9 1 AGENDA NOTES FOR THE 32 ND MEETING OF WESTERN REGIONAL POWER COMMITTEE TO BE HELD ON 24 TH AUGUST 2016 (WEDNESDAY) PRECEDED BY TCC MEETING ON 23 RD AUGUST 2016 (TUESDAY) AT PUNE (MAHARASHTRA) ITEM No.1: CONFIRMATION OF THE MINUTES OF THE 31 ST MEETING OF WRP COMMITTEE The minutes of 31 ST meeting of WRP Committee held on 31 st March 2016 at Raipur were forwarded to the members vide letter No. WRPC/31 st WRPC Mtg./AS/2016/5456 dated No comments have been received. Committee may confirm the minutes. ITEM No. 2: STRENGTHENING INTERCONNECTION BETWEEN WESTERN MAHARASHTRA AND SOUTHERN GUJARAT WRLDC vide have intimated that South Gujarat is presently connected to Western-Maharashtra system through 400 kv Vapi-Boiser S/C and 220 kv Nasik- Navsari D/C. Constraints observed in South Gujarat and Western Maharashtra system are as under: Critical loading in North-South corridor within Gujarat system during high demand and poor generation at the Kakrapar APS, as well as other Gas based stations of South Gujarat. Critical loading of 400 kv Sugen-Vapi- Boiser S/C during contingencies Overloading of 400/220 kv ICT at Bableshwar and Overloading of 400 kv Bableshwar-Padghe D/C. One ckt of 400 kv Ektuni-Bableshwar D/C is kept open by SLDC-Kalwa. In view of the above, strengthening the interconnection of South Gujarat with Western Maharashtra needs to be explored so as to address the constraint on both sides. The proposed options and their perceived benefits to the system are as follows; 32 ND TCC/WRPC AGENDA

10 2 Option Proposal Perceived benefits to power system A Interconnect 220 kv Nasik with Load of Nasik area could be met through 400/220 kv IB Nasik and uprate 400/220 kv ICT at Nasik. 400/220 kv ICTs the conductor of 220 kv Nasik- Navsari D/C at Bableshwar would get de-stressed. Utilization of 220 kv Nasik-Navsari D/C would also be enhanced. Both circuits of 400 kv Taptithanda-Bableshwar D/C could be kept in service. B Upgradation of 220 kv Nasik- This will enhance dispersal of power from Navsari D/C to 400 kv by using 400 kv Bableshwar and relieve the the existing RoW. (As constraint at Bableshwar. The option to uprate the 220 kv Nasik-Navsari D/C with higher ampacity conductor is also being considered. SLDC Kalwa also agreed on the envisaged benefits of the proposal. It was agreed that the proposal should be taken up in ensuing WRPC meeting for approval. The TCC/WRP Committee may like to discuss the options and modalities for implementation of the same. 32 ND TCC/WRPC AGENDA

11 3 ITEM NO. 3: CHRONIC HIGH VOLTAGE IN SOUTHERN MAHARASHTRA SYSTEM WRLDC vide have intimated that Chronic high voltage constraints are experienced in South Maharashtra system. The condition worsens during the monsoon with low demand and high wind generation in Karad and Kolhapur area. Following actions are taken to control the overvoltage: Taking all Switchable Shunt Reactors in service Blocking of HVDC Chandrapur-Padghe Bipole, Reduction in power order on Talcher-Kolar HVDC Bipole Reduction in power order of HVDC Bhadravati and Gazuwaka Back to back Operation of two units of Koyna in synchronous condenser mode Manual Opening of under-loaded and redundant EHV lines [400 KV Koyna-IV-Lonikhand S/C, One ckt of 400 kv Karad-Kolhapur, One ckt of 400 kv Karad-Jaigad, one ckt of Kolhapur-Mapusa, one ckt of 400 kv Solapur-Kolhapur, two ckts of 765 kv Wardha-Aurangabad, 765 kv Solapur-Pune] Even after taking the above measures, persistent high voltage is experienced at Karad, Kolhapur, Mapusa, Pune, Parli, Lamboti and Solapur GIS. Typical Voltage duration curve of Kolhapur, Mapusa, Solapur and Parli for the month of April, May and June 2016 is given in Annexure - 3. It may be noted that during June 2016, the voltage at these stations remained above 420 kv for 47 % - 63% of the time. There have been instances of tripping of EHV lines on over voltage. Manual opening of EHV lines in South Maharashtra weakens the interconnection with Southern Region. Consequently, oscillations with poor damping have also been observed during off-peak hours. In addition to being a threat to grid security, persistent high voltage reduce the life of the insulation in electrical equipment and makes them vulnerable to failure and breakdown. The voltage constraints of South Maharashtra and the associated issues have been highlighted in several Operation as well as 32 ND TCC/WRPC AGENDA

12 4 Protection Coordination Committee meetings. The matter needs urgent intervention to expedite the following actions: a. Commissioning of the envisaged 125 MVAr shunt reactors at Akola, Kolhapur, Solapur and Nanded by MSETCL. b. Commissioning of shunt reactor at RGPPL c. Operation of third unit of Koyna in synchronous condenser mode d. Monitoring and Switching off the Shunt capacitor banks in the LT system within Maharashtra during off-peak hours. e. Utilization of LR of 765 kv Wardha-Aurangabad ckts at Aurangabad end as Bus Reactors through NGR bypass arrangement f. Absorption of reactive power by generating units within the capability curve g. Planning of additional Shunt Reactors in South Maharashtra h. Commissioning of STATCOM at Aurangabad, Gwalior, Sholapur and Satna The TCC/WRP Committee may like to discuss. ITEM NO : 4 PROGRESS OF DEDICATED LINE UNDER CONSTRUCTION BY GENERATION DEVELOPERS WHO ARE CONNECTED THROUGH INTERIM ARRANGEMENT IN WESTERN REGION. WRLDC vide have intimated that in the 40th Standing committee Meeting held at NRPC on 1st June 16, the issue of delay in commissioning of the associated transmission lines by the generation Developers and continuing to evacuate power through the temporary LILO arrangements was discussed. The status of the dedicated transmission line of the following IPPs in Western Region who have been granted interim arrangement is summarized below: 32 ND TCC/WRPC AGENDA

14 6 ITEM NO 5 : INTERCONNECTION BETWEEN CGPL UMPP AND ADANI MUNDRA STPS IN GUJARAT. The issue of interconnection between CGPL UMPP and Adani Mundra STPS was discussed in 38th SCM of WR held on and in special meetings held on at CEA & at Adani Mundra STPS Gujarat. The possible interconnections identified in the meeting held on are as given below: (i) Provision of 400/220 kv,315 or 500 MVA transformer along with one no. of 400 kv bay and one no. of 220 kv bay at M/S CGPL 400 kv / 220 kv switchyard. The space for provision of transformer and bays are available at CGPL switchyard. The transformer would be normally kept disconnected either at 400 kv side or 220 kv side. In case of emergency start up power could be extended from Nanikhakar 220 kv substation to 400 kv CGPL bus. (ii) LILO of Adani Mundra STPS -Varsana 400 kv S/C line -1 at CGPL UMPP 400 kv switchyard. Implementation of this alternative would require one or two nos. of 400 kv bays at CGPL switchyard. The LILO line has to cross two nos. of 220 kv D/C lines emanating from Adani Mundra switchyard and three nos. of 400 kv D/C lines emanating from CGPL switchyard. (iii) A direct 400 kv interconnection between CGPL UMPP and Adani Mundra STPS. For implementation of this 400 kv S/C line, one 400 kv line bay each at Adani Mundra STPS and CGPL UMPP is required. Space for bays are available at both the switchyard but there are constraints in taking out the line from the Adani Mundra STPS 400 kv switchyard. This line has to cross Mundra - Mahendragarh HVDC line, Adani Mundra STPS to Earth electrode station line, three nos. of 400 kv D/C lines, two nos. of 220 kv lines emanating from Adani Mundra switchyard and three nos. of 400 kv D/C lines emanating from CGPL switchyard. He requested members to finalize one of the above three alternatives as interconnection between CGPL UMPP APL Mundra TPS. 32 ND TCC/WRPC AGENDA

15 7 In the 40 th SCM held on , POSOCO, in view of interconnection already existing through 400kV Adani Mundra STPS Varsana Bhachau CGPL UMPP line, stated that startup power to CGPL Mundra could be provided from Bachau 400 kv substation which is around 100 kms from the CGPL, but for tha,t the adequacy of the reactors available at Bachau needs to be checked. Member Secretary, WRPC clarified that the issue is that although CGPL UMPP and Adani Mundra STPS are physically adjacent to each other,they are not directly connected with each other (Adani Mundra STPS Varsana Bhachau CGPL UMPP 400 kv link is about 200 km in length). Therefore there is a need for direct link that could interconnect both the plants whenever required, say for extending start up power. After deliberations, members agreed on option (i) given above, i.e. provision of 400/220 kv, 315 or 500 MVA transformer along with one no. of 400 kv ICT bay and one no. of 220 kv ICT bay at M/S CGPL 400 kv/220 kv switchyard. The direct interconnection between Adani Mundra STPS and CGPL UMPP would be normally open and would be used whenever required. Further, members agreed that the implementation modalities for the scheme may be finalized in the WRPC. TCC/WRPC may like to discuss. ITEM NO 6: UTILIZATION OF FIBER OPTICAL LINK BETWEEN RINFRA AAREY AND MSETCL BOISAR FOR GRID OPERATION BY WRLDC/WRPC The matter was discussed in the 31 st WRPC meeting wherein M/s Reliance representative confirmed that Reliance management had given its approval for the usage of one pair of optic fibre on Boiser - Versova AareyColony (Reliance lines) for transmission of WR system data to WRLDC for system operation at no usage cost. Accordingly RINFRA has submitted the draft MoU to be signed between RINFRA & POWERGRID for the consent of WRPC forum. The draft MoU submitted by RINFRA is enclosed at Annexure -6 The TCC/WRP Committee may like to discuss. 32 ND TCC/WRPC AGENDA

16 8 ITEM NO. 7: MAINTENANCE OF RTUS INSTALLED UNDER ULDC PROJECTS FOR CENTRAL SECTOR GENERATING STATIONS During the 19 th SCADA/EMS meeting held on 27 th April 2016 at Bhopal and special meeting held on 9 th June 2016 at WRPC Mumbai, it was decided that a committee comprising members from WRPC, WRLDC, Maharashtra, Gujarat, MP, Chhattisgarh, PGCIL & ISGS will be formed for assessment of current status of the RTUs and suggest for replacement / up gradation of the RTUs. A letter from Director (O), PGCIL dt 25 th July 2016 ( Enclosed as Annexure -7) as regards to maintenance of RTUs has been received, wherein it has been stated that, as per CERC Regulations for ULDC projects, the recovery period of the capital cost towards investment by POWERGRID through tariff is 15 years and accordingly POWERGRID will continue the maintenance of the RTU installed till the completion of 15 years since DOCO for the respective regions. Any maintenance required for the above referred RTU beyond this period has to be carried out by the concerned Generating companies/utilities. On completion of the useful service life of 15 years, these RTUs are to be replaced / upgraded by individual concerned utilities. The TCC/WRP Committee may like to discuss. ITEM NO. 8 ASSESSMENT OF STATUS OF ULDC EQUIPMENTS (RTUS & COMMUNICATION EQUIPMENTS) AND REQUIREMENT FOR THEIR REPLACEMENT / UP GRADATION The status of ULDC equipment and requirement for replacement/upgradation was discussed during 483rd OCC meeting held on 12 th May 2016 at Jabalpur wherein initial discussion on the subject during 19th SCADA/EMS PRM held on 27th April 2016 at Bhopal was also referred. Relevant extract of the MOM of 19th SCADA/EMS PRM the meetings is reproduced below: With reference to above, it emerged during discussion that data interruption is partly due to technological obsolescence and partly due to old equipment in operation. 17 9 ULDC and associated equipments (RTUs & communication equipments) have been commissioned during and are rendered obsolete, more-so, due to nonavailability of spares & maintenance agencies. After detailed discussion, it emerged that a committee comprising members from WRPC, WRLDC, Maharashtra, Gujarat, MP, Chhattisgarh, PGCIL & ISGS would be formed for assessment of current status of these equipment and suggest for replacement / up gradation. It has also been agreed that WRPC would coordinate for the committee formation and assessment & recommendation. The committee recommendation would be taken up in WRPC forum for implementation. Subsequently a meeting was held on at WRPC Mumbai wherein a Workinggroup was formed comprising of representatives from each constituent of WR including WRPC, WRLDC, Maharashtra, Gujarat, MP, Chhattisgarh, PGCIL & ISGS. Following Terms of Reference (TOR) have also been decided: I. Constituents to provide current status of RTUs & associated communication system (As per TCT) II. Working-group will decide about criterion for replacement/up-gradation. III. Working-group to carry out assessment for replacement / upgrade IV. Working-group to assess and suggest additional / future communication requirement based of grid operation / CEA standards V. Working-group will suggest the replacement / upgrade requirement vis.a.vis area of responsibility VI. Working-group to submit a detailed report to WRPC/TCC Further a meeting on assessment of status of ULDC equipment s (RTUs & Communication equipments) and requirement for Upgradation/Replacement in Western Region was held at WRLDC, Mumbai on to review the current status. During the meeting members opinioned that, following things to be finalized from all utilities: 1. Collection data related RTU & Communication System 2. Criteria for Replacement 3. BoQ preparation 4. 18 10 5. Area of Responsibility 6. Agency for Execution of procurement & Installation 7. Maintenance of Existing RTU & Communication system Working group finalized the following criteria for Upgradation/Replacement of RTUs & Communication equipments: 1. RTUs & Communication system more than 15 years and above 2. Below 15 years, but degraded performance 3. Compatibility Issues with Control Centre integration 4. Technical Obsolesce & non availability of vendor support 5. RTUs requirement for RE Station 6. Additional requirements for next 5 year shall also be incorporated. Working group requested PGCIL, WRTS I to prepare a report on existing RTUs working under Central & State sector with their age and requirement of replacement. However data shall be submitted to WRTS - I by each utility through WRPC and WRLDC latest by 15 September, WRTS-I, PGCIL submit the draft report to Working-group by the 30 th September, 2016 for onward assessment & put up the same to next WRPC meeting. PGCIL agreed the same. The TCC/WRP Committee may like to discuss. ITEM NO. 9 NON PAYMENT OF ULDC CHARGES BY THREE GENERATORS ( RGPPL, LANCO AND ESSAR) GM, PGCIL, Gurgaon informed that in CERC Tariff regulation , provision was not available for claiming tariff of the ULDC system. Based on above POWERGRID filed a tariff petition No. 57/2012 for tariff order for ULDC system with Hon ble CERC and Hon ble CERC issued the order against this tariff petition on The order says: < Quote> The fees and charges for the Central portion shall be shared by all concerned in accordance with Paragraph No.40 of the order dated in Petition No. 68/2010 <Un-quote>. The paragraph No.40 of the order dated in Petition No. 68/2010 says : 32 ND TCC/WRPC AGENDA

19 11 < Quote > In our view, all users of the communication system including the transmission licensee should share the tariff as the communication system would also be used to transmit operational data of the assets of the users. We direct that the sharing of tariff of the communication system shall be on similar lines as the system operation charges for the Regional Load Dispatch Centre under RLDC regulation < Un- Quote > Accordingly POWERGRID raised the bill for the period April 09 to Dec 2013 in Jan 14 and for the period of Jan 14 to March 14 in April 14 to all the Generators and Licensees. M/s RGPPL contended that they have installed their own communication system to transmit operational data from RGPPL to POSOCO SCADA system on specific insistence of POSOCO as no other communication facilities including POWERGRID was available in this zone for monitoring and scheduling activities. Therefore RGPPL is not a user of POWERGRID communication network. 32 ND TCC/WRPC AGENDA

20 12 Scheduling of all power, including for RGPPL, could be done by WRLDC in communiqué with Central and State LDCs and other stakeholders by using communication networks in entirety which includes communication network of POWERGRID. As RGPPL is one of the beneficiaries of using the POWERGRID communication network, they are liable to share the communication expenses. This point was clarified and reminders were sent through letter dated , , , , , , ii. M/s LANCO contended that their entire power is traded through PTC and the same can be remitted on receipt of the amount from PTC. LANCO was informed that as per the CERC order dtd in petition No.57/TT/2012, <Quote> clause 43. The fees and Charges paid by the Generators or ISTS Licensee shall be recovered by them from their beneficiaries in accordance to tariff regulations 42A of the Tariff Regulations<Un Quote>. This implies that Generators have to initially make payment to POWERGRID and later get it reimbursed from their beneficiaries. This point also clarified and reminders sent through letter dated , , , , , , iii. Committee once again requested RGPPL, LANCO Amarkantak and EASSAR Power (MP) to make the payments at the earliest. Also Committee felt that PGCIL may invoke the provisions of Hon ble CERC regulations Since the recovery of the dues totalling Rs Crs is pending for quite long time of more than 27 months, further it is requested to invoke clause 59 C of CERC order in petition 142/MP/2012 on the three defaulting Generators ( RGPPL, LANCO and ESSAR) and the clause says: < Quote> During the period of regulation of power supply, for defaults in payment of transmission charges, STOA to the regulated entity shall be denied by NLDC/RLDCs under Regulation 25A of Open Access Regulations from the date of commencement of regulation of power supply. When Regulation 25A is invoked independent of regulation of power supply, default trigger date for invoking Regulation 25A of Open Access Regulations shall be 90 days from the due date of payment of various charges covered under the respective Regulations. NLDC/RLDCs shall deny short term open access to the defaulting entity on occurrence of the default trigger dates as mentioned above without having to approach the Commission on the basis of the request of concerned RLDC or Central Transmission Utility, as the case may be < Unquote > The TCC/WRP Committee may like to discuss. 32 ND TCC/WRPC AGENDA

23 15 ITEM NO. 11: MIGRATION TO WEB BASED ENERGY SCHEDULING (WEBES) S/W AT WRLDC In order to improve operational efficiency and reduce cycle time, with the support of all users - constituents / ISGS / IPP & other users, WRLDC has migrated to Web Based Energy Scheduling (WBES) on with continued parallel operation on old platform till and complete operationalisation has been done on All users have been given web access through password protection for day head and real time scheduling of their portion as per IEGC defined time line. The declare capacity and the requisition are being filled in the WBES by the respective regional entities through the web interface provided to them. From 1st August 2016, the implemented schedule file for regional energy accounting would be generated from the new software. The TCC/WRP Committee may like to note. ITEM NO. 12 : EMS/SCADA UPGRADE / REPLACEMENT AT WRLDC AND SLDCS AT GUJARAT, MADHYA PRADESH, CHHATTISGARH, GOA, DNH & DD New SCADA system has been commissioned at WRLDC Mumbai, SLDCs at Gujarat, Madhya Pradesh, Chhattisgarh, Goa, DNH & DD. Grid operation is done through new Alstom system at all above locations. During the 19 th SCADA/EMS meeting held on 27 th April 2016 at Bhopal (relevant page enclosed at Annexure 12 ), ED LD & C POWERGRID have requested Alstom to complete the pending points by September During the meeting he has requested to take over the system considering grid operation is done through the new Alstom system. Further as per the discussion during 18th PRM at Vadodara on ( relevant page enclosed at Annexure 12.1), deviations on 15 Delta Design Note (DDN) points have been technically agreed and accordingly, committee has been 32 ND TCC/WRPC AGENDA

24 16 constituted consisting members from POWERGRID and POSOCO to arrive financial implications. As per the committee recommendation, contract closing would be initiated. The TCC/WRP Committee may like to discuss. ITEM NO. 13 : ARRANGEMENT OF ALTERNATE ALLOCATION OF POWER TO INDIAN RAILWAY, GUJARAT. CE, SLDC, Gujarat has intimated that Indian Railway,Gujarat (IR_Guj) is allotted power from RGPPL on e-bid RLNG. As per the availability/capacity declaration of RGPPL and requirement of IR_Guj, power is scheduled on daily basis. At present, IR_Guj has only one source of power to meet their requirement (i.e. allocation from RGPPL). In case of eventualities/tripping at RGPPL, schedule of IR_Guj gets reduced/or down to ZERO. (e.g. reduction of DC of RGPPL on 12 th March 2016 & 27 th March 2016). Further, looking to the type of services, IR_Guj has limit scope of demand reduction. Hence, in case of such eventualities, State has to bear the consequences. Therefore, it is necessary that instead of having single allocation, IR_Guj has to tie up multiple sources to take care of such eventualities. Indian Railways may give the status. The TCC/WRP Committee may like to discuss. ITEM NO. 14: STATUS OF URTDSM CE, SLDC, Gujarat vide their letter SLDC/SCADA/URTDSM/4898 dated (copy enclosed at Annexure - 14) has requested to convey detailed status of URTDSM covering schedule of erection and commissioning, FAT, SAT, status of analytics development by IIT-Mumbai, future plan of the project, time line 32 ND TCC/WRPC AGENDA

25 17 of the project and status of Phase-II.. Further, it has been requested that a detailed presentation may be given by PGCIL. The TCC/WRP Committee may like to discuss. ITEM NO. 15 : DELAY IN SCHEDULING OF URS POWER OF CGPL ON ACCOUNT OF LATE CONSENT BY THE UTILITIES. CE, SLDC, Gujarat vide their letter No. SLDC/CE/MIS/URS/Allocation/4082 dated (copy enclosed at Annexure - 15) has intimated that whenever SLDC- Gujarat had applied for URS from CGPL (during tripping of large size unit in State or to meet sudden RE variation), it took substantial time in scheduling the same, due to casual approach of Generators with beneficiaries who has surrendered the share and also due to noncooperation of concerned State SLDCs as well as concerned State Discoms. Also, many times, concerned State SLDCs (whose beneficiaries has surrendered the share) are not taking prompt actions for giving consent to the State SLDC who has applied for URS and passing their responsibility on shoulders of State Discoms. Further it believes that in exigency condition, there is no need to take consent of respective SLDCs (whose beneficiaries has surrendered the share) / Discoms / Generators as in normal practice. As per existing practice, whenever the original beneficiary requests their share (earlier surrendered by beneficiary), same ha s been allocated to the beneficiaries of respective State as per the scheduling procedure without informing / taking consent of State SLDC / beneficiaries who has availed URS. Also, delay in scheduling of URS from UMPP would lead: 1. Picking up costly generation by the utility in need 2. Sometimes, utility in need has to run gas based station for short period that attributes frequent start / stop of gas based station which is not desirable. 3. DSM violation at State / Regional boundary 32 ND TCC/WRPC AGENDA

26 18 4. Frequent ramp up / down of large size units of UMPP. It is clear that the delay in URS scheduling from UMPP is not at all desirable for all participants for economical grid operation. Therefore, quick scheduling of URS from UMPPs is helpful in many ways. Prior to ramping down of UMPP units on account of surrender of power by any utility, other beneficiaries may be informed for scheduling of URS power of UMPP, so that such national asset can be optimally utilized and for benefit of all. The TCC/WRP Committee may like to discuss. ITEM NO. 16: WIDE BAND NODE CONNECTIVITY FROM PGCIL. CE, SLDC, Gujarat vide letter GETCO/SLDC/SCADA/4962 dated (copy enclosed at Annexure -16) has intimated that there is wide band node connectivity available at Haldarwa s/s (GETCO) & Navsari ss (GETCO) of M/s. Powergrid. In this regards, SLDC-GETCO intends to avail this wide band node connectivity facility for establishing communication channel from Haldarwa s/s and Navsari s/s to Jambuva sub-ldc as a redundant link. The TCC/WRP Committee may like to discuss. ITEM NO. 17 AGENDA ITEMS FROM NPC: A. SPECIAL INVITEE / MEMBERSHIP STATUS TO M/s PTC IN RPCs The issue of special Invitee/Membership status to M/s PTC in all the RPCs was discussed in the 5 th NPC meeting held on In the meeting, NRPC, WRPC & SRPC informed that as per MoP Resolution in respect of membership of trader in RPCs, one member representing the electricity traders in the region by alphabetical rotation which has been volume of more than 500 MU during the previous financial year. Accordingly, GM Division nominate 32 ND TCC/WRPC AGENDA

27 19 one trader in each RPCs on yearly basis. If required other trader could be invited as a special invitee to the RPC meetings on case to case basis. MS, ERPC informed that ERPC had decided to include traders, who were in international trading of power, as member of ERPC and Chairperson, ERPC had taken up this issue with MoP. Presently, PTC, NVVN and Tata Power Trading Company Ltd. are members of ERPC. It would be appropriate if each RPC would take decision individually on membership of traders in RPC forum. ERPC also emphasized that RPCs were providing services to may beneficiaries who might be non-members. Actual Establishment costs of RPC Secretariat were borne by the Members only. Services being provided to non-members free of cost, while establishment expenses were borne by Member constituents only might not be desirable. Chairperson, CEA opined that it should be as per GoI resolution. For ERPC due to international transactions, special provision can be made but the approval of MoP through CEA can be sought. After detailed deliberation it was agreed that the issue of membership for Traders would be deliberated in respective RPCs and outcome thereof be communicated to CEA for taking up the matter with MoP. B. MEMBERSHIP OF IPPs IN RPCs As per MoP Resolution, representative each of every generating companies (other than CGS and state government owned generating companies) having more 1000 MW installed capacity in the region would be Member of RPC. In WR, the number of IPPs having installed capacity of more than 1000MW is high as compared to any other region. Further there are many upcoming IPPs who would cross 1000 MW of installed capacity. Such generating stations are getting entitled for membership of RPC. It is becoming very difficult to organize and manage RPC meetings with these increasing members. 32 ND TCC/WRPC AGENDA

28 20 In view of the above, the issue of representation/membership of IPPs/generating companies other than CGS and State owned generating companies having more than 1000MW installed capacity, was taken up by WRPC vide letter dated 4 th April 2016 (Annexure - 17) in the 5 th NPC meeting held on WRPC proposed to enhance the limit of 1000 MW to 2000 MW for membership of IPP in RPCs, NRPC suggested that instead of allowing them RPC membership the IPPs might be included in subcommittees like TCC/OCC. SRPC stated that generators were playing important role in various defence mechanism like FGMO, PSS tuning etc. their participation in RPC needed to be reviewed. NPC suggested that the issue be deliberated first in respective RPCs and after evolving a common view the same would be referred to MoP for amendment in Resolution. Accordingly, CEA, vide letter dated forwarded a proposal of ERPC, regarding amendment in para 3 (v),(vi) and (vii) of the resolution dated , so as to include all electricity traders with sales volume greater than 500MUs in the previous financial year in the region, all IPPs and all Inter State Transmission licensees operating in the region for RPC Membership and sought comments from all the RPCs. WRPC vide letter dated (Copy enclosed at Annexure -17.1) have forwarded comments on the above. The comments are summarized as under; (a) IPP membership criteria for para 3 (v) may be enhanced to 2000MW from 1000MW so that the size of WRPC members is limited. (b) IPPs with less than 2000MW installed Capacity may represent in rotational representative as per para 3(vi). (c) Traders may continue to be represented by rotational representative as per para 3(vii). (d) Membership of CTU and STU are adequate and need to include other transmission licensees are not felt in WR. 32 ND TCC/WRPC AGENDA

29 21 (e) In order to address problems specific to a region, it was suggested that a new para for accepting special members be created by MoP. Such special members shall be proposed by the concerned RPC and approved by MoP. Therefore the existing membership clauses need not be changed and region specific membership requirements can also be addressed with inclusion of this special membership clause. WRP Committee may like to discuss. ITEM NO. 18 CERC ORDER DATED ON DRAFT PROTOCOL FOR CHECKING PROTECTION SETTINGS AND ITS HEALTHINESS (PETITION NO. 009/SM/2015) 1.1) Back ground : Hon ble CERC s vide order dated in the matter of following up actions on the recommendations of CAC Sub- Committee on Congestion in Transmission have considered and accepted the Sub-Committees report and recommendations on measures to reduce congestion in transmission for which actions need to be taken by CEA, NRCE, CTU, POSOCO, POWERGRID, RPCs as well as CERC. CERC, in its above order have directed Member Secretary (RPCs) as follows; Protection sub-committee of RPC should bring out protocol for checking the settings, ensuring healthiness of existing protection system and periodicity of carrying out this exercise. The protocol formulated in the special meeting held on and 126 th PCM was discussed in detail in the 31 st WRPC meeting and the committee approved the following: 1.2) 31 st WRPC meeting discussions : With regard to a new element getting connected to CTU, CTU informed that they are already providing the settings. However, for lines of CTU network not constructed by POWERGRID, this role will have to be played by the line constructing entity. The revised network 32 ND TCC/WRPC AGENDA

30 22 configuration which includes the next busses along with the line length where a change in network has taken place should be given, so that testing circles can set their distance relay reaches. 1.3) Protocol approved in the 31 st WRPC meeting : a) Protocol 1: (For overall settings) The proposer can either be Local/Field testing Engineers or HQ and the approver for these settings can be HQ and Local/Field testing Engineers respectively. These two should be different/independent groups. b) Protocol 2: Review At site: Checking and validating of the settings be done once in a year by testing/site engineer. OR Whenever a Grid Disturbance occurs, the relay settings of the affected station and nearby station (where protection has mal operated) be checked thoroughly. c) Protocol 3 : Database: Soft copies of the settings be available at the CTU/STU HQ and the same be forwarded to SLDCs/WRLDC for voltage levels of 400kV & above and ISTS lines (of all kv levels). A database of all the above elements be maintained at WRLDC/SLDC/WRPC (in addition to being maintained by respective utilities for their systems). d) Protocol 4: New Elements Integration: In case of new element to be synchronized first time, the new element entity should get the settings certified/vetted (particular ly the distance relay reaches) by STU/CTU as the case maybe and forward the same to WRLDC/SLDC. The parameters/fault levels regarding the incidental system to the new elements be provided by CTU/STU as the case may be to the Utility proposing to connect the new element and the settings arrived by the Utility be got verified from CTU/STU. For this the Utility proposing to connect the new element shall approach CTU/STU as the case may be. The verified settings shall be adopted by the Utility and same shall be communicated to WRLDC/SLDC as the case may be and thereafter WRLDC/SLDC shall give permission for synchronization for such elements after completion of all other formalities required as per regulations in vogue. 32 ND TCC/WRPC AGENDA

31 23 e) In case of any network changes, the revised network configuration (which includes the list of adjacent busses lines and along with the line lengths of the network where a change in network has taken place) should be given to the concerned testing circles/utilities/ipps who can then set their distance relay reaches as per the Ramakrishna Committee guidelines. For any difficulty/ratification, the matter can be discussed in PCM forum of WRPC. 1.4) 127 th PCM Discussions: In the 127 th PCM constituents felt that since there would be difficulty in following protocol 4 at d) and e) above, in the field, and therefore there is a need to modify it slightly as follows,; d) Protocol 4: New Transmission line Element Integration - In case of new transmission line to be synchronized first time, the new element entity should approach respective CTU/STU/concerned utility where it is getting connected, for getting the information of Transmission Line(s) connected at that particular utility S/s(i.e remote s/s), and the distance relay s settings and zone timings. The new utility shall then arrive at the settings for distance relays zone reach and timings and for that it shall adopt the overall settings of distance relay as per the Ramakrishna committee Guidelines. The zone timings shall have to be suitably co-ordinated with the existing settings adopted in the next station. The Bus fault levels regarding the incidental system to the new elements shall be provided by CTU/STU as the case may be to the utility proposing to connect the new element. These settings shall be forwarded to WRLDC/SLDC and with copies to CTU/STU/concerned utility and WRPC. For doubts or disagreement, if any, the matter can be referred to WRPC PCM, after adopting interim settings as above. e) In case of any network changes such as due to (d) above or otherwise, the existing utilities need to review the reaches and timings for the distance relay. 32 ND TCC/WRPC AGENDA

32 24 For this the utility whose substation configuration is getting changed due to the network change/ addition, shall indicate to all remote ends and next to remote ends s/s the new configuration of network along line lengths and their existing zone reaches and timings. It is then the responsibility of all the utilities, to apply the reaches (as per Ramakrishna Committee recommendations) and revised time co-ordinations for lines from their s/s for the changed configuration. They shall follow the proposer/approver model as per Protocol (1). For any difficulty/ratification, the matter can be discussed in PCM forum of WRPC. For illustration, sample network and the format in which data is required to be shared is given at Annexure WRP Committee may like to discuss. ITEM NO 19: COMMISSIONING OF NEW SYSTEM PROTECTION SCHEMES IN CONNECTION WITH SYNCHRONIZATION OF SR AND NEW GRID 1) Revision in SPS : With commissioning of 765kV Kolhapur-Kudgi (PG) D/C (initially charged at 400kV), revision of SPS and the present status of implementation of the SPS by various agencies involved was communicated by NLDC vide letter dated NLDC vide letter dated 16 th March 2016, superseding all the previous communications in relation to the NEW-SR SPS have intimated revision in the SPS on NEW-SR corridor for implementation and is enclosed at Annexure ) 31 st WRPC meeting deliberations: WRLDC representative stated that all the revised NLDC SPS has been implemented except generation back down & load shedding of MW in Maharashtra envisaged at SPS-5 and load shedding of MW in Maharashtra at SPS-6. As regards to SPS-8, the tripping of bus reactor at Pune (PG) and Parli (PG) has not 32 ND TCC/WRPC AGENDA

33 25 been implemented as directed by NLDC/WRLDC, since these reactors are in the same dia of other important elements. CE, SLDC, MSETCL, informed that they do not agree for generation backing down at Koradi-70MW, Chandrapur-250MW and Khaparkheda-150MW for SPS-5 (Tripping of one ckt of 400kV Wardha-Parli D/C and flow on other circuit>750mw). He further informed that backing of generation at these places in Maha Genco, has not be shown to be effective. Hence he requested that these should be dropped. However as per the SPS-5 backing down at APL Tirora-200MW; Mauda-100MW, IB- 30MW may be retained. Hence he requested that SPS-5 and SPS-6 requires to be revisited. As regards to addl MW LS in Western Maharashtra, they would instead pick up generation at Koyna. MS, WRPC informed that SPS has to be followed by all. These SPS are designed to save the grid in case of critical contingencies. GM, WRLDC informed that the chances of SPS-5 getting operated is less due to expansion of network and commissioning of Aurangabad-Solapur D/c. CE, SLDC, MSETCL informed that the SPS for tripping of Aurangabad-Solapur D/c is already there and therefore SPS-5 becomes redundant. Hence there is a strong need revisit the SPS-5. MSETCL was suggested to give their concerns to WRPC and the same would be taken up with NLDC, since the SPS has been proposed by NLDC. 3) 127 th PCM Discussions : The matter taken up by MSETCL with NLDC and reply of NLDC was discussed in the PCM and MSETCL representative stated that NLDC have proposed a meeting to resolve the issue. 34 26 ITEM NO 20: IMPLEMENTATION STATUS OF SPS 1) SPS for 765 kv Bina Gwalior Agra: An SPS has been implemented for Bina Gwalior Agra D/C, wherein when sudden reduction in import by NR on Agra-Gwalior I& II ckts by more than or equal to 1500MWs, 500 MWs generation back down in WR (KSTPS NTPC 120 MWs, VSTPS NTPC 200 MWs & CGPL 180 MWs) and load shedding in NR would take place. 2) Revision of SPS : NLDC vide letter dated 07 th Sept intimated that with commissioning of 765kV Gwalior-Phagi D/C & 765kV Phagi-Bhiwani, the SPS margin of 1500MW on 765kV Gwalior-Agra D/C was increased to 3000MW. Generation backing down quantum in WR increased from 500MW to 1000MW and load shedding in NR was also increased. In addition to NTPC KSTPS, NTPC-VSTPS & CGPL stations, SASAN UMPP has also been included in the SPS for a total backing down quantum of 1000MW. Subsequently, the SPS signal was wired up to SASAN through PLCC channel and the backing down at NTPC-KSTPS, NTPC-VSTPS, CGPL and SASAN was revised to 250MW. The mock testing of the SPS was carried out on and during mock testing, a signal for loss of 1500MW was generated at Agra end and receipt of the same at VSTPS,CGPL and KSTPS was confirmed by WRLDC vide their letter dated Further it was informed that the SPS signal did not get extended to SASAN, since it was generated from Agra end which has FO connectivity. 3) WRPC vide letter dated (enclosed at annexure 20 ) took up the matter with NLDC/WRLDC as the setting for loss of import on 765kV Agra- Gwalior D/C lines, is still kept at 1500MW. Further it was requested to confirm implementation of SPS as per NLDC letter dated and it was suggested that in case the revision in SPS is not carried out as per letter dated at Agra end, the WR generating 32 ND TCC/WRPC AGENDA

35 27 stations, VSTPS, KSTPS, CGPL and SASAN may please be advised to set their backing down quantum to 125MW from 250 MW each(the present backing down quantum implemented for this SPS is 250MW each) and PGCIL be advised to retain the original setting of 1500MW(which at present is set at 3000MW) at Gwalior end for 765kV Agra-Gwalior D/C lines SPS. 4) In the 127 th PCM it was informed that the above has not been implemented. PCM suggested to implement the above modifications in SPS till the SPS is implemented in NR and at Agra end.. WRLDC/POWERGRID may give the status. WRP Committee may like to discuss. ITEM NO 21 INDIAN ELECTRICITY GRID CODE - 4 TH AMENDMENT REGULATIONS 2016: A) Detailed Operating Procedure for taking unit(s) under Reserve Shut Down and identifying generating stations to be backed down up to Technical Minimum Schedule: Back ground: The 4 th amendment to IEGC, 2010 notified on 6 th April 2016 requires NLDC to formulate a procedure for taking units under Reserve Shut down and identifying generating units to be backed down upto Technical minimum schedule. Accordingly draft procedure was prepared by NLDC in compliance to section 6.3B.6 of IEGC 4 th amendment regulations, 2016 The draft operating procedure was discussed at a special meeting held at WRPC on and the comments on the same have been forwarded by WRPC to NLDC along with the individual comments of constituents. The comments are enclosed at Annexure 21. TCC/WRPC may like to note. 32 ND TCC/WRPC AGENDA

36 28 B) Draft Compensation Mechanism for SHR and AEC For Low Unit Loading and For Secondary Fuel Oil Consumption For additional Start-Ups In Excess Of 7 Start-Ups And Its Sharing By Beneficiaries: Back ground: As per sub-regulation 6.3B of CERC (IEGC) 4 th amendment regulations, 2016 Clause 7: Quote The RPCs shall work out a mechanism for compensation for station heat rate and auxiliary energy consumption for low unit loading on monthly basis in terms of energy charges and compensation for secondary fuel oil consumption over and above the norm of 0.5 ml/kwh for additional start-ups in excess of 7 start-ups, in consultation with generators and beneficiaries at RPC forum and its sharing by the beneficiaries. Unquote Discussion in 73 rd CCM:- In compliance to the above regulation the Draft Compensation mechanism has been framed by WRPC secretariat and was discussed in the 73 rd CCM. MPPMCL/GUVNL representative stated that the generators (such as CGPL & Sasan whose tariff is decided through bidding process should not be included for compensation under these regulations, since the parameters of such generators are not known to the beneficiaries buyers. CGPL representative stated that the document for tariff contains the standard parameters of the plant/generating unit and the tariff is adopted by Hon ble CERC. Therefore these parameters are required to be used for arriving at compensation. 32 ND TCC/WRPC AGENDA

37 29 WRLDC representative stated that these generators have been included in these regulations and the provisions of the regulations cannot be modified. It was clarified the issue of approval of Standard parameters by Hon ble CERC have been included in the draft detailed operating procedure. Members expressed that some more time is required for going through the draft compensation mechanism. MS WRPC suggested that constituents may give their comments on the draft compensation mechanism prepared by WRPC. No comments have been received on the above draft compensation mechanism. TCC/WRPC may like to note. ITEM NO 22. IMPORTANT REGULATIONS/ORDERS FROM HON BLE CERC DURING THE PERIOD APRIL 2016 TO JUNE Hon ble CERC has notified following Regulations/Orders, important features are as given below: A) CERC (Indian electricity Grid Code) -4 th Amendment Regulations 2016: (Gazette Notification on ). Salient Points : To incorporate mechanism & procedure for declaration of commercial operation of CGS, ISGS & ISTS To provide for the procedure for technical minimum schedule for operation of CGS & ISGS (This is covered in Item titled Indian electricity Grid Code-4 th Amendment Regulations 2016) 32 ND TCC/WRPC AGENDA

38 30 - CoD (Date of Commercial Operation): Date of commercial operation in case of a unit of thermal Central Generating Stations or inter-state Generating Station. - CoD (Date of Commercial Operation): Date of commercial operation in case of a unit of hydro Generating Stations (including pumped storate). - The other provisions of the regulations have been discussed under Item- Indian electricity Grid Code-4 th Amendment Regulations Discussion in 73 rd CCM:- CE, SLDC, Gujarat stated that the commencement of the trial testing of a generating unit controlled by WRLDC and which are geographically located in a State, shall be informed to respective SLDC s also, since the infirm injection by such generator has impact on the State system. WRLDC accepted the above suggestion and informed that they would inform the commencement of the trial testing of a generating unit controlled by WRLDC and which are geographically located in a State to the respective State SLDC s. TCC/WRPC may like to note. B) CERC Order in 9/MP/16 (Connectivity to National High Power Test Lab): Hon'ble CERC has issued order in petition 09/MP/2016 in the matter of grant of connectivity to National High Power Test Lab (NHPTL) at 765/400 kv PGCIL Bina S/S. The order is available at : Summary of the order is given under. a. CERC directed CTU & NHPTL to sign the connection agreement with in a week of issue of this order. b. NHPTL shall be levied Reliability support charge corresponding to 10,000 MVA (at.005 pf). ie for 50 MW per month as per sharing regulations. 32 ND TCC/WRPC AGENDA

39 31 c. For each testing NHPTL shall submit an application to WRLDC, 7 days in advance, accompanied by a non-refundable application fee of Rs d. WRLDC shall communicate its approval within 3 days of receipt of the application with a copy to NLDC & SLDC Madhya Pradesh. e. During the testing, Power Grid (on request of NHPTL) shall take real time code from WRLDC for switching ON & OFF the NHPTL feeder from 765/400 n Bina (PG) S/S. f. Within 24 hours of completion of each test, NHPTL shall submit DR/EL output to WRLDC. g. POSOCO will compile pattern of short circuit drawl MVA by NHPTL and file a report to the Commission fora six month period beginning from the date of 1st commercial test. TCC/WRPC may like to note. C) CERC (DSM) 3 rd Amendment Regulations (Notified on 6 -May-16): High lights of the amendment are given below. a. New Terminology Introduced: i. Renewable Rich State means a State whose minimum combined ii. installed capacity of wind and solar power is 1000 MW or more. Combined Installed Capacity: To be computed based on the capacity installed as on the last day of the month for deciding Installed Capacity for next month. b. D) Central Electricity Regulatory Commission (Terms and Conditions for Dealing in Energy Savings Certificates) Regulations, The CERC has notified the above regulation on 27-May-2016, for exchange of Energy Saving Certificates towards operationalizing the Perform Achieve & Trade (PAT) scheme envisaged under the NMEEE (National Mission for enhanced energy efficiency) with reference to the National Action Plan for climate change (NAPCC), the Enegry Conservation (EC) Act 2001, the Energy Conservation Rules 2012 & PAT Rules The above regulation is available in the following link. E) CERC order in the matter of transmission corridor allocation for collective transactions during congestion scenario: Hon ble Commission has issued an order on in petition no 158/MP/2013, wherein the Commission has allowed priority allocation of 10% of the constrained transmission corridor margin in favour of PXIL. 41 33 Based on the recommendations of the expert group the commission had held that to facilitate the original concept of developing a multi exchange market, by allowing both the power exchanges to thrive as viable market institutions, the Commission had allowed priority allocation of 10% of the constrained transmission corridor in favour of the smaller exchange (i.e. PXIL). TCC/WRPC may like to note. F) CERC order dated (in Petition No 09/SM/2016) on the matter of Extended Market Session: CERC has issued its order in petition no 09/SM/2016 in the matter of extended market session allowing power exchanges for 24x7 continuous operation of intraday/contingency market. The order is available in the following link. Summary of the order is given under: a. The Commission vide order dated in Petition No. 6/SM//2015 directed the Power Exchanges to operate 24x7 intraday/contingency market within three months from the date of issue of the order after undertaking all essential procedures. b. Based on the preliminary review & subsequent comments from all stake holders the commission has directed Power Exchanges to continue operation of 24 x 7 Round the Clock Intraday/Contingency Market (Extended Market Session). c. All terms and conditions as stated in the Commission s order dated in Petition No.6/SM/2015 are to be complied by the IEX and PXIL. TCC/WRPC may like to note. 32 ND TCC/WRPC AGENDA

43 35 ITEM No. 24 FUNDING ARRANGEMENT OF ESTABLISHMENT AND CONTIGENCIES FUND OF WRPC SECRETARIAT Background: 1.1 Subsequent to the formation of the WRPC, a special meeting of WR constituents was held on 13 Th March 2006 at New Delhi, which inter-alia discussed the Framing of WRPC conduct of Business Rules and funding of RPC Secretariat. The proposal regarding reimbursement of WRPC establishment expenditure to the consolidated fund of India (CFI) by the members was agreed to. 1.2 In addition to the reimbursement of Establishment Charges of the WRPC Secretariat to the Consolidated Fund of India, the WRPC has also some common expenses to be met for the smooth functioning and the discharge of its duties. In order to meet such common expenses, earlier in its 120 th meeting, the then WRE Board resolved that a new Regional Board Fund would be created. The fund shall be for meeting the expenses of the Board viz., periodic special forum meetings, seminars, workshops, meetings with different power sector experts/advisers, management consultants of power sector at WREB Headquarters and at the premises other than Head- Quarters to be arranged by WREB and other related activities etc., which will help efficient discharging of the Boards working. The fund will be in the name of Chairman WREB, and will be operated by him or his authorized representative as per his guidelines. The Board from time to time will decide the quantum of contribution of constituents to the fund. (It may also be remembered that at the time of this decision, the Establishment Expenses of WREB Secretariat was met out from the Consolidated Fund of India). This common expenses is referred as Contingency Expenses of WREB/WRPC. 1.3 Present arrangement for reimbursement of Establishment Charges: Subsequent to the decision of 13 th March 2006, WRPC is reimbursing the establishment charges of the WRPC Secretariat to the CFI fund. 44 36 present arrangement for reimbursement of Establishment Expenses to the Consolidated Fund of India is as follows. Each financial year, MS,WRPC informs the amount per WRPC member to be reimbursed, based on the Budget Estimate for the current financial year( after adjusting any surplus/deficit of the actual expenses of the previous financial year). The payment is made into a GAD account by filling necessary challans by WRPC. The GAD account payments cannot be done by NEFT/RTGS modes. Further there is no arrangement by which any excess payment into this account can be withdrawn. 1.4 Following difficulties have been faced by WRPC Secretariat in the reimbursement procedure adopted : (1) Auditors of the power utilities have raised objection for payment by Demand Draft for establishment charges and have suggested that utilities explore NEFT/RTGS mode of payment. This however is not possible in a GAD account. (2) One or two cases of members who have not paid in time or default causes the reimbursement process to remain incomplete. Since the reimbursement is not complete, it causes audit objections, till the payment is done. (3) The advance budget estimate for establishment expenses gets reduced in the final sanctioned budget by the GOI due to mandatory cuts. This makes the task of computing / adjusting the establishment charges very cumbersome, as some of the members of WRPC are by rotation while others are permanent and pursuing such cases is tedious. 1.5 Present arrangement to meet contingency expenses: WRPC continues to make arrangements for contingency arrangement as per the earlier decision of WREB as stated in para 1.2, and every year the amount to be contributed by each member is decided at WRPC. This amount is utilized for meeting the contingency expenses at WRPC. 1.6 The arrangement of meeting common expenses under contingent fund is also facing following problems. 32 ND TCC/WRPC AGENDA

45 37 (1) When dealing with expenses with respect to consultancy charges to be paid, or other bills there is no PAN number/tan number for deducting tax at source which is mandatory. In such cases the payment after deduction of tax at source has to be done taking the services of some WRPC member organization. This also puts that organization in some difficulty, in justifying that it is not an income to them. 1.7 WRPC Secretariat discussed the practices followed in other regions and the following model adopted by ERPC nearly fits WR requirements and is included for information. 1.8 Model followed by ERPC as understood by us: The ERPC has formed a fund which is called ERPC fund and ERPC Establishment fund. The ERPC Establishment fund is used to adjust the establishment charges as per actual. The ERPC fund is used for contingency expenses. It is understood that ERPC have sought advice on the ERPC Fund from a registered Chartered Accountant. Following is the gist of the of the opinion of their CA on the status of the fund activities. (1) The CA has opined that as per Income Tax Act the status of the fund can be under Artificial Juridical person. The fund cannot be treated as a Fund maintained by Government Fund. (2) The fund requires PAN, TAN numbers. TDS is applicable on interest on Term deposits. Income Tax Return is required to be submitted in respect of interest income. (3) PAN and TAN will be required for payment to consultants, to contractors etc. TDS has to be deducted and deposited and tax deduction return submitted. 1.9 The ERPC has framed rules with respect to expenditure and audit of the fund Proposal for WRPC Contingency Fund: 32 ND TCC/WRPC AGENDA

46 38 After studying the above models, following arrangement is proposed at WRPC for smooth reimbursement to CFI fund and also manages the contingency expenses of WRPC. 1) It is proposed to create a new single fund and have only fund called WRPC Contingency Fund to cater to all the needs (instead of two separate funds as followed by ERPC). The details of the same are proposed as follows 2) Name of the fund: WRPC CONTINGENCY FUND 3) Objectives: (a) The fund shall be utilized for meeting of actual expenditure incurred by the office of the WRPC Secretariat, Mumbai for its establishment expenses within the budgeted approval of CEA to the consolidated fund of Govt. of India through DDO,WRPC (b) The fund shall also be utilized to clear the reimbursement (in case of default in payment) so that the reimbursement of CFI fund is completed in time. The case for such defaulters shall be pursued regularly in the WRPC forum. (c) Expenses related to meetings, workshops, seminars etc hosted by WRPC Secretariat or WRPC approved workshops by the constituents (d) Expenses related to hospitality extended to officials of constituents and other dignitaries on their visit to WRPC secretariat (e) Expenses related to printing binding works for agenda, minutes, various reports of WRPC. (f) Expenses related to payments of consultants appointed with the consent of WRPC (g) Expenses related to procurement at WRPC secretariat like printer, cartridges, modems, computers and other equipment along with AMC for such if required, that are necessary to perform the responsibilities of WRPC Secretariat. 32 ND TCC/WRPC AGENDA

47 39 (h) Expenses relating to development of WRPC website and its upkeep and maintenance. (i) Expenses relating development of computer software for accounting purposes or other common work entrusted to the WRPC Secretariat. (j) Expenses relating to hiring vehicles on case to case basis when departmental vehicle is not available or adequate to meet their requirement. (k) The fund can also be utilized by WRPC to pursue research nature of development of software or analysis of power system or system studies or training and may utilize the services of IIT or academics of repute and their student manpower or any such work that requires manpower assistance for power system related works. Such proposals shall be discussed and approved in the OCC/PCM /CCM or any other lower forum of WRPC and awarded accordingly. (l) Expenses related to discharge any other function that WRPC approves and deems fit. 4) Contribution: All members of WRPC (except CEA,NLDC, WRPC Secretariat and WRLDC) shall contribute equally on annual basis to the Establishment charges of WRPC Secretariat as well as contingency expenses, as per the existing practice. New members, as and when approved by WRPC, shall also share these expenses. The amount of such contribution shall be informed in the WRPC and have two parts ( Establishment part and Contingency expenses part ). The per member cont ribution will be arrived at by anticipating contingency requirement and budget allocation for the present year. Members shall send their contribution by demand draft/pay order/cheque or NEFT/RTGS mode in favour of WRPC CONTINGENCY FUND payable in Mumbai. They have to intimate to MS, WRPC the details of such contribution so that the Secretariat can keep track of who has paid and who are remaining to pay the 32 ND TCC/WRPC AGENDA

48 40 establishment charges, because it is very difficult to find out the member who has paid for that transaction from available details in the bank statement. Further it is proposed that any utility(es) interfacing in WR and not covered in the member eligibility rules of WRPC, shall also contribute to the contingency expenses part only, as they are utilizing the services of PCM, OCC, Commercial or other forums of WR. Such contributions shall not apply for the establishment part. 5) Nature of the Account: The account is not a government fund and is of the status of Artificial Judiciary Entity from Income Tax point of view. 6) Operation of Account: The fund shall be operated by a group of two officers from the member constituents of WRPC posted in Mumbai on behalf of WRPC. The account shall be a savings bank account in a scheduled bank at Mumbai. The account shall be in the name of WRPC CONTINGENCY FUND. The cheque drawing authority shall be officers operating the account in Either/Or survivor mode. 7) Expenditure rules/procedure: Following are the expenditure rules/procedure for the account. (a) Reimbursement of Establishment charges: AS, WRPC shall submit a Sanction order ( based on MS WRPC approval ) to the Account Operator, which shall indicate the amount of reimbursement to the extent of actual establishment expenses of WRPC Secretariat for the relevant period ( quarterly). The Account Operator on receipt of Sanction order shall issue a cheque in favour of DDO, WRPC for making payment to Govt of India GAD Account. DDO, WRPC shall deposit the cheque in Govt account without delay. (b) Contingency Expenses: For purchase of computer stationery, modem, etc the procedure as per the financial limits as specified in the Central Govt rules shall be used as guidance. 49 41 expenses in the objective, standard procedures for bill verification and certification shall be followed. AS, WRPC shall submit a Sanction order ( based on MS WRPC approval ) to the Account Operator, which shall indicate the amount of payment to be paid party along with TDS to be done, if any. The Account Operator on receipt of Sanction order shall issue a cheque/dd accordingly. Any TDS certification shall be given on behalf of the Account by the Account Holder. Consultation of a Chartered account shall be taken to establish a smooth procedure. For facilitation to the Account Operator, necessary files shall be maintained at WRPC, and sent to Account Operator along with sanction order. 8) Yearly statements of receipts and expenditure shall be placed before WRPC. 9) Audit: The accounts of the fund shall be audited by two officers, as approved by WRPC. These officers shall not be the same as who are operating the account at that time. In addition the services of Chartered Accountant shall be hired to supervise and file any Income Tax Returns related issues. 10)WRPC, if it desires may form a sub-committee, to discuss/settle/recommend on various issues related to this fund. 11)Management of surplus fund shall be at the sole discretion of WRPC. 12) A PAN CARD and TAN in the name of WRPC CONTINGENCY FUND shall be applied for. This card will be applied by the first Account Holder, at WRPC Address, on behalf of WRPC. If approved, the earlier contingent accounts shall be closed and remaining money deposited as opening balance for the WRPC Contingency fund, so that there is only one fund of WRPC. TCC/WRPC may discuss and approve the creation of a single fund for managing contingency expenses and reimbursement for establishment charges requirements. The details of unrestricted peak demand, demand met and energy requirement and availability are as furnished at Annexure-26.1 (b). 2. Voltage Profile 2.1 Overall voltage profile had been satisfactory during the period under review. However, instances of high voltages beyond the IEGC specified operating range were observed at some of the EHV sub-stations in the region. Higher voltages in the range of 421 kv to 440 kv were noted at Indore, Itarsi, Karad, Dhule, Kasor, Bhilai, Jetpur, Bina, Gwalior, Nagda and Khandwa substations. 106 --COMMENTS 4. Role of Different Agencies in implementing the Procedure 4.1. CGS/ISGS : Generating Agencies shall upload the following figures ex bus for each 15-minute time block on day ahead basis and for every revision on the day of operation i. 107 4.4. Generating stations: i. The generating station shall coordinate with its beneficiaries for providing requisition for making the injection schedule more than or equal to technical minimum schedule. ii. When the scheduled generation falls below the technical minimum schedule, the generating station shall have the option to go for reserve shut down under intimation to concerned RLDC & beneficiaries.. iii. Considering that the minimum economic shutdown hours for units shall be 24hrs for coal based stations and for Gas based stations it shall be 2-8hrs depending on the unit, the generating stations need to take a pro-active approach in shut down and restart of units from the view point of merit order. iv. The generating station shall submit the details of duration its operation below normative plant availability factor (NPAF) but above technical minimum schedule to the concerned RLDC/SLDC/beneficiaries for verification on monthly basis. v. The generating station shall submit the required data to RPC/RLDC/Beneficiaries as per regulation 6.3B.3. Comments : vi. may be added as : As regards to the generators/isgs where PPAs signed through Competitive Bidding process and where tariff is adopted by CERC, the normative operation parameters be got approved by CERC by such generators/isgs. Rationale : it is to mention that in these cases, the technical parameters on which the bids were submitted i.e. SHR, Aux Consumptions, GCV of Fuel etc. are not available to the procurers and only the quoted tariff is available. Moreover, the bidders have factored the partial loading and start / stop while quoting the tariff. Therefore, the projects where the tariff is determined through Competitive Bidding process and adopted by CERC under Section 63 should not be considered for compensation. Individual Comments : A) MPPMCL/WRPC/GUVNL/SLDC GETCO : The CGS/ISGS shall make all efforts to see that the costliest generating unit is put in RSD by exploring the options of diverting schedule of beneficiaries from the costliest unit being put under RSD to other units of the same station or to other cheaper stations in the region in consultation with RLDCs/RPCs. In this regard WRPC had framed procedure of RSD of the costliest unit to be removed when there is a low demand. Since it requires share adjustment in other units, the trial operation was kept for Mauda (the costliest unit) and shares were sought to be adjusted against Mauda in the other stations such as Sipat ( for beneficries requiring energy from Mauda and entitled to the same). It was felt that such a merit order based RSD would be very helpful for the country as a whole and encourage economic despatch. It is requested that the Hon ble CERC may like to look into the scheme.

108 B) NTPC : 4.4(i) to be deleted 4.4(iii) to be deleted : rationale -RSD decision on the basis of Economic shutdown hours will be different for different stations / units and should be left with generators discretion in line with Intent of the 6.3B.3 (iii) of this regulation. And therefore it is in advisory in nature. 5. Conditions under which RLDC may direct the generating stations to operate at a schedule below normative plant availability factor (NPAF) but at or above technical minimum. The RLDC may direct a generating station under its scheduling jurisdiction to operate at schedule below normative plant availability factor (NPAF) in any of the following conditions. i. Threat to grid security ii. To relieve transmission congestion iii. Sudden Change in weather condition iv. Natural calamities such as earth quake, flood etc. v. Prevailing or anticipated Low demand conditions. vi. Due to less requisition received from the beneficiary states vii. Suo-moto revision of schedules in the interest of better system operation (IEGC ) viii. high renewable generation ix. Maintaining adequate reserves x. Any other anticipated condition that is likely to affect reliable grid operation. SLDC shall follow the above procedure in case of CGS having 100% share to the state or any other eligible generator under its control area. Comments: May add : xi: For all the conditions except at v & vi, the RLDCs/SLDCs shall evoke the Ancillary Services regulations. Reason : In all the above cases the 4 th amendment of IEGC allows the generator to operate the plant between Technical minimum and NAPF in case the sum of beneficiaries schedule to plant/station is between Technical minimum and NAPF. All the above conditions except v & vi above are conditions pertaining to system security and therefore other tools such as Ancillary Services regulations shall be evoked by RLDCs/SLDCs as the case may be.

109 6.4. If the net EX-PP injection schedule for a generating station is less than 55% of the DC on bar the generating station shall intimate the same to all beneficiaries in the format (A-1) given at Annex-2, with copy to the concerned RLDC. A-1 has to be issued by the generators by 19:00 hrs of D-1. Individual Comments : A) NTPC: may be deleted: (rationale-since R0 uploaded by RLDC by 18:00hrs of D-1 day is available to benificieries, benificiaries themselves can submit revised schedule by 21:00hrs if the R0 schedule is less than 55% of the Ex bus MCR/IC.) 6.6. Based on the revised requisitions received up to 21:00 hrs, RLDC shall prepare revised injection schedule for concerned the generating station. If the scheduled generation is less than 55% of Ex bus Installed capacity/mcr, the RLDC shall review the anticipated demand pattern based on the demand forecast given by states & grid conditions to decide whether technical minimum schedule is required to be provided to the generating station. i. In case the grid conditions demand so in the interest of better grid operation, RLDC would suo-moto revise the schedule to operate it at or above technical minimum but below NPAF. While doing so, it is possible that some beneficary s requisition would go up to ensure technical minimum. RLDC shall issue R-1 schedule accordingly and this would be intimated to the concerned generating station, beneficiaries and the RPC in format A-2 given at Annex-3. RLDC may also intimate NLDC for keeping the unit(s) on-bar for better grid operation if the grid conditions demand so. Such up regulation in real time can be triggered irrespective of prevailing frequency. (Beneficiaries shall not be allowed to revise the schedule down wards at a generating station where one or more unit(s) are running under technical minimum schedule with suomoto revision by RLDC. Comments : i. may be revised as: In case the grid conditions demand so in the interest of better grid operation, RLDC would suo-moto revise the schedule to operate it at or above technical minimum but below NPAF. RLDC may intimate NLDC for keeping the unit(s) on-bar for better grid operation if the grid conditions demand so and advice NLDC to provide the regulation up services to have adequate reserves for safe and secure operation of the grid. (Beneficiaries shall not be allowed to revise the schedule down wards at a generating station where one or more unit(s) are running under technical minimum schedule with suomoto revision by RLDC as above. RLDC shall issue R-1 schedule accordingly and this would be intimated to the concerned generating station, beneficiaries and the RPC in format A-2 given at Annex-3.

110 ii. If the grid conditions do not demand so, the RLDC shall issue R-1 schedule based on the requisitions received. Under such situation, the generating station shall have the option to go for RSD(Reserve shutdown) with intimation to beneficiaries, SLDCs, RLDC and RPC in format A-3 (given at Annex-4). Comments : ii. may be revised as: If the grid conditions do not demand so, the RLDC shall issue R-1 schedule based on the requisitions received. Under such situation, the generating station shall have the option to go for RSD(Reserve shutdown) of a unit/units of the station, in case the generating station has more than one units such that the other units caters the schedules to the beneficiaries and the running units are operated above the technical minimum with intimation to beneficiaries, SLDCs, RLDC and RPC in format A-3 (given at Annex-4). iii. In case of exigencies, RLDCs/NLDC could schedule power to the generating station through RRAS up instruction so as to ensure that the required units are available on bar and operating at the technical minimum level of 55%. Comments : iv may be added as : Time taken for revival of a unit (s) post RSD shall be as per the declared ramp rate by the station with a tolerance band of +/- 15%. Individual Comments: NTPC : iv. May be added : Also for such cases where schedule is less than technical minimum for a short duration and from operation point of view RLDC assesses allowing additional support to certain generators to maintain technical minimum schedule rather than opting for RSD, in such cases, RLDC may use RRAS UP regulation for short duration for keeping such units on bar in the overall interest of the grid Once a unit is taken out under reserve shut down (RSD), the period for which the unit will remain under RSD shall be 24 hours or less if so specified by the generating station. i. Comments : Once a unit is taken out under reserve shut down (RSD), the period for which the unit will remain under RSD shall be 24 hours and if the schedule persists to be less than 55% for the subsequent period the RSD shall continue till the schedule for the station/unit is more than 55% for at least 24 hrs, if so specified by the generating station. If the system conditions demands, RRAS may be used to avoid frequent start/stop of

111 units and to keep more units on bar for the purpose of maintaining spinning reserve in the grid. Individual comments : NTPC : Once a unit is taken out under reserve shut down (RSD), the period for which the unit will remain under RSD shall be at least 72 hours or less if so specified by the generating station. Rationale : The requirement of 72 hours of Minimum Reserve Shut Down period is in accordance with Regulation 7 of CEA (Technical Standards for construction of Electrical Plants and Electric Lines) regulations, Minimum Reserve Shutdown hours reduction to 24 hours will lead to violation of above mentioned CEA regulations. (The time period of 72 hrs has been an established practice after due deliberations at various forums and therefore may be continued) One or more beneficiaries and the generating station may decide for revival for unit (s) under RSD with commitment for technical minimum schedule and mutually agreed minimum run time of the unit (s) post revival. RLDC may also advise the generating stations to revive unit (s) under RSD for better system operation(iegc ).. In such cases RLDC shall ensure technical minimum schedule. Compensation shall be admissible towards start-up cost as per the provisions in the IEGC 4th Amendment. Comments : May be revised as : One or more beneficiaries and the generating station may decide for revival for unit (s) under RSD with commitment for technical minimum schedule and mutually agreed minimum run time of 24 hrs for the unit (s) in case of coal based stations and feasible minimum run time in case of gas based stations, post revival. RLDC may also advise the generating stations to revive unit (s) under RSD for better system operation(iegc ).. In such cases RLDC shall ensure technical minimum schedule by scheduling the station through RRAS. Compensation shall be admissible towards start-up cost as per the provisions in the IEGC 4th Amendment. The beneficiaries responsible to revive the unit (s) from RSD shall be allowed to avail the URS power it intends to avail for revival of the unit (s) from the another beneficiaries who are not willing to schedule power the unit (s) for at least 24 hrs, or for longer durations Under such conditions the power to recall the URS by beneficiary (ies) shall be prohibited. Individual Comment : NTPC : Minimum run time ensuring technical minimum schedule for revival of unit under RSD should not be less than 72 hours.

112 Rationale : In order to avoid frequent startup /shutdown of units which affects the health of the machine. The requirement of 72 hours of Minimum Run Time combined with 72 hours of Minimum Reserve Shutdown period is in accordance with Regulation 7 of CEA (Technical Standards for construction of Electrical Plants and Electric Lines) Regulations, Minimum Run Time reduction to 24 hours will lead to violation of above mentioned CEA regulations. (This may be read in conjunction with comments at 6.10 above).
