4 1 Introduction GIBB (Pty) Ltd was requested by Balwin Properties to compile an Electrical Engineering Services Report for the proposed De Zicht private residential development on notarially tied Erven and next to Richwood in Milnerton, Western Cape. This report describes the proposal for Electrical Engineering Services to supply the development and also addresses the availability of electrical capacity on the existing Eskom electrical network. 2 Development Proposal The site is located on Annandale Farm, north of Richwood and west of Tygervalley Road in the Milnerton area ( S; E) as shown on the locality plan and SG diagram attached hereto as Appendix A. The private residential development proposal comprises the establishment of 73 new apartment blocks as shown on the development proposal plan attached hereto as Appendix B. Each apartment block comprises 12 apartment units which give a total of 876 apartment units in the development, varying between 1, 2 and 3 bedroom units. The development will furthermore possess over a clubhouse with recreational facilities, a refuse room and various public open spaces. 3 Electrical Infrastructure Design Parameters Energy efficient measures will be applied to reduce the ADMD of the apartment units which will include the installation of LED lighting and rooftop Photovoltaic (PV) systems. Taking the above energy efficient measures into account the notified maximum demand (maximum load) of the development is estimated at 2670kVA based on an ADMD figure of 3kVA per unit (876 units x 3kVA/unit) plus an allowance of 42kVA for the clubhouse and recreational facilities. The electricity distribution systems will be designed for the anticipated maximum load to avoid the need for future upgrading of the electricity distribution systems. 4 Electricity Supply Authority The area of the proposed development falls within Eskom s area of supply. Eskom supplies the surrounding customers and it is therefore logical, technically feasible and economically advantageous for Eskom to be the Supply Authority. Page 3

5 5 Existing Electricity Infrastructure Supply Capacity 5.1 Existing Main Substation Capacity The De Zicht development will be supplied from Eskom s Grendel 66/11kV main substation. Eskom has confirmed that Grendel substation has sufficient capacity to supply the full load of the development (refer to the attached Eskom confirmation of capacity letter attached hereto as Appendix C). 5.2 Existing Medium Voltage Network Capacity The previous Annandale development was supplied from Eskom s Vissershok F2 11kV overhead line via Kosta substation, a ring main unit (RMU) located on the corner of the future extensions of northern Tygervalley road and Carmine road. Eskom has confirmed that the existing Vissershok F2 overhead line has only 600kVA spare capacity available which can be used to supply Phase 1 of the De Zicht development. In order to supply the estimated full development load of 2670kVA the capacity of the Vissershok F2 overhead line will be increased by installing a new 11kV link cable from a spare 11kV panel in Grendel main substation as indicated in the minutes of the planning meeting with Eskom attached hereto as Appendix D. 6 Proposed Electricity Infrastructure The electrical infrastructure will be designed to comply with the standards and requirements of the Supply Authority, Eskom, and where appropriate, generally in accordance with NRS034-1: Electricity Distribution Guidelines for the Provision of Electrical Distribution Networks. 6.1 Medium Voltage Infrastructure The 11kV bulk supply to Phase 1 will be made available from the Vissershok substation via the Vissershok F2 overhead line. Sufficient capacity is available on the Vissershok F2 line to provide the supply to De Zicht Phase 1. The 11kV bulk supply network design makes provision for the future increased capacity requirement of 1.8MVA to the De Zicht development. A 6mx4m site will be provided for the Eskom 11kV bulk supply infrastructure on erf The site will be accessible from Warren Way and will be gated with an Eskom lock on the gates. An Eskom approved ABB type CCVV RMU called DEZICHT RMU will be installed in this site together with an outdoor CT/VT 11kV bulk metering unit and bulk metering kiosk. A 185mm² x 3 core 11kV PILC Cu cable will be installed from the existing Solid Links SL6720 on the Vissershok F2 overhead line to the new DEZICHT RMU. The 95mm² x 3 core PILC Cu Page 4

6 cable to KOSTA RMU currently connected to these solid links will be disconnected and recovered for delivery to the Carbon CNC together with KOSTA RMU. The 185mm² x 3 core 11kV PILC Cu cable from the Vissershok F2 line will be installed inside the De Zicht property boundary and into the 6mx4m site via a 3m wide servitude to be registered in Eskom s favour as indicated. This supply cable will be terminated on one of the isolator switches of the DEZICHT RMU. A 185mm² x 3 core 11kV PILC Cu cable will be connected to one of the vacuum breakers (using 800mm tails) of the DEZICHT RMU to supply the Eskom CT/VT unit, and the customer s cable will be connected to the CT/VT unit to supply his private ABB CFF RMU as indicated. Two private 50mm² x 3 core XLPE Al 11kV cables will supply the private network internal to the development from the two 80A 11kV fuses in the CFF RMU. Drawing J37004/E1/1 in Appendix E depicts the proposed 11kV layout to the De Zicht development indicating the point of supply from the existing Vissershok F2 line and the position of the proposed DEZICHT RMU and 11kV bulk metering infrastructure. The existing Eskom supply infrastructure to erf will be disconnected and recovered by the developer. The existing minisub KOS A3 and all LV kiosks will be delivered to the Carbon CNC after it has been recovered. The existing minisub KOS A4 currently supplies an Eskom kiosk KOS1A4 where the City of Cape Town sewerage pump station supply is obtained from. It also supplies a SANRAL streetlighting kiosk MK1 from where the streetlights on the adjacent N7 are supplied from. Minisub KOS A4 and the abovementioned two kiosks will be relocated to a proposed new location outside of the De Zicht property boundary in order to maintain the LV supplies to the Council pump station and the N7 streetlights. 6.2 Low Voltage Infrastructure Low voltage feeder cables will be installed from the miniature substations to kiosks and into the main distribution boards in the apartment blocks from where the individual electrical supplies to the units will be obtained and privately metered. The existing Eskom low voltage supply point to the City of Cape Town sewage pump station and streetlights on the N7 will be relocated together with minisub KOS A4 to outside the De Zicht property boundary from where these supplies will be made available again. 6.3 Street and Area Lighting Lighting of public roads will be designed to comply with the standards and requirements of City of Cape Town as well as national (SANS) and international (IEC) standards. Street and area lighting within the private development will be provided to the Architect s requirements. Energy efficient lighting technology will be used as far as possible to reduce the energy requirements of the development. Page 5

7 7 Existing Electrical Services Existing Eskom services that served the previous Annandale development are present on the site as indicated on the Eskom Infrastructure Layout attached hereto as Appendix F. The developer will disconnect and deliver all existing Eskom infrastructure to the Eskom Carbon depot in McLaren Drive, Milnerton. The existing low voltage services will be removed and replaced by a new low voltage internal private network to supply the apartment blocks in the new consolidated private development. Page 6

8 8 Conclusion GIBB has investigated the proposed development layout and engineering constraints of the proposed development and are satisfied that the site is suitable for the intended development from an electrical engineering point of view. Page 7

16 Meeting Notes De Zicht Development, Richwood Present: Randy Hill, Eskom Network Engineering and Design Riyaad Abrahams, Eskom Network Engineering and Design Alistair-Lee Potgieter, Eskom Network Planning Leon Dumont, Balwin Properties Henk Brand, GIBB Date: 23 November 2016 Venue: Tesla Boardroom, Eskom, Bellville Below is a short summary of the meeting: 1. Henk Brand gave background and explained that Phase 1 of the bigger proposed Annandale Ridge development was bought by Balwin Properties. 2. Phase 1 was originally developed as a single title development consisting of ± 188 single residential erven and a number of bigger group housing erven. According to a report submitted by Aurecon, electrical services was installed for sub phase 1A consisting of 45 single residential erven and one group housing erf. 3. Balwin Properties however plan to change the zoning and redevelop the site as a sectional title development with a total of 864 units (72 blocks with 12 units each). 4. Balwin Properties will install a bulk gas reticulation network with a gas geysers and a gas hob in each unit which will drastically reduce the ADMD per unit. 5. GIBB therefore estimate that a bulk 11kV connection of ± 1800kVA is required for the new development layout. 6. Randy confirmed that phase 1A was supplied from the Vissershok F2 overhead line as a temporary measure and that the electrical services installed for phase 1A was handed over to Eskom. 7. Alistair confirmed that there is only 600kVA spare capacity available on the Vissershok F2 overhead line which is not sufficient to supply the full development. 8. To create the capacity required to supply the full development the network must be strengthened by installing a link cable between Grendal substation and the Vissershok F2 overhead line. Randy confirmed that there is a spare 11kV panel in Grendal substation for this purpose. 9. Henk also pointed out that an existing City of Cape Town pump station is supplied from a miniature substation that was supplied as part of the phase 1A infrastructure. A new connection from Eskom will have to be installed to allow the existing phase 1A network to be switched off and removed. 10. After a lengthy discussion it was agreed that the De Zicht development will be supplied as follows: - GIBB will apply for a relocation of supply/metering point for the pump station after the goahead from City of Cape Town was received.

17 - This is on the critical path as the existing phase 1A network cannot be switched off and removed before the new pump station supply is in place. GIBB/Balwin will therefore most probably have to handle this connection as a self-build scheme. - GIBB will submit an application for the 11kV bulk supply (full power requirement of 1.8MVA) to allow Eskom to quote for the network strengthening out of Grendal substation. - If the first units require power before the network strengthening is implemented the development will be supplied via the existing temporary connection up to a maximum of 600kVA (spare capacity on the existing Vissershok F2 overhead line). - This will allow time for the network strengthening to be completed either by Eskom or by GIBB/Balwin as a self-build option. - Balwin and GIBB will inspect the three miniature substations that were installed as part of the phase 1A infrastructure to decide whether or not it is feasible to re-use. - GIBB will submit an application to buy over the miniature substations if deemed feasible or alternatively request Eskom to remove the existing infrastructure.
