4 ENVIRONMENTAL EXCAVATION OVERSIGHT APPROXIMATELY 10-ACRES OF UNDEVELOPED LAND EAST 120 TH AVENUE AND GRANT STREET NORTHGLENN, ADAMS COUNTY, COLORADO A February 26, PROJECT BACKGROUND The site consists of an approximate 10-acre tract of undeveloped grassed land located at the southwestern corner of East 120th Avenue and Grant Street in Northglenn, Adams County Colorado. Community Center Drive transects the middle portion of the site in a north to south direction. No other improvements, occupants, or site operations were present. A topographic site location map is included as Figure 1 and a site diagram is included as Figure 2 of Appendix A. Terracon Consultants, Inc. (Terracon) performed a Phase I Environmental Site Assessment (ESA) of the property (project number ) on November 14, Based on review of the historical information, the site was developed with a farmhouse and associated buildings from at least the mid-1950s. A gasoline station (former Sinclair Station) appeared on the northwestern portion of the site from at least 1968 until 2007, when the facility was removed. The north-central and northeastern portions of the site were commercially developed from the mid-1980s through the early-1990s. The following RECs were identified in connection with the property: Petroleum-impacted soil and groundwater associated with the former onsite Sinclair Station in locations, such as the former service bays, the former dispenser island, and the former fuel oil UST Historical REC: the former gasoline USTs associated with the former onsite Sinclair Station Terracon performed a ed Site Investigation (LSI) at the former Sinclair Station, and presented the results in the report dated November 17, 2006 (project number ). The LSI identified and investigated several areas of potential environmental concerns including three former underground storage tanks (USTs) for the containment of gasoline, a former 550-gallon waste oil UST, a former 550-gallon heating oil UST, a former fuel dispenser island, and former hydraulic lifts in the service bay. Terracon provided oversight for the removal of the three remaining gasoline USTs at the former Sinclair Station on July 3, During tank removal, per Colorado Department of Labor and Employment (CDLE) -Division of Oil and Public Safety (OPS) guidance, one groundwater grab Responsive Resourceful Reliable 1
5 Environmental Excavation Oversight 120 th Avenue and Grant Street Northglenn, Colorado February 26, 2013 Terracon Project Number A sample was collected in the UST excavation for laboratory analysis prior to backfilling the excavation with clean fill material. Laboratory analysis of the groundwater sample detected benzene at 250 micrograms/liter (µg/l), exceeding the Colorado Risk Base Screening Levels (RBSLs) for benzene of 5 µg/l. As a result a Corrective Action Plan (CAP) was approved by the OPS on October 2, 2007 to install one groundwater monitoring well in the former UST excavation pit and perform quarterly sampling. A second groundwater sampling event was performed on February 6, Benzene, toluene, ethylbenzene, and xylenes (BTEX) compounds were not detected above their respective analytical method detection limit in the groundwater sample. As a result, the OPS issued a No Further Action (NFA) determination letter on April 30, 2008 in reference to the three gasoline USTs which were removed from the site on July 3, The results of Terracon s ESA (November 21, 2012) identified the former gasoline USTs as a Historic REC (HREC) to the site. Based on the analytical results obtained during Terracon s 2006 LSI, the former service bays, the former dispenser islands, and the former fuel oil UST, constitute a REC to the site. This excavation oversight was completed to assess those areas identified as a REC in Terracon s ESA. 1.1 Standard of Care Terracon s services were performed in a manner consistent with generally accepted practices of the profession undertaken in similar studies in the same geographical area during the same time period. Use or reliance by any other party is prohibited without the prior written authorization of Client and Terracon. Reliance on this report by the client and all authorized parties will be subject to the terms, conditions and limitations stated in the proposal, this report, and Terracon s Terms and Conditions. The limitation of liability defined in the Terms and Conditions is the aggregate limit of Terracon s liability to the client and all relying parties. 2.0 SCOPE OF WORK The scope of services provided was comprised of four tasks: 1. Scheduling excavation work with Client s contractor 2. Soil excavation and sampling 3. Sample analyses and evaluation 4. Report preparation 2.1 Environmental Excavation The scope of services associated with this assessment included observing and evaluating soil excavated from areas previously identified as RECs. Soils in these areas were field screened with a PID to measure for volatile organic compounds (VOCs). Representative soil samples were collected from the site for laboratory analysis. During the excavation, Terracon s site geologist evaluated the soils for type, color, grain size, and other soil characteristics. Soil samples were collected and observed to document soil lithology, color, moisture content, and field screening for VOCs. In general, the entire area formerly occupied by the dispenser islands, the former fuel oil UST basin and the area where the hydraulic lifts were located was excavated to an approximate depth of 6.5 feet below ground surface (bgs). Soils encountered consisted of silty to fine grained sand from the surface to an approximate depth of six feet bgs followed by a layer of lean, dark colored, organic clay. Weathered claystone bedrock was present at an approximate depth of 6.5 feet bgs. Groundwater occurs at the contact with the weathered bedrock. Approximately 8 to 10 cubic yards of hydrocarbon impacted soil was removed from the area of the former north dispenser island. Soil sample 6 is a composite of this material. Following removal of the hydrocarbon impacted soil from the excavation pit, soil samples 3 and 4 were Responsive Resourceful Reliable 3

A zone of black, organic clay was present at an approximate depth of six feet bgs. Field screening of this material with the PID did not detect the presence of petroleum hydrocarbons. Soil sample 3 was collected from this material for laboratory analysis. 2.2 ATH Field Screening s Terracon s site geologist field screened the soil samples by the Ambient Temperature Headspace (ATH) method to qualitatively detect volatile organic vapors using a PID field instrument. The ATH soil screening method involved placing a representative soil sample into Ziploc bags, resealing the bags, and allowing the bag contents to equilibrate to the surrounding ambient conditions. A Mini-Rae PID, an instrument capable of measuring volatile vapor concentrations in parts per million (ppm), was used to detect for the presence of volatile organic vapors in the soil. Soil exhibiting VOC concentrations of 25 ppm or greater were segregated and encapsulated in plastic sheeting on-site. 2.3 Soil Sample Collection and Analyses Six soil samples were collected from the excavation for laboratory analysis. The samples were, containerized in laboratory-prepared jars, and labeled identifying the sample name, collection date, and the requested laboratory analyses. The samples were placed in an ice-filled cooler for delivery to under standard chain-of custody procedures for VOC analysis by EPA 8260B and total petroleum hydrocarbons (TPH) as gasoline and diesel range organics by EPA SAMPLE ANALYTICAL RESULTS Laboratory analysis of soil removed from the excavation detected the presence of petroleum hydrocarbons (SS-6). This sample was a composite of the hydrocarbon impacted material excavated from the site. This was the only soil sample collected from this investigation that exhibited petroleum hydrocarbons. Confirmation soil samples collected from the excavation did not detect the presence of VOCs that were above the analytical method reporting limit. The analytical reports are presented in Appendix B. 8 Environmental Excavation Oversight 120 th Avenue and Grant Street Northglenn, Colorado February 26, 2013 Terracon Project Number A 4.0 CONCLUSIONS AND RECOMMENDATIONS Excavation of the areas previously identified as a REC was performed to determine if hydrocarbon impacted soil above the CDLE-OPS, RBSL were present at the site. During the excavation, soils exhibiting VOCs above 25 ppm as measured in the field with the PID were segregated and stored on plastic. Approximately 8 to 10 cubic yards of hydrocarbon impacted soil was removed from an area associated with the former northern product dispenser island. These soils were stockpile on-site and encapsulated in plastic sheeting. Confirmation soil samples (SS-3 and SS-4) were collected from this area after removal of the petroleum impacted soil. Laboratory analysis of these two samples did not detect the presence of petroleum hydrocarbons that were above the analytical method detection limits. Soil sample SS-1 was collected from the northern end of the excavation in the former dispenser island area. Soil sample SS-2 was collected from the area were the former hydraulic lifts inside the station building were located. Soil sample SS-5 was collected from the area of the former waste oil tank. None of these samples exhibited hydrocarbon concentrations above the analytical method detection limits. Responsive Resourceful Reliable 5
