6 Introduction Hella Saturnus Slovenia Hella Saturnus Slovenia was founded in 1921 as tin processing factory known as Saturnus. In 2004 the company was bought by German multinational company Hella. >2800 employees, ~ 300 in development Hella competence centre for development and production of small lamps and interior illumination located in Ljubljana. Development and production centre for LED headlamps and radomes. Annual production: ~ 2,5 mil headlamps, ~ 7 mil foglamps, ~ 1,5 mil light modules and ~ 2,4 mil radomes. Peek into History: Red Flag Act (1865): Self-propelled vehicles should be accompanied by 3 people (more for longer vehicles) A man with a red flag has to walk at lest 55 m ahead of each vehicle and is required to assist with the passage of horses and carriages vehicle had to stop on the flagbearer signal Additionally vehicles were also required to have functional lights, and not sound whistles or blow off steam whilst on the road A speed limit of 4 mph (2 mph in towns) was imposed for road locomotives 21 Autonomous driving 101 Nejc Jezeršek Ljubljana, July 2018

US Department of Transportation (USDOT) is taking an eyes-on, hands-off approach some states allow autonomous vehicle testing under certain conditions Germany is taking precautions Step-by-step approach Vienna Convention might not be compatible with high Automation Guarantee of correctness and safety of German road traffic (Governmental duty to safeguard its citizen) Securing of legal victim protection in case of incident with Automated Driving System ECE regulations currently have no specific regulative for Automated Driving. Recording of activity of Automated Driving Mode (on/off) / Conservation of specified evidence in case of defined events.) 25 Autonomous EU? Legal aspects Aschaffenburg Case A car with a lane keeping assistant system drives into a small city in the southern part of Germany. At the entrance of the village, the driver suffers a stroke and looses consciousness. His hands still hold the wheel. The car moves to the right. Under normal circumstances it would have come to a stop in some bushes. But the lane keeping system brings the car back on the street. The car moves on for another 1.5 kilometers.
