Participants: Ministry of the Economics of Republic of Moldova. Ministry of the Economics, Trade and Business Environment of Romania. Ministry of the Power and Coal Industry of Ukraine : the Service Contract with the Consortium of the European system operators ENTSO-E was concluded. 2015: The modes calculations for 2020 Winter Peak Load (WP2020) and Summer Minimum (SOP2020) were settled The analysis of the operation of the IPS of Ukraine was made, including the real tests of the certain Ukrainian TPP and HPP power units on their participation in the primary and secondary frequency and capacity regulation The analysis on the Ukrainian legislation compliance to the ENTSO-E and EU requirements was fulfilled 2016: Draft of the Final Report on Possibility of the Synchronous Interconnection to ENTSO-E 29

The influence on short-circuit flow level is felt only at the nodes near the points of interconnection 30

31 Feasibility Study on Synchronous Interconnection of Ukrainian and Moldovan Power Systems to ENTSO-E Continental European Power System Preliminary conclusions Damage elimination period does not create any risks to the safe exploitation on the both sides of the interconnection After the interconnection the two new low frequency modes appear 0.3 Hz and 0.4 Hz Insufficiently damping/ nondamping oscillations of Ukrainian generators cause unsatisfactory damping level of the new cross zonal oscillations The big difference in the voltage angle that reaches degrees, after disconnection of the OHL 750 kv Rzeszów Khmelnytsky and under the conditions of reconnection of the OHL, causes significant transient processes. Interconnection requires implementation of the certain countermeasures in IPS of Ukraine: Strengthening for the frequency feedback within automatic voltage regulator of the generators in IPS of Ukraine improvement of the phase compensation using of the separate system stabilizers tuned at cross zonal oscillations 31

Preliminary Conclusions Lack of the installed primary reserve Automatic frequency and capacity regulation in IPS of Ukraine regulates only the support of load-flow with CIS power systems For compliance with Operation Handbook principles it is necessary To change the operational and market rules to secure frequency support To introduce adjustments for providing the correct operation as for the defense plan and restoration, relay protection and automatic frequency unloading Internal organization of Ukrainian transmission systems operators is effective Good practice is gained in operative personnel training at SE NPC Ukrenergo 32
