1 ORDINANCE NO AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BONNEY LAKE, PIERCE COUNTY, WASHINGTON, AMENDING CHAPTER OF THE BONNEY LAKE MUNICIPAL CODE AND CORRESPONDING ORDINANCE 918 RELATING TO SPEED LIMITS, AND REDUCING THE SPEED LIMIT ON SR410 IN THE DOWNTOWN AND MIDTOWN AREAS OF BONNEY LAKE. WHEREAS, there have been more than 163 traffic accidents and one fatality on SR410 in Downtown Bonney Lake since 2008; and WHEREAS, twenty-five percent of the traffic accidents on SR410 throughout the City have been the result of excessive speed; and WHEREAS, the number of Motor Vehicle Collisions that occurred in Bonney Lake increased from 198 in 2012 to 257 in 2013, a 29.8% increase; and WHEREAS, traffic congestion within the City on SR410 will continue to increase as new commercial and residential development occur inside and outside the City creating greater risks to pedestrians, bicyclists, and vehicle drivers; and WHEREAS, both the City and State will construct road projects on SR410 in 2014 that would benefit from a safer work environment with the reduced speed limit; and WHEREAS, Washington State Department of Transportation staff conducted an engineering and traffic investigation, looked at the accident history and average speeds on SR410 within the City limits, and concluded that a reduced speed limit of 40 miles per hour is warranted on SR410 from the western City limit to 214th Ave in both east and west directions; and WHEREAS, the City Engineer, Bonney Lake Police Department, and Washington State Highway Patrol concur with making this change; and WHEREAS, a street improvement project to improve the SR410 and Veterans Memorial Drive intersection is included in the capital improvement program of the City, including the installation of an aesthetically pleasing landscaped median in the Downtown area; and WHEREAS, the Downtown Plan calls for an aesthetic landscaped median between Veterans Memorial Drive (VMD) and Main Street as both a safety and beautification measure; and WHEREAS, State highways with speeds greater then 45mph require higher jersey barrier type medians which are not aesthetically pleasing nor compatible with the City's Downtown design standards; and
2 WHEREAS, pursuant to RCW the City has the authority to establish or alter maximum speed limits within its jurisdiction subject to the approval of the Washington State Secretary of Transportation; and WHEREAS, the City shall request that the Washington State Secretary of Transportation approve the reduced speed limit on SR 410. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF BONNEY LAKE, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1: Section of the Bonney Lake Municipal Code is hereby amended to read as follows: FeFty fi e miles IJeF heuf State Highway 410. 3 II Public Works 11 Memo Date : 10/15/2013 To : Don Morrison, City Administrator From : John Woodcock, City Engineer CC : Dan Grigsby, Public Works Director Re : Speed Study Recommendation on SR 410 from VMD to Main Street In September of 2013 Washington State Department of Transportation (WSDOT) representatives met with city staff to review the approved intersection plans (PF A) for the SR 410 and Veterans Memorial Drive (VMD) within the Downtown region. City staff sought options that may be available to either remove or reduce the impacts of the median barriers proposed between VMD and Main Street along SR 410. It was proposed that a speed study would be implemented within this corridor along SR 410 to determine the 85 1 h percentile of vehicular speeds within the Downtown area in the City of Bonney Lake. The speed limit is commonly set at or below the 85th percentile operating speed (being the speed which no more than 15% of traffic is exceeding) in the US is typically set 8 to 12 mph below that speed. Later that month WSDOT completed the speed study between VMD and Main Street where the posted speed is 45 mph. The results of the study determined that the 85 1 h percentile speed for vehicles traveling this section of the corridor was 40 mph. The objective of this effort is to continue to provide a safe condition for the traveling public while enhancing the economic viability for the future for this portion of the corridor. The city is aware of the number of accidents that have occurred in this section of SR 410 and therefore I support the lowering of the speed limit between VMD and Main Street to 35 mph which still requires a future median construction but allows for a lower profile design that will enhance a more Downtown feel in the area of the study.
