxes. Fuel oil and gasoline prices include applicable Federal, State, and local taxes. Natural gas and electricity. Natural gas prices are reported in therms, which are a measure of heating value. Electricity prices are given in kilowatt hours (kwh). For both utility services, the consumption ranges specified in table P2 are the upper and lower limits of the bill sizes priced for the Consumer Price. The average prices per therm and per kilowatt hour are calculated from bills priced within these ranges. It should be noted that bills priced for the CPI are not only for diffferent consumpation amount, but may also be calculated from different types of residential rate schedules. The average price per therm and per kilowatt hour are not, therefore, generally suitable for use in place-to-place price comparisons. The average prices for 40 and 100 therms of natural gas for 500 kilowatt hours of electricity (table PI) are calculated from a special price collection program. They are not used in the calculation of the CPI. Since heating and air-conditioning requirements vary by geographic location, climate, and weather conditions, it cannot be inferred that these consumption amounts represent those used by a typical residential consumer. These bills are used merely to track price s over time for constant amounts of consumption, and to provide continuity with prices of natural gas and electricity formerly published in conjunction with the unrevised Consumer Price. Fuel oil Only # 2 fuel oil (home heating oil) is priced. Prices are collected, in most cases, for quantities greater than one gallon. These prices are converted to a gallon price for this program. Fuel oil prices reflect discounts for quantity and/or quick payment. Gasoline. Gasoline prices are collected at the pump from a sample of full service, mini-service, and self-serve gas stations. Approximate British Termal Unit (BTU) values for some energy items are as follows, according to the source indicated: 1 therm = 100,000 BTU s (U.S. Department of Energy). 1 kwh = 3,412 BTU S (Edison Electric Institute). 1gallon # 2 fuel oil = 140,000 BTU S (U.S. Department of Energy). Food Prices In the revised CPI, actual weighted average prices are calculated each month at the national level and for the four Census geographic regions. As a result of s in price collection methodology and sample sizes, average prices for individual cities cannot in general be produced. It is hoped however, that regional average prices will help satisfy the need for local area data. It should be noted that the average food prices in this report reflect variations in brand, quality, and size among geographic areas. Users of average food prices should be aware that these differences exist. Because a number of food commoditiates are not available in all areas on a year-round basis, prices will not appear in some months for some regions or for the U.S. city average. In other instances, sufficient prices may not be available due to temporary disruptions in supplies. Where no average prices are available, the designation NA will appear. When a price is not available from an individual store in any month, as estimated price will be calculated for the missing item and used in computing the average price. In cases where the proportion of estimated prices used to calculate the average is considered too high, the average price will not be published and NA will appear for that item in the table. Because of space limitations in the table, the description for each item is abbreviated. More detailed specifications are available from the BLS regional offices or from the Washington office upon request. Adjustment of Shelter es for Aging Effects Beginning with January 1988 CPI, the Bureau of Labor Statistics adjust the monthly CPI shelter indexes for the in quality resulting from the effect of aging on rental housing. In January 1987, the Bureau announced its intention to begin making such adjustments, assuming that further research substantiated the need to do so. The decision to implement the adjustment was based on extensive BLS research, in which alternative adjustment methods were explored and tested. Evaluation of the research indicates that an aging effect exists, and that the 96

101 chosen method is operationally feasible.1the adjustment affect CPI shelter indexes, which would have been raised by 0.2 percent for the year 1987 had an aging adjustment been applied. The quality of housing unit decreases as the unit ages. Existing BLS methods are used to correct for relatively easily measured quality s such as the addition of an extra bedroom, but such methods are inadequate to correct for deterioration in the condition of housing unit.2 The aging adjustment method was specifically designed to correct for quality s associated with this deterioration. The BLS used hedonic regression methods to estimate the aging effect. The estimates were then used to correct the CPI rent and rental equivalence indexes. Hedonic regressions are statistical functions that relate the price of a good to its attributes or characteristics. For example, a hedonic regression relates a housing unit s rent to its size, age, location, etc. By using BLS housing survey data from 1987 and Census data from 1980, hedonic regression methods provided estimates of the relationship betweeen a housing unit s rent and age while other housing unit characteristics were held constant. The estimated relationship was then used to construct the aging adjustment. Estimates will be recomputed annually by using the previous year s BLS housing survey data and the most recently available Census data. Seasonally Adjusted and Unadjusted Data Because price data are used for different purposes by different groups, the Bureau of Labor Statistics publishes seasonally adjusted as well as unadjusted s each month. For analyzing general price trends in the economy, seasonally adjusted s are usually preferred since they eliminate the effect of s that normally occur at the same time and in about the same magnitude every year such as price movements resulting from changing climatic conditions, production cycles, model overs, holidays, and sales. The unadjusted data are of primary interest to consumers concerned about the prides they actually pay. Many collective bargaining contract agreements and pension plans, for example, tie compensation s to the Consumer Price unadjusted for seasonal variation. In most cases, seasonal factors used in computing the seasonally adjusted indexes are derived by the X-ll- ARIMA Seasonal Adjustment Method. The updated seasonal data at the end of 1977 replaced data from 1967 through Subsequent annual updates have replaced 5 years of seasonal data, e.g., data from 1987 through 1991 were replaced at the end of The seasonal movement of all items and 47 other aggregations is derived by combining the seasonal movement of 60 selected components. Each year the seasonal status of every series is reevaluated based upon certain statistical criteria. If any of the 60 components their seasonal adjustment status from seasonally adjusted to not seasonally adjusted, not seasonally adjusted data will be used for the last 5 years, but the seasonally adjusted indexes will be used before that period. Effective with the calculation of the seasonal factors for 1990, the Bureau of Labor Statistics has used an enhanced seasonal adjustment procedure called intervention analysis in conjunction with X-l 1-ARIMA for some CPI series. Intervention analysis allows for better estimates of seasonally adjusted data. Extreme values and/or sharp movements which might distort the seasonal pattern are removed from the data prior to calculation of seasonal factors in X-l 1-ARIMA. For the fuel oil and the motor fuels indexes, this procedure was used to offset the effects that extreme price volatility would otherwise have had on the estimates of seasonally adjusted data for those series. For some women s apparel indexes and the girls apparel index, the procedure was used to offset the effects of s in pricing methodology; and for new cars, new trucks, and new vehicles, this procedure was used to offset the effects of s in marketing strategies and the introduction of new models. For the tobacco and smoking products index, this procedure was used to offset the effects of increases in excise taxes and wholesale tobacco prices. For some alcoholic beverage series, intervention was used to offset the effects of excise tax increases. An alternative to the intervention-adjusted X-ll- ARIMA procedure is the state space model-based seasonal adjustment method. This method adjusts simultaneously for interventions and seasonal effects, rather than sequentially as in the X-l 1-ARIMA methodology, using structural statistical models with explanatory variables. The state space structural model-based method of seasonal adjustment was introduced in for the adjustment of January 1991-December 1991 indexes for three women s apparel series: Dresses, Separates and sportswear, and Suits. A description of intervention analysis, as well as a list of events treated as interventions and seasonal factors for 97
