RECOMMENDATIONS: Management RECOMMENDS that the Board of Airport Commissioners: 1. ADOPT the Staff Report. 2. DETERMINE that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2.i of the Los Angeles City CEQA Guidelines. 3. APPROVE a Change Order in the not-to-exceed amount of $1,500,000 to be funded through the budgeted owner's contingency under Contract No. DA-4554 with Clark/McCarthy A Joint Venture for design services and utility investigations for electrical, communications, and water utility extension work at Los Angeles International Airport. 4. APPROPRIATE capital funds in the amount of $1,690,535 for associated work to be performed by the Los Angeles Department of Water and Power and other City personnel. 5. 2 DISCUSSION: 1. Executive Summary Staff requests the Board of Airport Commissioners approve a Change Order under Contract DA with Clark/McCarthy A Joint Venture (CMJV) for the Central Utility Plant Replacement Project (CUP) to perform design services and utility investigations for electrical, communications, and water utility extension work, known as the 5th Feeder, at Los Angeles International Airport (LAX). This change order is estimated at $1,500,000. No funds are required for this change order as it will be funded through the Board-appropriated budgeted owner's contingency for Contract No. DA Staff is requesting funds in the amount of $1,690,535 for support from other City agencies on this project including the Los Angeles Department of Water and Power (LADWP). LADWP will play an integral role in this project by designing and ultimately constructing substructures and conduits and installing 5,000 feet of underground cable. LAWA is responsible for the cost of the design and construction activities performed by LADWP. The purpose of this work is to provide LAX with dedicated infrastructure to provide sufficient systems reliability and electrical power to meet future load demands. Currently, there are currently four existing electrical feeder lines which provide electrical service to LAX and neighboring customers. As the new CUP and Bradley West projects are completed, LADWP has expressed concern that the existing infrastructure is insufficient to address future capacity demands. In contrast to the four existing feeders to LAX, the new 5th feeder will be dedicated solely to LAX. The proposed change order will provide the most efficient and timely solution to design the 5th feeder, allowing rapid implementation of construction required by Summer 2014 when the power demand peaks at LAX. This work will be designed by CMJV under their existing Design-Build contract. Upon completion of design, staff will competitively bid the project. 2. Prior Related Actions On November 15, 2010, by Resolution No , the Board awarded Contract No. DA to CMJV for Design-Build services for the "Central Utility Plant Replacement Project" for a term expiring January 18, 2016 and a contract amount of $271,519,000 which is subject to change order authority. The Board also approved a budgeted owner's contingency of $54,303,800. Page 2 5th Feeder Change Order

Current Action Staff requests Board approval of a Change Order in the not-to-exceed amount of $1,500,000 under Contract No. DA-4554 with CMJV to complete design services and utility investigations for electrical, communications, and water utility extension work required to support the CUP Replacement Project and other improvements at LAX. No funds are required for this change order as it will be funded through the Board-appropriated budgeted owner's contingency under Contract No. DA As part of their scope, CMJV will conduct utility investigations using ground penetrating radar and potholing select locations within the Central Terminal Area. The data gathered from these investigations will be incorporated into the design documents as a means to minimize unforeseen conditions that may arise during construction. Upon completion of the design phase, LAWA will request Board approval to advertise a Notice Inviting Bids to competitively procure the construction work. In addition to the work performed by LAWA's contractor, LADWP will be responsible for extending three duct banks and water lines installed under the CUP project. This work will provide the necessary infrastructure required to enable installation of the 5th feeder by LADWP. Staff is requesting the Board appropriate funds in the amount of $1,690,535 for LADWP to complete design and construction activities and other City agencies to provide inspection, testing, and other related services. Background Information Currently, LAX has a total of four existing LADWP electrical feeder lines which provide a total planned electrical capacity of 80 Mega Volt Amps (MVA). However, this power is not solely dedicated to LAX as LADWP serves other neighborhood customers from these feeders. This renders the total capacity available at LAX to between MVA. As power load demand increases at LAX, LADWP has indicated they cannot guarantee that if one of the existing feeders fails, the other three feeders will carry the full load. The current load demand of 54 MVA at LAX has exceeded LADWP's threshold of reliability. LADWP will lose further redundancy once the electrical load demand introduced by the New Tom Bradley International Terminal and CUP comes online in Page 3 eh Feeder Change Order
4 LAWA staff, working with LADWP has identified the addition of a new feeder as the best option for providing required electrical system reliability. The installation of the 5th feeder will provide the most efficient and timely solution to maintain system reliability given the current load demand and would be dedicated solely to LAX. Because of the extensive trenching in the Central Terminal Area (CTA) required to install the 5th feeder, staff recommends that other necessary utility improvements be installed at the same time. Performing the work at the same time will reduce disruptions to traffic in the CTA and will save costs. The total scope of work recommended by staff is presented in the following table. The 5th feeder will include a number of components as follows: Component 5th Feeder (LADWP Duct bank) LAWA Duct bank LAWA Communications Duct Bank Fire Water Line Domestic Water Line Recycled Water Line Fire Water Line from Terminal 4 Point of Connection between Bradley West and CUP (Vault 3.1) Required Trenching and Street Modifications Description Extend the 2x5 34.5kV electrical duct bank terminated by the CUP Project in Center Way North at the Theme Building. A new 2x6 34.5kV concrete encased electrical duct bank and associated vaults will be constructed from the Theme Building location to the intersection of 98th Street and Vicksburg. Extend additional LAWA electrical duct bank from Center Way North to East Way for future electrical needs of the CTA. A tandem vault at East Way will be located to provide flexibility for the future continuation of this duct bank to the south, east or north. Extend LAWA communications duct bank from the Center Way South to East Way for future communications needs. A vault at East Way will be located to provide flexibility for the future continuation of this duct bank to the south, east or north. Extend 24-inch fire water pipe from Center Way North to Sepulveda Blvd and 98th Street inside the boundary of Park One (NE side) and connected to LADWP's high pressure water distribution system to provide fire water reliability and code compliance. Extend 16-inch domestic water line from Center Way North to Sepulveda Blvd. (SE corner of Park One) to allow for a future replacement of the old domestic water line infrastructure. Extend 12-inch recycled water line from Center Way South to Sepulveda Blvd. and 98th Street on the boundary of Park One (NE side) for future connection to LADWP recycled water supply. Connect 24-inch fire water line across World Way at the south west end of the CTA from the southwest corner of Parking Structure 4 to a location between T4 and TBIT. In conjunction with the scope identified above, the 24-inch fire line, installed under the CUP Project, and a pending airside connection of piping, to be performed under the T4 Connector Project, will establish the necessary fire water loop and fire water pressure to provide Bradley West with a code compliant fire protection capability. Extend hydronic piping, as installed by the CUP Project, and install a utility vault on the west side of World Way between TBIT and T3 to facilitate final connection of new heating hot water piping and chilled water piping between the Replacement CUP and Bradley West. This scope was previously deferred as a result of the cost impacts of construction schedule conflicts with Bradley West East Apron construction activities. Perform miscellaneous roadway modifications along the entire length of the 5th Feeder Project as needed to enable trenching and other construction operations and improve existing conditions which may be required to comply with current applicable codes and standards. Alternatives Considered ' Defer the Project LAWA may elect to defer the project. However, this project is high priority and allows LAWA to provide redundant electrical power capacity to the new CUP and Tom Bradley International Terminal. Deferral would jeopardize further electrical reliability and redundancy to LAX facilities. Page 5 5th Feeder Change Order
6 FISCAL & ECONOMIC IMPACT STATEMENT: Staff requests funds in the not-to-exceed amount of $1,690,535 be appropriated and allocated from the LAX Revenue Fund to WBS Elements (Electrical, Communications and Water Utility Extension - 5th Feeder Project) and other WBS numbers as may be required. STANDARD PROVISIONS: 1. The execution of contracts for which the underlying project has previously been evaluated for environmental significance and processed according to the requirements of the California Environmental Quality Act (CEQA) is exempt from further review pursuant to Article II, Section 2.i of the Los Angeles City CEQA Guidelines. A project-level tiered Environmental Impact Report was prepared for the CUP Replacement Project and certified by the Board of Airport Commissioners for this project on November 16, 2009 (Resolution No ). 2. The underlying contract was approved as to form by the City Attorney. 3. Action taken on this item by the BOAC will become final pursuant to the provisions of the Los Angeles City Charter Section This action is not subject to the provisions of the Service Contractor Worker Retention and Living Wage Ordinances. 5. Procurement Services Division has reviewed this action (File No ) and established a 20% Minority/Women Business Enterprise (M/WBE) level of participation for the Design Phase, 8nd a 16% combined M/WBE level for the Construction Phase of this contract. Clark/McCarthy A Joint Venture committed to a 20.1% M/WBE level of participation for the Design Phase and a 16% M/WBE level of participation for Construction Services, and has achieved 6.18% for the Design Phase and 9.84% for Construction Services. 6.
