2 Golder Associates February 18, 2016 Project No.: Mr. A ndrew Nichols V oluntary Investigation & C leanup Program M innesota Pollution Control Agency 520 Lafayette Road St. Paul, MN RE: SOIL GAS MONITORING FORMER WASTE RECLAMATION AREA EAST SIDE SHOREHAM YARD, MINNEAPOLIS, MN (VIC PROGRAM SITE ID VP5080) I SOO LINE (SR380) Dear Andrew: On behalf of Soo Line Railroad C om pany d/b/a Canadian Pacific (CP), this letter presents the results o f soil gas m onitoring in the form er W aste Reclam ation area at the Shoreham Yard (Site) in M inneapolis, M innesota. A s described in the approved W ork Plan for D ecom m issioning of the Soil V apor Extraction (SVE) system s, soil gas m onitoring locations SG B4-S/D and SGB6-S/D, w ere retained to m onitor soil vapor levels after SVE system decom m issioning activities w ere com pleted. (See the figure in A ttachm ent A for the m onitoring locations.) Each m onitoring location includes tw o sam ple ports at feet ( S designation) and feet ( D designation) below ground level. The soil gas m onitoring plan includes quarterly sam pling for volatile organic com pounds (VO C s) for two years after decom m issioning of the SVE system s. Soil gas results are to be com pared to 10x the M innesota Pollution C ontrol A gency (M PCA) com pound-specific, industrial intrusion screening values (10x ISVs). 1.0 SOIL GAS MONITORING RESULTS Following decom m issioning o f the SVE system s in N ovem ber 2014, quarterly soil gas sam pling com m enced in D ecem ber Results of the sam pling through June 2015 w ere provided to M PCA in a Septem ber 10, 2015 letter report, which recom m ended further m onitoring (consistent with the monitoring plan) to evaluate trends, including seasonality. Since the previous report, tw o additional quarterly sam pling events have been com pleted (S eptem ber and D ecem ber 2015). Results o f the sam pling to date are presented in the attached table, and com pared to 10x the current Industrial ISV screening values, including the m ost recent Interim ISVs published by MPCA. The table also includes results from the soil gas sam pling in N ovem ber 2013 follow ing shut down of the SVE system s but prior to decom m issioning. As shown in the table, all V O C results are less than 10x the ISV for locations SGB6-S and SG B6-D follow ing limited exceedances of the 10x screening levels occur in SGB4-S and SGB4-D: The 1,3-butadiene in SGB4-D in D ecem ber 2014 only. Trichloroethene (TCE) in SGB4-S and -D in Septem ber 2015 only Tetrachloroethene (PCE) in SGB4-S and -D g \pfoiecls\2002 proiecls \ cprvsoi) gas monitoring ipost-svehfeb 2016 letter rpl\fm al\posl-sve soil vapor momtonng doc«golder Associates Inc. 200 Century Parkway, Suite C Mt Laurel, NJ USA Tel; (856) Fax: (856) wwwgolder.com Golder Associates: Operations in Africa, Asia, Australasia, Europe, North America and South America Golder, Golder Associates and the GA globe design are trademarks of Golder Associates Corporation
3 Mr. A ndrew Nichols M PCA 2 February 18, 2016 Project No CONCLUSIONS / RECOMMENDATIONS The single exceedance fo r 1,3-butadiene in D ecem ber 2014 is anom alous and appears to have been caused by physical dam age to the m onitoring point. Results from all sam ples collected follow ing repair of S G B4-D w ere non-detect for 1,3-butadiene. TCE exceedances w ere limited to a single sam pling event (S eptem ber 2015) at a single location (SGB4) and m ay reflect seasonality. PCE exceedances also occur at the sam e locations (SGB4), but on a m ore frequent b a sis1 and again may reflect seasonality. The Septem ber 2015 results showed an increase in PCE and TCE concentrations com pared to earlier sam pling events in There was a noticeable decrease in PCE (and TCE) concentrations in the D ecem ber 2015 results com pared to Septem ber 2015, with concentrations consistent w ith the M arch/april 2015 and June 2015 sam pling results. Results at SGB4 m ay reflect seasonality and w arrant further monitoring. Soil vapor concentrations were higher during w arm er m onths, a trend that was also observed in the extracted vapor during SVE system operation. There are no buildings or other receptors in the vicinity, and therefore the current levels do not represent a concern. An updated sum m ary o f the soil gas m onitoring will be provided to M PCA following the next tw o sam pling events, anticipated to be com pleted in March and June If you have any questions, please do not hesitate to contact LeeAnn Thom as o f CP at or Steve Finn or David Buscem i o f G older at V ery truly yours, GOLDER ASSOCIATES INC.
