1 Focus Area Campaign for March 2015 FIRE DAMPERS AND FUNNEL FLAPS SMS REFERENCE MSM 10.8 GUIDANCE FOR THE FOCUS AREA Inspection And Testing Of Safety And Emergency Equipment - All emergency and safety monitoring, detection, alarm and response equipment shall be tested regularly. It is recommended that the maintenance be carried out and recorded as per the Company s prescribed Life Saving and Fire Maintenance manuals. All ventilators should be numbered as indicated in the F.F.A. Plan Fire Dampers, Fire Flaps & Ventilators - List of Fire Dampers, Fire Flaps & Ventilators to be made Ship Specific indicating their type, location & compartment served and Inspection and Maintenance Instructions. 2 Common deficiencies to LOOKOUT for. 1) Fire dampers and flaps holed / wasted due to excessive corrosion. Physical checking of flaps or dampers fitted inside a ventilator trunking, to ensure that they are not missing or holed, as required by FM 09, not being done. 2) Engine room blower vent flaps not closing / sealing properly. 3) Rubber packing of vent flap missing / in poor condition. 4) Fire dampers and flaps hard to operate due to poor lubrication, mesh broken

3 5) Butterfly nuts for fire flaps missing / seized. 6) Funnel damper wires devoid of lubrication. 7) Fire dampers and flaps not marked for compartment served. 8) IMO symbol at fire dampers and flaps missing. 9) E/R blower flaps & funnel flaps not operated on weekly basis, as required by FM )All fire dampers, flaps & ventilators throughout the ship not operated on monthly basis, as required by FM

11 AMSA Defective fire dampers continue to be presented to our Inspectors despite continued PSC data indicating these items are a leading cause of detention. The purpose of a fire damper, wherever fitted, is to provide a closure that primarily prevents the ingress of air to a space. Unfortunately AMSA continually finds that the required maintenance and testing of the damper is not carried out and the dampers fail to close as required. During a PSC inspection AMSA Inspectors may request that any damper closure is demonstrated and any failure of a damper to close the aperture is regarded as being grounds for detention. 12 In monitoring this testing, the AMSA Inspector observes the effort required by the crew in operating the damper, the damper is free to move over its full range of travel and observes for any signs of imbalance in the damper operation and listens for any sounds within the mechanism. If the fan is running, a noticeable difference in sound of the fan can be heard when the damper is operated. Usually, correct operation of the damper/s can be confirmed without any need to open the casing for inspection. It is suggested that ships should routinely verify the following to reduce the chance of detentions: Fan dampers are properly marked as open/close. Fan damper locking pins are free to be removed without significant effort. Fan damper operating handles are free to move without significant effort. Fan damper operation is smooth and operates through the full range of open to close.
