2 Why this standard? Point 1: We need standard for environmental qualification taking into account : - Limit of representativity of age conditioning - Need for reassessing/ extending qualified life Last versions of IEEE-323 and IEC must be improved taking benefit from both of these standards Point 2: We need a joint logo standard: - Some IEC standards are endorsed at European level (EN) and they will become minimal set of requirements in several countries

3 Project presentation Propose a draft to be circulated both in IEEE/SC2-1- and IEC/SC45A committees, that will replace both IEEE323 and IEC60780 last version on environmental qualification of electrical equipment important to safety Target date: - On IEC side CD is expected before the End of the year (2012), only CDV is submitted to ballot - On IEEE side, circulation to SC2-1 for its consideration and thereafter to SC2. 2- Principles: Draft will be proposed for circulation within IEEE and IEC by a limited size Focus group including both IEEE and IEC experts It will be submitted to first circulation round in SC2-1-, SC45A/WGA9 and JPT.

4 History of the project Sept 2008: PAR P323 is being issued so that IEEE 323 and IEC will be a joint standard. Jim Gleason was nominated as project leader on IEEE side, RT Wood on IEC side (Kista) : Constitution of a joint projet team (JPT), discussion of the scope and proposition of contribution of experts for diffèrent parts of the standard P323 version forwarded by RT Wood in May October 2010: contributions of experts sent to RT Wood Mid-2011 (Goeteborg): no progress were made, IEEE and IEC seem to work on their side on different versions. Part 5 has not been integrated in P323 (September) Comments on JPT version are collected by RT Wood, web conference to solve technical issue Feb 2012 (Karslruhe): WD1 is judged not mature enough to be circulated, RT Wood doesn t want to continue the project nomination of Karim Hamidi (IEC, co-pilot) and Nissen Burstein (IEEE, pilot). constitution of a focus group of limited size two weeks later

5 Constitution of the focus group A well balanced group between IEEE and IEC: 3 members of IEEE: Jim Parello (Westinghouse), Nissen Burstein (Areva), Bob Konnick (R-SCC) 4 members of IEC: Simon Knott (UK, Rolls Royce Nuclear), Kanako Hattori (Japan, Toshiba), Lueder Warnken (AREVA, Germany), Karim Hamidi (France, IRSN) A limited size group : Experience have shown that managing more than 10 people at the starting phase of a project is difficult, especially when trying to take best benefit of two well established standards People from big nuclear country with good experience in NPP design and design of I&C and electrical equipment Based on voluntary contributions (people have to respect the end target, our main objective is the circulation of a good quality draft before the end of the year)

7 Working project A draft will be ready to be distributed both to IEEE/SC2-1, former JPT and IEC/WGA9. This is quite in line with final objective given in Karlsruhe (circulation of CD on IEC side proposed for end of September) We will then entered in classical IEEE/IEC review process: Compilations of comments on the draft, Proposition of resolutions, Balloting in each organization IEEE side: SC2-1 > SC2 > NPEC IEC side: CD > CDV > FDIS

10 What are the learning of this project? Technically, the following issue have been solved Application field of the standard (electrical equipment important for safety) Limitation of the scope of the standard to environmental qualification (for design (development cycle, V&V etc.) of digital systems other standards exists) Add of notes in definition to explain relationship with other IEC/IEEE standards and with IAEA definitions Clarifying relationship between extending/reassessing qualification and initial qualification Explanation of how far to use analysis method in complement of tests Formalization of the different method usable to extend qualified life (recognizing that countries may take different options regarding NPP fleet particularities and economical issues) Conserving the possibility of performing a double peak accidental profile instead of one peak-profile (margin will be taken into account in determining magnitude and duration of accidental peak) Propose minimal quantitative margin, by recognizing the fact that alternative margin may be used if properly justified.

11 Conclusion Regarding the fact that JPT has not been able to issue a mature enough working draft in two years, we hope to succeed to enter in regular review process both by IEC and IEEE organization within one year (considering Karlsruhe meeting took place in February) We will circulate the draft, when we judge it will be mature enough, and it will be a collegial decision We think that the draft has been strongly improved regarding version circulated in Karlsruhe and we think than it will constitute a progress regarding former version of both IEEE323 and IEC 60780
