3 Basis of Legal Metrology in Germany It is the obligation of the state to take care for correct measurements and to ensure it by law The legal metrology is part of the laws concerning economic order According to Article 73 of the German Republic Constitution the only legislation for Weights and Measurements is at the Federal Authority 3

9 New Weights and Measurement Act MessEG and MessEV enter into force as from Major new goals: The State approved Calibration Lab. s must have a Quality Management System according to DIN EN ISO/IEC or DIN EN ISO/IEC The same requirements are valid for European and national controlled measurement instruments The intrastate type approval and the first calibration of national controlled measurement instruments are replaced by Conformity Assessments The new act is innovation friendly The Recalibration of already used measurement instruments is due to the state offices of legal metrology and the state approved calibration laboratories staatlich anerkannte Prüfstelle (as before). The official verification (Eichung) is the certified test of a measurement instrument in periodical intervals, or due to an error or engagement of the measurement instrument. 9

12 PTB testing instructions The PTB Testing Instructions are intended to serve as a basis and guideline for the testing of measuring instruments and apparatus. The substantial part of the Testing Instructions thus is the detailed description of the testing procedures, the standard devices required and other testing means. As far as useful, the design of the instrument types and special features important for use are also dealt with. The PTB Testing Instructions cover not only measuring instruments acceptable for verification and certification but other types of measuring instruments and objects are also tested by the PTB. The Testing Instructions are intended not only for verification authorities, state-approved test centres and supervision bodies but also for the test laboratories of industry and economy. They will also be useful when test centres and measurement rooms are established and for teaching purposes aswell. (source: PTB-website) 12

15 Obligatory High Pressure Gas-Meter Calibrations in Germany According PTB instructions no. 30 (2003): for meters used at measured pressures >4bar a high pressure calibration is obligatory. If pmax/pmin<=2.5 a test at 2 pressures is sufficient (e.g. pmin and pmax). If during the initial calibration of a turbine gas meter an atmospheric calibration and a high pressure calibration was made, the recalibration could only be done under atmospheric conditions if the result (0.2xQmax to Qmax) is not more than 0.3% different to the initial atmospheric calibration and does not exceed the error limits. 19

20 Calibration Technologies for gas meters used in Germany Primary standards are used to calibrate transferstandards. Test rigs with sonic nozzle technology used for calibration of flowrates up to approx. 100m³/h (typical). Test rigs with rotary- and turbine-gas-meter references used for flowrates up to 6500m³/h High Pressure Closed Loop s using air or natural gas are the latest systems for high pressure calibration. 20
