Held a motorcycle permit for at least 6 months.

9 Getting Your license Over 21: Pass the applicable knowledge and skills tests. (not required, but encouraged to enroll in safety program) * NOTE: An observation road test is required for applicants who have never been licensed for any class of motor vehicle and apply for a motorcycle only license.
