These are questions that were received prior to the published deadline for questions of July 30, IMPORTANT NOTE the following is added to RFP # It is the Proposer s responsibility to use the revised information when preparing the response. 1. Q: Please provide bill of materials to contractor for all equipment and hardware owner will provide for the project. A: The City will provide both pumps along with associated rails and hardware. Please refer to attached inventory from the pump supplier, FJ Nugent & Associates. 2. Q: Will contractor be allowed to provide as equal or equal to on any/all equipment and or hardware that is detailed in plans? A: No. 3. Q: What are, if applicable, the work hours/restrictions for the project? A: Monday through Friday from 8AM until 7PM 4. Q: Are there any special restriction days work cannot be performed other than standard holidays? A: Only pre approved work on Saturday and Sunday. 5. Q: Is there a prevailing wage scale or payroll requirements for the project? A: No. 6. Q: Is there a storm drain nearby for discharge purposes? A: Yes. 7. Q: Will there be a flex period between Award and NTP? If so, what will be the anticipated duration? A: Yes. Upon execution of the contract agreement, the City will typically issue NTP #1, which will authorize the contractor to submit shop drawings for approval, procure supplies and equipment, Page 1 of 4

The City will then issue NTP #2, which will authorize the contractor to commence work and start contract clock. Typically, there will be a minimum of 30 days between the issuance of NTP #1 and NTP #2. 8. Q: Is there an engineer s estimate for the project? A: $480, Q: Is there a budget for the project? A: $480, Q: Is there an optional bid alternate for the project (page 18 of ITB)? A: No. Please ignore this item. 11. Q: Are there DBE requirements/goals for the project? If so, what are they? A: No. 12. Q: What are the design pumping requirements for the project? A: Please refer to the Pump Data Table on Sheet C5 of the plans. 13. Q: Are there soil borings available for the project? A: Yes. Refer to attached geotechnical report. 14. Q: What would the owner like to do with the existing equipment and hardware inside the existing Lift Station? A: City will pick up any equipment from site after removal from the dry well. 15. Q: What would the owner like the contractor to use to backfill the existing wet well to plan elevation? A: Concrete. Refer to detail drawing on Sheet C3 within the plans. 16. Q: Is the adjacent, existing power sufficient for the new lift station? A: Yes. 17. Q: Are the trees within the removal area to be removed as well? A: No. 18. Q: Is there potable water nearby? A: Yes. 19. Q: What permits will be required for the project? A: The Contractor who is awarded the bid. 21. Q: Who will be responsible for paying for these permits? A: The permit fees will be waived from City Permits through the Building Department. 22. Q: Who will be responsible for the design and cost of dewatering to install the lift station? A: Contractor. 23. Q: Who will be responsible for coordination with FPL to connect the power to lift station? A: Contractor. 24. Q: Please clarify whether the manhole referenced on sheet C-5 is the new manhole being constructed or the existing wet well being converted to a new manhole? A: The work includes both the conversion of the existing wetwell into a sanitary manhole and the installation of a new sanitary manhole. 25. Q: Please provide plan/elevation view of location of new potable water PT. A: The horizontal alignment of the existing water main is clearly displayed in the plans. Elevation view of the existing water main is not available. 26. Q: Is the parapet wall that the electrical boxes are mounted to require to be removed and replaced? A: Removed only. 27. Q: Is there and as-built set of drawings? A: Yes. Please refer to attached as-built drawing. 28. Q: Regarding the subject project, has the City already purchased the pumps listed on line item #29 and appurtenances for the LS #6 Replacement Project, or is there a separate bid going out for those items? A: City has the pumps along with associated rails and hardware in stock. 29. Q: Please respond to the following comments: a. The specs (Page ) and the drawings (Sheet E-3) specify a level device selector switch at the control panel. The TCU pump controller does not work that way. You can have two level devices connected to the TCU s two analog inputs. It will use analog input 1 as the primary level sensing device, and the one connected to analog input 2 will only be used if the primary device faults, and it is configured that way. This information can be found on Adobe page 127 of the TCU s online manual found here: Page 3 of 4

4 City of Wilton Manors Finance Department 2020 Wilton Drive Wilton Manors, FL Phone (954) Fax (954) So unless an analog circuit is designed around the TCU and somehow switches the analog signals to analog input 1, the selector switch and associated inputs to the RIO become a moot point. A: Understood b. If you do want to have two analog level devices for the TCU with one being the primary and the other being a backup, then they need to be connected to the TCU s analog 1 and analog 2 inputs. The System Pressure Transducer would need to be connected to the RIO instead of the TCU s analog 2 input.. A: Proceed with revised analog input terminations as stated above. c. Drawing E3 shows a 240V 3-phase with 47K resistors feeding the TCU s TFS. Resistors are not required for this input for 240V. 1A fuses are actually required there. See Adobe page 95 of the TCU manual. A: Understood. Provide revised configuration d. Concerning the Digital Level Display connected to the RIO. The TCU actually will display the level on its screen. But if you want the display, it could be seriesed into the level transducer s 4-20 ma circuit external to the TCU and RIO. So the RIO analog output to the digital display needs to be removed. A: Remove the Red Lion display for level since the TCU will display level. e. Unless there s some other reason the RIO128 is spec d, the RIO032 will provide for the required I/O. A: Provide RIO032 f. Sheet E-6 shows reusing a TCU battery box? I m not familiar with what that is, but the supplied battery for the TCU normally gets installed in the pump control panel. A: The Specs call for the standard backup battery for the TCU inside the CP, the external battery box and related conduit/wire called out one drawings may be deleted from project g. Sheet E-6 calls for a 30 minimum antenna height. Our radio study actually calls for our standard 21 tower. General: Provide submersible sewage pumps suitable for continuous duty operation underwater without loss of watertight integrity to a depth of 65 feet. Pump system design shall include a guide rail system be such that the pump will be automatically connected to the discharge piping when lowered into place on the discharge connection. The pump shall be easily removable for inspection or service, requiring no bolts, nuts, or other fasteners to be disconnected, or the need for personnel to enter the wet well. The motor and pump shall be designed, manufactured, and assembled by the same manufacturer. B. Manufacturer: EBARA International Corporation C. Pump Characteristics: Pumps shall conform to the following requirements: Number of units 2 Design flow (gpm) 340 Design TDH (ft) 26 Voltage/HZ 230V Phase 3 D. Pump Construction: All major parts of the pumping unit(s) including casing, impeller, suction cover, wear rings, motor frame and discharge elbow shall be manufactured from gray cast iron, ASTM A-48 Class 30. Castings shall have smooth surfaces devoid of blow holes or other casting irregularities. Casing design shall be centerline discharge with a large radius on the cut water to prevent clogging. Units shall be furnished with a discharge elbow and 125 lb. flat face ANSI flange. All exposed bolts and nuts shall be 304 stainless steel. All mating surfaces of major components shall be machined and fitted with NBR O-rings where watertight sealing is required. Machining and fitting shall be such that sealing is accomplished by automatic compression of O-rings in two planes and O-ring contact is made on four surfaces without the requirement of specific torque limits. Internal and external surfaces are prepared to SPPC-VISI-SP-3-63 then coated with a zinc-chromate primer. The external surfaces are then coated with a H.B. Teneme-Tar 46H-413 Polyamide Epoxy - Coal Tar paint. 1. Impellers: a. For units 2 to 5 HP, the impeller shall be radial single or multi-vane, semi-open design. It shall be dynamically balanced and shall be designed for solids handling with a long thrulet without acute turns. The inlet edge of the impeller vanes shall be angled toward the impeller periphery so as to facilitate the release of objects that might otherwise clog the pump. The 2 to 5 HP impeller design shall also include back pump out vanes to reduce the pressure and entry of foreign materials into the mechanical seal area. In addition, a lip seal shall be located behind the impeller hub to further reduce the entry of foreign materials into the seal area. Impellers shall be direct connected to the motor shaft with a slip fit, key driven, and secured with an impeller bolt. The design shall include a replaceable cast iron suction cover. The suction cover shall contain a groove(s) perpendicular to the suction opening to disrupt fibrous solids that may otherwise become lodged between the impeller and suction cover. The suction cover shall be designed such that it may be adjusted to maintain working clearances and hydraulic efficiencies. EBARA Fluid Handling (t) (f) rev. 04/11

It shall be dynamically balanced and shall be designed for solids handling with a long thrulet without acute turns. The inlet edge of the impeller vanes shall be angled toward the impeller periphery so as to facilitate the release of objects that might otherwise clog the pump. The 7 1 /2 to 30 HP impeller design shall also include back pump out vanes to reduce the pressure and entry of foreign materials into the mechanical seal area. Mechanical Seals a. For units 2 to 5 HP, double mechanical seals operating in an oil bath shall be provided on all units. The oil filled seal chamber shall be designed to prevent over-filling and include an anti-vortexing vane to insure proper lubrication of both seal faces. Lower face materials shall be silicon carbide, upper faces carbon vs. ceramic, NBR elastomers, and 304SS hardware. Seal system shall not rely on pumping medium for lubrication. b. Units 7 1 /2 to 30 HP shall be designed to include a double mechanical seal in a tandem arrangement. Each seal shall be positively driven and act independently with its own spring system. The upper seal operates in an oil bath, while the lower seal is lubricated by the oil from between the shaft and the seal faces, and in contact with the pumpage. The oil filled seal chamber shall be designed to prevent over-filling and include an anti-vortexing vane to insure proper lubrication of both seal faces. Lower face materials shall be silicon carbide upper faces carbon vs. ceramic, NBR elastomers, and 304SS hardware. Seal system shall not rely on pumping medium for lubrication. E. Motor Construction: The pump motor shall be an air filled induction type with a squirrel cage rotor, shell type design, built to NEMA MG-1, Design B specifications. Stator windings shall be copper, insulated with moisture resistant Class F insulation, rated for 311 F. The stator shall be dipped and baked three times in Class F varnish and heat shrunk fitted into the stator housing. Rotor bars and short circuit rings shall be manufactured of cast aluminum. Motor shaft shall be one piece AISI403 for 2 to 5 HP, AISI420 for 7 1 /2 to 30 HP, rotating on two permanently lubricated ball bearings designed for a minimum B-10 life of 60,000 hours. Motor service factor shall be 1.15 and capable of up to 20 starts per hour. The motor shall be designed for continuous duty pumping at a maximum sump temperature of 104 F. Voltage and frequency tolerances shall be a maximum 10 / 5% respectively. Motor over temperature protection shall be provided by miniature thermal protectors embedded in the windings. Mechanical seal failure protection shall be provided by a mechanical float switch located in a chamber above the seal. This switch shall be comprised of a magnetic float that actuates a dry reed switch encapsulated within the stem. Should the mechanical seal fail, liquid shall be directed into the float chamber, in which the rising liquid activates the switch opening the normally closed circuit. For units 2 to 30 HP the float body and float shall be a polypropylene material with a 316SS stopper. The motor shall be non-overloading over the entire specified range of operation and be able to operate at full load intermittently while unsubmerged without damage to the unit. Power cable jacket shall be manufactured of an oil resistant chloroprene rubber material, designed for submerged applications. Cable shall be watertight to a depth of a least 65'. The cable entry system shall comprise of primary, secondary, and tertiary sealing methods. The primary seal shall be achieved by a cylindrical elastomeric grommet compressed between the motor cover and a 304SS washer. Secondary sealing is accomplished with a compressed O-ring made of NBR material. Compression and subsequent sealing shall preclude specific torque requirements. The system shall also include tertiary sealing to prevent leakage into the motor housing due to capillary action through the insulation if the cable is damaged or cut. The cable wires shall be cut, stripped, re-connected with a copper butt end connector, and embedded in epoxy within the cable gland. This provides a dead end for leakage through the cable insulation into the motor junction area. The cable entry system shall be the same for both the power and control cables. 18 EBARA Submersible Pumps Limited Warranty Project: LIMITED Model: WARRANTY Chk d: Date: Policy MUNICIPAL: PERMANENT INSTALLATIONS EIC warrants for a period of five (5) years or ten thousand (10,000) hours of operation, whichever shall first occur, measured from the date of shipment from EIC (the Warranty Period ), the Equipment of its own manufacture against defects in material and workmanship, when installed, used and maintained in accordance with instructions as provided by EIC in permanent municipal installations under the following conditions of service only: 1) Raw Sewage; or 2) Municipal Wastewater; or 3) Potable or Raw Water; or 4) Storm Water; and 5) Liquids must be abrasive-free and non-corrosive. This is a LIMITED warranty. The following are CONDITIONS OF WARRANTY: 1) Only Municipal Applications are qualified to participate hereunder; 2) Start-Up Procedures in accordance with instructions provided by EIC must be properly completed, and a report confirming same must be prepared & submitted with all warranty claims. 3) Elapsed-time meters must be installed and be operational within the electrical control panel; 4) All EIC-prescribed maintenance procedures must be followed, documented and proof thereof submitted to EIC with any warranty claim hereunder; 5) Each warranty claim must be submitted in accordance with EIC s Warranty Procedures, which require notification to EIC and assignment by EIC of a Materials Return Authorization ( MRA ) number. EIC s Warranty Procedures are provided with each item of EIC Equipment sold hereunder by EIC. 6) Any repairs to EIC Equipment, whether warranty claims or otherwise, by other than an EIC-authorized repair or service facility may invalidate the warranty hereunder. If a defect appears in the EIC Equipment warranted hereunder during the Warranty Period and Purchaser has given EIC immediate written notice of same, EIC will either repair the part, or replace the part, by shipping a similar part F.O.B. EIC s shipping point, or at is option grant a credit reimbursement or refund an equitable portion of the purchase price. EIC may require Electrical System Schematics (including Bills of Materials) and other data regarding maintenance and applications, as well as return of the Equipment, transportation prepaid, to substantiate and validate the warranty claim. The warranty shall not apply to any Equipment which has been subjected to misuse, accident or neglect or used in any manner not consistent with the applications disclosed to EIC at the time of purchase, or to Equipment damaged due to defective power supply, incorrect electrical protections or faulty installation or maintenance. All costs of field labor, removal, reinstallation and transportation shall be borne by the Purchaser. The Warranty Period shall not be suspended or tolled upon stopping operations for the warranty repairs, nor recommence upon completion of said repairs, but rather shall run continuously from commencement until normal expiration. Repair parts shall carry no greater warranty than the remaining balance of the underlying Equipment into which the repair part may be installed, expiring at the same time as said underlying warranty. This is a pro rata limited warranty. It applies only to EIC Equipment, including QDC (Quick Discharge Connector) Power Cables when originally purchased with EIC Equipment, but specifically excludes all other equipment of others manufacture, whether or not such equipment is included in EIC s scope of supply hereunder. Such other equipment is warranted only by its manufacturer. EIC MAKES NO OTHER WARRANTY OF ANY KIND WHATSOEVER, EXPRESS OR IMPLIED, AND ALL WARRANTIES OF MERCHANTABILITY AND FITNESS FOR A PARTICULAR PURPOSE ARE HEREBY DISCLAIMED BY EIC AND EXCLUDED FROM THESE TERMS AND CONDITIONS OF SALE. The Purchaser s sole and exclusive remedy, whether in warranty, tort or contract, including negligence, will be to proceed under this warranty. All liability of EIC shall terminate no later than the expiration of the Warranty Period.
