1 OVRPRIT O PKIT ITROUCTIO When angladesh declared independence from Pakistan in, remaining stocks of Pakistani stamps were overprinted for use in the new country. athering all existing stocks of Pakistani stamps from over 2,000 post offices for overprinting at a single site was unreasonable, if not impossible, so the post office department ordered each office to devise its own overprints. Overprint style and color were not specified. ach post office and several government departments, banks, and large commercial entities produced their own overprints or, in some cases, multiple styles of overprint. Prior to the announcement that overprints were to be handstamped, the postmaster at Jessore had had stamps mechanically overprinted, so their use was allowed until late January 2. The Jessore overprints were not applied to the malaria issue. everal hundred overprint devices were prepared. The number of different devices used on the malaria issue is unknown. umerous forgeries likely exist. lthough angladesh P.T.T. tried to make a record after the fact, they could account for only about 200 of the overprinting devices because many were by then destroyed. One person reported seeing on stamps on a cover a black handstamp with angladesh in a box, but in a deformed shape. The device may have been deformed due to local weather conditions. Release dates for the overprinted stamps have not been published, and they likely vary per office. First day covers are therefore essentially unknown. The earliest reported postal use of an overprinted variety of Pakistan s anti-malaria issue is pril 28,, but the order allowing the overprints was not issued before ecember 20,. The last day of allowed use was pril 2, 3. Postally used examples of overprinted malaria stamps have seldom been reported, and postal use covers are scarce. merican philatelist Charles W. rake collected overprint stamps and prepared a list. Though he did not publish a listing, an amount of his work is included in a 4 issue of The merican Philatelist. erman philatelist Wolfgang Tornow prepared a catalog illustrating and describing nearly a thousand overprints, most of which appeared on stamps other than the malaria issue. [opefully, someone will translate the catalog to nglish.] ome of the overprints presented here are not listed in Tornow s work, and some may be fabrications created after the proper period of provisional use. Issues with overprints that are likely bogus privately overprinted after the period of authorized use are identified in otes. ome of these are obvious. ess obvious are the fake examples created by using images from Tornow s handbook to create new handstamping devices. lthough some post offices reportedly supplied a certificate of authenticity on request at the time the overprinted stamps were sold, the editors have not seen an example. To facilitate use of the present work and Tornow s list, numbering in this handbook corresponds to Tornow s. 2 OVRPRIT O PKIT Overprint ize is given for the overall overprint and then the length of (a) line, (b) line 2, and (c) line 3 of the overprint. ue to wear of handstamping devices, some overprints may measure slightly larger than the listed sizes, which are rounded to the nearest ¼- millimeter. Office is the post office at which the overprint variety was on sale. ince Tornow purchased some examples from street vendors, the issuing office is unknown; and the overprints may be bogus. Other examples, from offices in towns Tornow was unable to reach, were delivered to Tornow without identification of the issuing office. Price is for an unused set of two stamps unless otherwise noted. The status of the last day covers shown near the end of the section is questionable. ll have nearly identical cancels, one (igh Court) has a misspelled office name, all are addressed to te same person, all have the same color and intensity of cancel, and all have the same receiving mark (which is uncommon for non-registered mail). dditionally, none of the overprints are listed by Tornow, although one, listed as C42, closely resembles a Tornow listing. On the other hand, the overprints show wear and deformity from extensive use. The overprints and cancels may be bogus, the overprints may be authentic but the cancels bogus, or both the overprints and the cancels may be authentic. Further research may provide more definitive evaluation. When matching a stamp to a handbook listing, a person should first measure the width of each line in the overprint and note singular characteristics of the overprint. Matching type, then size, and then characteristics will most readily lead to accurate identification of a stamp in hand. Collectors are urged to send to the editors scans of any overprint varieties not listed in this handbook. 2
