1 9575 West Higgins Road, Suite 100 Rosemont, Illinois p: f: MEMORANDUM TO: FROM: Jason Berry Community Development Special Projects Manager City of Blue Island Eric Russell, PTP Kelly Conolly, PE DATE: October 26, 2010 SUBJECT: Uptown Parking Utilization Study Blue Island, Bensenville, Illinois KLOA, Inc. was retained by the City of Blue Island to conduct a parking inventory and utilization survey of the on- and off-street parking areas serving the City of Blue Island s central business district, known locally as Uptown Blue Island. This report summarizes the capacity of the existing Uptown parking system and utilization of the on- and off-street parking spaces (public and private) within the system. The information was collected on Tuesday, September 28, 2010 during four (4) different time periods over the course of the day from morning to early evening. The weather condition on the survey day was sunny and warm throughout the day. Off-Street Parking Off-Street Parking Inventory The existing off-street parking facilities in the Uptown area were inventoried to verify the number of parking spaces and the user designations of the spaces. The area surveyed is generally bounded by Burr Oak Avenue (127 th Street) on the north, Irving Avenue and Chicago Street on the east, the Calumet Sag Channel on the south, and Artesian Avenue on the west. Figure 1 shows the locations of the off-street parking facilities that were inventoried. Table 1 in the Appendix provides a summary of the off-street parking facilities with numerical references that correspond to Figure 1. The parking summary includes the user or owner of the lot, posted parking regulations, and a breakdown of the types of parking stalls, including standard stalls, accessible stalls and reserved stalls. There are presently a total of 3,431 off-street parking spaces in the Uptown area. Of this total off-street parking supply, there are six parking lots owned by the City of Blue Island that provide a total of 393 spaces for short-term (1-hour or 2-hour) use by Uptown customers, and six parking lots owned by the City that provide 864 spaces for Metra commuters. The remaining off-street lots and garages are utilized by customers and employees of commercial businesses, major institutions (i.e., Metro South Medical Center) or multi-family residential buildings.

3 Off-Street Parking Utilization Parking occupancy surveys of the off-street parking facilities in Uptown Blue Island were conducted during the following four (4) time periods of the survey day: 8:00 11:00 A.M. 11:00 A.M. 2:00 P.M. 2:00 5:00 P.M. 5:00 8:00 P.M. During the surveys, the field personnel recorded the number of occupied parking spaces in each of lots. Table 2 in the Appendix summarizes the occupied parking spaces by lot for each of the four time periods. Table 3 shows the percentage of parking spaces occupied by lot for the various time periods. The time period in which each lot experienced the highest occupancy has been highlighted in Table 3. Peak occupancy for all of the off-street parking lots and garages combined occurred during the 11:00 A.M.-2:00 P.M. period when 1,916 spaces (55.8 percent) of the total off-street parking capacity were utilized. Specific lots that experienced high utilization at or near capacity (i.e., greater than 90 percent utilization) include a couple of the Metro South Medical Center lots, Metra commuter lots, and some of the smaller commercial business lots. The City of Blue Island (non-commuter) lots experienced a peak utilization of 64 percent (252 spaces occupied out of 393 space capacity) during the 8:00-11:00 A.M. period. On-Street Parking On-Street Parking Inventory The on-street parking spaces in the Uptown area were inventoried on a block-by-block basis to verify the parking capacities and regulations. The on-street parking inventory focused on the streets bounded by Burr Oak Avenue (127 th Street) on the north, the Metra railroad tracks on the east, James Street on the south, and Artesian Avenue on the east. Figure 2 shows the locations of the onstreet parking areas that were inventoried. On most blocks, data was collected for both sides of the street. Table 4 in the Appendix provides a summary of the on-street parking capacity with numerical references that correspond to Figure 2. There are presently 534 on-street parking spaces in the Uptown study area. Parking regulations vary by block. Short-term parking limits are generally posted in the core commercial area along Western Avenue, High Street, York Street, New Street, Vermont Street and Grove Street. Resident parking controls are located along Gregory Street, Prairie Street, Union Street, Oak Street, Walnut Street and James Street. Parking is prohibited at all times on some sections of Western Avenue, Gregory Street, 127 th Street, Union Street, York Street, New Street, Vermont Street and Grove Street. 3

5 On-Street Parking Utilization Parking occupancy surveys of the on-street parking spaces in Uptown Blue Island were conducted during the same four (4) time periods as the off-street parking occupancy surveys. During the surveys, the field personnel recorded the number of occupied parking spaces for each side of the street of each block surveyed. Table 4 in the Appendix summarizes the occupied parking spaces by block for each of the four time periods, as well as shows the parking capacity on the block (by side of street) and the posted parking regulations. Table 5 in the Appendix shows the percentage of parking spaces occupied on each of the blocks for the various time periods. The time period in which each block experienced the highest occupancy has been highlighted in Table 5. Peak occupancy for all of the on-street parking spaces in the Uptown area combined occurred during the 11:00 A.M.-2:00 P.M. period when 277 spaces (51.9 percent) of the total on-street parking capacity were utilized. This time period corresponds to time period of peak parking utilization in the off-street parking lots and garages. Specific blocks that experienced high utilization at or near capacity (i.e., greater than 90 percent utilization) during the course of the day include Western Avenue (Prairie Street-Grove Street), Gregory Street (Oak Street-Walnut Street), and Union Street (Gregory Street-Irving Street). Total Parking Capacity and Occupancy The table below provides a summary of the parking capacity and peak period occupancy for the Uptown areas on-street and off-street parking spaces combined. The table shows that parking usage during the peak midday time period of a typical weekday is approximately 55 percent. The data also indicates that there is sufficient and available parking within a block of Western Avenue and Gregory Street to accommodate the approximately 19 on-street parking spaces that may potentially be eliminated by the proposed conversion of the two streets to two-way travel. 5
