5 Price Movements February The Consumer Price for All Urban Consumers (CPI-U) rose 0.5 percent before seasonal adjustment in February to a level of ( = 100). For the 12-month period ended in February, the CPI-U increased 5.3 percent. The Consumer Price for Urban Wage Earners and Clerical Workers (CPI-W) increased 0.4 percent in February prior to seasonal adjustment. The February CPI-W level of was 5.2 percent higher than the index in February. CPI for All Urban Consumers (CPi-U) On a seasonally adjusted basis, the CPI-U rose 0.5 percent in February. This follows an increase of 1.1 percent in January and compares with an average monthly rise of 0.4 percent in. About two-fifths of the February advance in the overall CPI-U was due to an increase in the index for apparel and upkeep, reflecting an earlier than usual introduction of higher-priced spring and summer clothing. The energy component, which advanced sharply in January, turned down in February declining 0.7 percent. Food prices continued to increase up 0.5 percent in February but by substantially less than in January. Excluding food and energy, the CPI-U rose 0.5 percent in February, largely because of the acceleration in clothing prices. The food and beverage index rose 0.5 percent in February. Grocery store food prices, which advanced 2.9 percent in January, increased 0.5 percent in February. The index for fruits and vegetables rose 0.9 percent, following a 10.2-percent increase in the preceding month. Increases in prices for fresh vegetables and processed fruits and vegetables more than offset a decline in fresh fruit prices. The advance in fresh vegetable prices largely reflects a further jump in tomato prices up 30.7 percent in February and percent in the first 2 months of. The index for meats, poultry, fish, and eggs advanced 0.6 percent in February. Prices for beef, pork, poultry, and fish and seafood all increased substantially in February. These increases were partially offset by a 9.3-percent drop in egg prices, which had risen 15.4 percent in the 3-month period ended in January. The index for dairy products continued to advance, rising 0.9 percent in February and 10.8 percent during the past 6 months. The other two components of the food and beverage index restaurant meals and alcoholic beverages rose 0.5 and 0.6 percent, respectively. The housing component increased 0.2 percent in February, following a 0.7-percent advance in January. The index for household fuels and other utilities declined 0.6 percent in February after increasing 2.0 percent in January and was primarily responsible for the moderation. Fuel oil prices, which advanced 26.3 percent in January, declined a record 18.7 percent in February. Charges for natural gas declined 0.2 percent, while the index for electricity increased 0.9 percent. Among other utilities and public services, the index for telephone services rose 0.3 percent as increases in local service charges more than offset declines in long-distance rates. The index for cable television advanced 1.8 percent in February and has increased 4.8 percent the last 3 months. Within shelter, homeowners costs declined 0.1 percent, while renters costs rose 0.8 percent, and maintenance and repair costs increased 0.3 percent. This large increase in renters costs resulted from a 3.1-percent increase in lodging while out of town. Residential rents rose 0.1 percent. The index for household furnishings and operations increased 0.6 percent in February. Transportation costs, which rose 2.1 percent in January, recorded a 0.3-percent increase in February. A substantially smaller rise in the index for motor fuels up 0.2 percent in February after increasing 8.2 percent in January and a decline in automobile purchase costs were responsible for the moderation. The index for new cars declined 0.2 percent and automobile finance charges dropped 0.9 percent. Used car prices, down 1.1 percent in February, declined for the third consecutive month. On the other hand, the indexes for automobile insurance and public transportation registered large increases in February up 1.0 and 1.9 percent, respectively. The advance in public transportation costs was primarily the result of a 2.5-percent increase in airline fares. The index for apparel and upkeep, which was und in January, registered a record 3.3-percent increase in February. The introduction of higher priced seasonal wear, particularly women s clothing up 5.8 percent was responsible for the advance. The index for apparel services rose 0.4 percent in February, following a 0.8-percent increase in January. Entertainment costs, which rose 0.6 percent in January, increased 0.4 percent in February. About one-third of this increase was due to a 1.3-percent increase in fees for club memberships. The index for other goods and services advanced 0.6 percent in February, following increases of 0.8 percent in each of the 2 preceding months. Prices for tobacco products up 0.5 percent in February rose substantially less than in December and January. CPI for Urban Wage Earners and Clerical Workers (CPI-W) On a seasonally adjusted basis, the CPI for Urban Wage Earners and Clerical Workers rose 0.5 percent in February. 2

The Bureau of Labor Statistics publishes CPI s for two population groups: (1) a CPI for All Urban Consumers (CPI-U) which covers approximately 80 percent of the total population and (2), a CPI for Urban Wage Earners and Clerical Workers (CPI-W) which covers 32 percent of the total population. The CPi-U includes, in addition to wage earners and clerical workers, groups such as professional, managerial, and technical workers, the selfemployed, short-term workers, the unemployed, and retirees and others not in the labor force. The CPI is based on prices of food, clothing, shelter, and fuels, transportation fares, charges for doctors and dentists services, drugs, and the other goods that people buy for dayto-day living. Prices are collected in 85 urban areas across the country from about 57,000 housing units and approximately 19,000 retail establishments department stores, supermarkets, hospitals, filling stations, and other types of stores and services establishments. All taxes directly associated with the purchase and use of items are included in the index. Prices of food, fuel, and a few other items are obtained every month in all 85 locations. Prices of most other commodities and services are collected every month in the five largest geographic areas and every other month in other areas. Prices of most goods and services are obtained by personal visits of the Bureau s trained representatives. Some data, such as used car prices, are obtained from secondary sources. In calculating the index, price s for the various items in each location are averaged together with weights which represent their importance in the spending of the appropriate population group. Local data are then combined to obtain a U.S. city average. Seperate indexes are also published by size of city, by region of country, for cross-classifications of regions and population-size classes, and for 29 local areas. Area indexes do not measure differences in the level of prices among cities, they only measure the average in prices for each area since the base period. For further details, see BLS Handbook o f Methods, BLS Bulletin 2285, April 1988, and The Consumer Price : 1987 Revision, BLS Report 736, January Calculating Changes Movements of the indexes from one month to another are usually expressed as percent s rather than s in index points, because index point s are effected by the level of the index in relation to its base period while percent s are not. The example in the accompanying box illustrates the computation of index point and percent s. s for 3-month and 6-month periods are expressed as annual rates and are computed according to the standard formula for compound growth rates. These data indicate what the percent would be if the current rate were maintained for a 12-month period. 111 Energy Prices Price are usually available for the U.S. city average, 28 large urban areas, and 16 areas reflecting the four Census regions cross-classified by four population sizes. However, not all energy commodities and services are used in every area of the country. Fuel oil, for example, is not a common heating fuel in some urban areas, particularly in the South and West. Where no average prices are available, the designation will also appear if the data sufficiency criteria have not been met in any given month. For example, if there are fewer than five usable fuel oil prices for a published city or region size class, no fuel oil prices for the area wiil be published. All prices are collected monthly by b l s representatives in the urban areas priced for the CPI. Prices for natural gas and electricity include fuel and purchased gas adjustments and all applicable taxes. Fuel oil and gasoline prices include applicable Federal, State, and local taxes. Natural gas and electricity. Natural gas prices are reported in therms, which are a measure of heating value. Electricity prices are given in kilowatt hours (kwh). For both utility services, the consumption ranges specified in table P2 are the upper and lower limits of the bill sizes priced for the Consumer Price. The average prices per therm and per kilowatt hour are calculated from bills priced within these ranges. It should be noted that bills priced for the CPI are not only for different consumption amounts, but may also be calculated from different types of residential rate schedules. The average prices per therm and per kilowatt hour are not, therefore, generally suitable for use in placeto-place price comparisons. The average prices for 40 and 100 therms of natural gas for 500 kilowatt hours of electricity (table PI) are calculated from a special price collection program. They are not used in the calculation of the CPI. Since heating and airconditioning requirements vary by geographic location, climate, and weather conditions, it cannot be inferred that these consumption amounts represent those used by a typical residential consumer. These bills are used merely to track price s over time for constant amounts of consumption, and to provide continuity with prices of natural gas and electricity formerly published in conjunction with the unrevised Consumer Price. Fuel oil. Only #2 fuel oil (home heating oil) is priced. Prices are collected, in most cases, for quantities greater than one gallon. These prices are converted to a gallon price for this program. Fuel oil prices reflect discounts for quantity and/or quick payment. Gasoline. Gasoline prices are collected at the pump from a sample of full service, mini-service, and self-serve gas stations. Approximate British Thermal Unit (BTU) values for some energy items are as follows, according to the source indicated: 1 therm = 100,000 BTU S (U.S. Department of Energy). 1 kwh = 3,412 BTU S (Edison Electric Institute) 1 gallon #2 fuel oil = 140,000 BTU S (U.S. Department of Energy). Food Prices In the revised CPI, actual weighted average prices are calculated each month at the national level and for the four Census geographic regions. As a result of s in price collection methodology and sample sizes, average prices for individual cities cannot in general be produced. It is hoped, however, that regional average prices will help satisfy the need for local area data. It should be noted that the average food prices in this report reflect variations in brand, quality, and size among geographic areas. Users of average food prices should be aware that these differences exist. Because a number of food commoditites are not available in all areas on a year-round basis, prices will not appear in some months for some regions or for the U.S. city average. In other instances, sufficient prices may not be available due to temporary disruptions in supplies. Where no average prices are available, the designation will appear. When a price is not available from an individual store in any month, an estimated price will be calculated for the missing item and used in computing the average price. In cases where the proportion of estimated prices used to calculate the average is considered too high, the average price will not be published and will appear for that item in the table. Because of space limitations in the table, the description for each item is abbreviated. More detailed specifications are available from the b l s regional offices or from the Washington office upon request. Reference Base Change Beginning with the release of data for January 1988 in February 1988, most Consumer Price es have shifted to a new reference base year. All indexes previously expressed on a base of 1967 = 100, or any other base through December 1981, have been rebased to = 100. Only indexes with a base later than December 1981 have maintained their bases. This base was reviewed by the Office of Federal Statistical Policy and Standards, Office of Management and Budget, and is in keeping with the Government s longstanding policy to update index bases periodically. Selection of the period was made to coincide with the updated expenditure weights, which are based upon data tabulated from the Consumer Expenditure Surveys for 1982, 1983, and The last rebasing of CPI data occurred in 107

112 February 1971, when the 1967 base was substituted for the former base. Historical data for each CPI series on the new base are available from the Bureau of Labor Statistics. For the convenience of users, the BLS will continue to publish allitems indexes for the U.S. city average, and for the individual local areas for which CPI s are published, on their former official reference base (1967 = 100 in most cases). Conversion factors and an accompanying fact sheet on rebasing are available from BLS. Dividing by one of these factors will rebase the related index series from its current base to its previous reference base. (Users should note: Because of rounding effects, there may be occasional minor differences between the final rebased index and the result obtained using the conversion factor.) Adjustment of Shelter es for Aging Effects Beginning with the January 1988 CPI, the Bureau of Labor Statistics adjusted the monthly CPI shelter indexes for the in quality resulting from the effect of aging on rental housing. In January 1987, the Bureau announced its intention to begin making such adjustments, assuming that further research substantiated the need to do so. The decision to implement the adjustment was based on extensive BLS research, in which alternative adjustment methods were explored and tested. Evaluation of the research indicates that an aging effect exists, and that the chosen method is operationally feasible.1 The adjustment affects CPI shelter indexes, which would have been raised by 0.2 percent for the year 1987 had an aging adjustment been applied. The quality of a housing unit decreases as the unit ages. Existing BLS methods are used to correct for relatively easily measured quality s such as the addition of an extra bedroom, but such methods are inadequate to correct for deterioration in the condition of housing units.2 The aging adjustment method was specificially designed to correct for quality s associated with this deterioration. The estimates were then used to correct the CPI rent and rental equivalence indexes. Hedonic regressions are statistical functions that relate the price of a good to its attributes or characteristics. For example, a hedonic regression relates a housing unit s rent to its size, age, location, etc. By using BLS housing survey data from 1987 and Census data from 1980, hedonic regression methods provided estimates of the relationship between a housing unit s rent and age while other housing unit characteristics were held constant. The estimated relationship was then used to construct the aging adjustment. Estimates will be recomputed annually by using the previous year s BLS housing survey data and the most recently available Census data. Seasonally Adjusted and Unadjusted Data Because price data are used for different purposes by different groups, the Bureau of Labor Statistics publishes seasonally adjusted as well as unadjusted s each month. For analyzing general price trends in the economy, seasonally adjusted s are usually preferred since they eliminate the effect of s that normally occur at the same time and in about the same magnitude every y e a r- such as price movements resulting from changing climatic conditions, production cycles, model overs, holidays, and sales. The unadjusted data are of primary interest to consumers concerned about the prices they actually pay. Unadjusted data are also used extensively for escalation purposes. Many collective bargaining contract agreements and pension plans, for example, tie compensation s to the Consumer Price unadjusted for seasonal variation. Seasonal factors used in computing the seasonally adjusted indexes are derived by the x -11-a r i m a Seasonal Adjustment Method. Annual updates replace 5 years of seasonal data; e.g., data from 1983 through 1987 were replaced at the end of The seasonal movement of all-items index and 43 other aggregations is derived by combining the seasonal movement of 50 selected components. Each year, the seasonal status of every series is reevaluated based upon certain statistical criteria. If any of the 50 components their seasonal adjustment status from seasonally adjusted to not seasonally adjusted, unadjusted data adjusted will be used for the last 5 years, but the seasonally adjusted indexes will be used before that period. 108
