2 This report concerns the information as required by the Administrative Order (AO) issued by the United States Environmental Protection Agency (USEPA) to the City of Springfield effective February 13, A report on the progress of the projects described in the alternatives analysis implementation schedule, including specific references to the projects in that schedule is required. The referenced alternatives analysis has a submittal date of July 1, Therefore, no formal report on the alternatives analysis progress is available. Work to date on the subject of the AO is summarized below. In the summer of 2013, the city completed a pipe bursting project in the Westchester subdivision which increased the main trunk line serving the area from 12 inch to 18 inch diameter. This project appears to have addressed the need for pumping from the surcharged sanitary sewer at the Westchester and Concord location. After construction a level meter was installed at this location to monitor post construction performance of the upgraded infrastructure. A storm event on August 28, 2014 produced a brief surcharge event in the system. No backups were reported in the Westchester area during that event. This project appears to have eliminated the need for pumping operations in the Westchester Subdivision. Monitoring of this location will continue for the foreseeable future. Both the Hazel Dell and Hazel Crest location and the Pickfair and Chesterfield location are influenced by the operation of a Springfield Metro Sanitary District pump station. In 2013 modification to the stream near the pump station and upgrades to the pumps at the station have significantly improved the performance of the system in this area. The District continues to monitor performance at this station. Reports related to wet weather capacity issues have stopped being received by the city from this area. The city is planning a rehabilitation project for the collection system in this subdivision to be completed in It is believed that these pumping areas have been addressed and therefore will not require any alternatives analysis to be performed. Monitoring will continue to be performed to gauge the success of the improvements. The remainder of the pumping locations are located in what we refer to as the Northeast Areas Sewer Shed. In 2013 the city contracted with the consulting firm Crawford, Murphy and Tilly, Inc. to manage a flow monitoring program and perform the alternatives analysis in this sewer shed. Eleven monitoring locations
3 were installed in this sewer shed and have gathered flow information which will be utilized as CMT develops a SWMM model of the sewer shed to evaluate the system and develop the alternatives analysis for this sewer shed. CMT is scheduled to complete the alternatives analysis for the Northeast Area July 1, The City must identify any deficiencies in the system and report all steps that have been taken or will be taken to correct deficiencies. In 2014, the Franklin Park Area and the Cook Street Area were televised, along with several areas in the Town Branch combined sewer system. These inspections resulted in several point repairs to the sewer system and construction projects to rehabilitate sewers in these areas. Project estimates total approximately $8,000,000. These projects are expected to begin in 2015 and be funded by IEPA SRF loans. A high number of reports of sanitary sewer and storm sewer issues were received by the City for the Outer Park area. In order to begin to address these issues, 3 level meters were installed in the Outer Park system to evaluate the magnitude of the issue. In 2014 the Division began an acoustical inspection program to rate sewer line segments and identify line segments that need maintenance. The program will be repeated The City Council passed an increase to the Overhead Sewer Reimbursement Program in November, This program assists residents with the cost of plumbing modifications to protect their homes from basement backups. The program reimburses residents 75% of the cost of the modification, up to a maximum of $3500. The Administrative Order requires an annual report including an inventory of all Sanitary Sewer Overflows (SSO), identifying the dates, sources, estimated volumes, receiving waters and principal pollutants contained in the discharges. A press release is to be issued informing the public of the availability of this information and the inventory is to be made available on the city s principal webpage. A SSO is defined as an overflow, spill, release, or diversion of wastewater from a sanitary sewer system, including interceptor sewers. A SSO includes overflows that result in a discharge to waters of the United States and overflows of wastewater, including a wastewater backup into a building (other than a backup
4 caused solely by a blockage or other malfunction in a privately owned sewer or building lateral), even if that overflow does not reach waters of the United States. Table 1 below summarizes confirmed SSO s which created discharges from the city collection system. Table 2 below summarizes all reported SSO s and reported backup events which were attributed to issues in the city collection system. Not all backup events created confirmed SSO s. Appendix A contains copies of SSO notification reports for confirmed SSO s.

8 The city is also required to provide a CMOM implementation report. This report must summarize steps taken to implement the approved CMOM program, including operational changes or improvements implemented as a part of the approved CMOM program, the amount of sewer inspected and/or cleaned, any cross connections detected or eliminated, and any dye testing or clear water source elimination measures implemented. The City of Springfield CMOM program was approved by the USEPA on February 5, This program has been adopted by the Sewer Division. There is no implementation report for year Below are items relevant to CMOM implementation that have occurred up to the date of this publication. Issues outlined in previous years reports with respect the Divisions Asset Management System (AMS) indicated that many of the yearly totals for maintenance work performed were likely low due to issues with the data. Further investigation over the course of the last year confirmed those findings. In March of 2015 the Sewer Division began utilizing a new AMS called Cityworks. This AMS utilizes a map interface which is tied to the Sewer Divisions GIS system. This will eliminate the inconsistencies in the reporting totals. The Sewer Division is also in the process of enabling employees with mobile devices connected to the AMS. We believe this will further help to encourage employees to enter data accurately and in a timely manner in order to further improve maintenance activity reporting. A goal for the coming year is to migrate previous AMS data into the new Cityworks AMS system. This will allow for a historical view of maintenance activities. Upgrades to the Divisions CCTV operations in 2014 resulted in moving the CCTV record keeping out of the previous Cassworks AMS and managing the information in the CCTV software application. It is anticipated that in 2015 the CCTV software will be integrated with the new Cityworks AMS. Staffing issues prevented the full operation of both Division owned CCTV trucks for the entire year. It is anticipated that both city CCTV trucks will be operational in the second half of 2015.
9 In 2014, city crews televised 61,329 feet of sewer mains, and 42,170 feet was televised by a contractor. Total CCTV footage for 2014 was 103,499 feet. As previously mentioned, in 2014 the Division began an acoustical inspection program. This program inspected 564,322 feet of sewer main. This program will be repeated in One cross connection was identified near Blackhawk Avenue where the sanitary sewer crosses a large diameter storm sewer. This cross connection is in the Northeast Area in which a majority of the city s pumping operations occur. The sewer system in this basin has been monitored with flow meters for almost two years. This monitoring information has been incorporated into the SWMM model of the system. It was determined that eliminating this cross connection would potentially invalidate all of the monitoring and modeling effort to date. As such the cross connection has remained in place. An area-velocity meter was purchased and installed in this cross connection to record when it is active and the volume discharged through it. It is believed that this cross connection has only been active once in 2014 during the August 28, 2014 storm event. No other cross connections have been identified. Dye testing has been performed at various locations typically to verify cave in problems or other maintenance issues. No formal program for clear water elimination has been performed.
