1 CVII Project Advisory Committee Meeting April 27, 2011 Greensboro, NC Attendees: Rick McDonough - NYSDOT, CVII Program Manager Marygrace Parker - I-95 Corridor Coalition Jeff Loftus and Cem Hatipoglu - FMCSA Bhagwan Bindiganavile, Tom Richter, Mike Siebert, Mark Burton, and Sandra Selley - Volvo Technology Steve Sprouffske and Justin McNew - Kapsch Mike Brown Southwest Research Institute Brian Heath, Brian Mofford, and David Jackson Intelligent Imaging Systems Dotty Drinkwater, I-95 CC CVII Support The CVII Advisory Committee Meeting commenced with a welcome and introduction to the Volvo Technology Group by its President, Bhagwan Bindiganavile. CVII Project Agency Lead Rick McDonough then offered a brief project overview and expressed thanks to the Volvo Team for its professionalism and technical skills in the execution of this project to date. Marygrace Parker, I-95 Corridor Coalition also noted the excellence of the CVII Team, and further commented that this public-private partnership has worked well, producing clear tangible results which will be most useful throughout the I-95 Corridor as well as the rest of the country. Group discussion noted that Volvo has a significant economic presence in the U.S. with a number of facilities throughout the I-95 Corridor. Of particular interest to NYS is the bus manufacturing facility in Plattsburg, New York, which is an upstate area hit hard by today s difficult economy. Next, FMCSA s Jeff Loftus highlighted that, eight months ago, he welcomed the addition of Dr. Cem Hatipoglu to his staff at the Office of Analysis, Research and Technology; among his responsibilities is serving as the commercial vehicle V2V and V2I liaison to FHWA and RITA, and he can now support the integration and coordination of the CVII Project with USDOT s connected vehicle program. Volvo Technology Group s Tom Richter, Volvo s CVII Project Manager, then provided a brief CVII contract overview. A copy of all presentation slides is included as an attachment to these Minutes. Proceeding with the meeting agenda, Rick McDonough presented brief background information and an overview of the project s Phase I Tasks 5 & 6, followed by a more in-depth description by Mike Brown/SwRI, Steve Sprouffske/Kapsch, and Brian Heath/Intelligent Imaging Systems (Task 5 - Maintenance Vehicle Communication and Task 6 - Enhanced DSRC Screening/Smart Roadside Software integration/interface). Group discussion noted that 5.9 GHz DSRC systems operated by agencies such as NYSDOT s CVII system and which are operational and safety critical need to be inside the agency s firewall; most states will require this du eto security and control issues. It was noted that the BAH System Delivery Node can be sent any appropriate data from an agency s secured network.
2 CVII Project Advisory Committee Meeting April 27, 2011 Page 2 Diverting from the agenda, the group was updated on the CVII Demonstration at the upcoming 2011 ITS World Congress in October. Steve Sprouffske gave an overview of the Technology Showcase and the various Villages. The CVII Demo is part of the Safety Village, and will include ride-along vehicles (truck plus 2 jeeps) so visitors can see the CVII project in action. There will also be an exhibit table in the Safety Village Tent, and the Team will be displaying various items including a laptop showing live demonstration results from the vehicles which are traveling along the demo route. Since the meeting s group discussions were informative to all, but consumed more time than planned, the full-fledged demonstration of the acceptance testing was truncated in order to provide the meeting attendees with a real-time demonstration of the various applications through several ridealongs in the equipped truck. This also served as a preview of the planned CVII demonstration at the upcoming World Congress. In the next few weeks, Tasks 5 & 6 will conclude by equipping NYSDOT s four maintenance vehicles, followed by full acceptance testing and results reporting. Thereafter, a Final Report for Phase I will be issued, and will contain such information as detailed system architecture, hardware/equipment lists, and the like. Meanwhile, Phase II s Tasks 9 & 10 are commencing, since these tasks encompass the development of Commercial Vehicle to Light Vehicle Safety Applications (Task 9) and Railroad Grade Crossing Warning (Task 10) which would be nice to demonstrate at the World Congress; Phase II is expected to take about six months to complete. In preparation for upcoming activities, NYSDOT and the I-95 Corridor Coalition are working on the funding transfer and partnership agreement so that all is in place for the commencement of Phase III, which will look at real-time routing information and warnings/geo-fencing applications for wrong way driving and clearance restrictions. The applications will include vehicle disabling when drivers do not respond to safety warnings and a collision is pending. Concluding the meeting was discussion of related projects, including the recently awarded NYSERDA/Kapsch aftermarket device/commercialization project. This will be a turnkey solution, sold as an application/device and is anticipated to be commercially available during the fall of The group also discussed the next steps in broadening outreach to pertinent organizations such as AASHTO and railroads (e.g., CSX to highlight railroad grade crossing application), so that these entities and future stakeholders are informed about the CVII project.
