1 Electrical Maintenance Level 3 - International Competence: Engineering-Construction (Blue Card) OCCUPATION PROFILE ELECTRICAL MAINTENANCE PERSONNEL Electrical maintenance personnel are responsible for the assembly, installation, maintenance and test of a wide range of electrical plant and associated components. Typical equipment includes power generation and distribution systems, switch panels, transformers, motors and generators. They are expected to be able to diagnose the causes of electrical or electromechanical malfunctions or failures of operational equipment in a prompt and efficient manner. They must be able to interpret maintenance specifications, engineering drawings and wiring diagrams to achieve many of their day to day objectives. INTERNATIONAL COMPETENCE: ENGINEERING-CONSTRUCTION (ICE) SCHEME ICE Validates knowledge and skills against ECITB Standards ensuring people working in the engineering-construction industries are technically competent. ICE recognises the importance of continuous training/assessment through the ICE renewal process. The ICE Level 3 Framework defines the skills and job knowledge required to work in an Engineering-Construction environment. ICE Level 3 At ECITB level 3 personnel can be tasked with the full range of electrical maintenance activities such as; Positioning and installing electrical plant and equipment Routine inspection and testing of electrical machines, distribution circuits and associated equipment. Routine maintenance activities on electrical machines, distribution circuits and associated equipment. Unscheduled maintenance, fault diagnosis and the rectification of faults in electrical plant and equipment Test the performance and condition of electrical plant and equipment, analyse the test results and make adjustments as necessary to maintain operating conditions. Establish that an electrical engineering maintenance process has been completed to specification Despite operating at an advanced and possibly supervisory level all activities will remain in accordance with the approved procedures, test specifications, maintenance schedules and all other relevant international/approved standards. Fault diagnosis activities may be in accordance with a test schedule or may be through the application of knowledge and understanding of electrical theory, engineering principles and system operating characteristics and capability. 2 COMPONENTS OF ICE LEVEL 3 ELECTRICAL MAINTENANCE To achieve the ICE Level 3 Award candidates must successfully completee the following: ECITB International Health and Safety Passport (IHSP) Advanced A minimum of 4 Electrical Maintenance Skill Specific Advanced Technical Tests (Level 3) A minimum of 4 Skill Specific Technical Tests (Level 2), of which two must be Electrical Maintenance Skill Specific ECITB International Health and Safetyy Passport (IHSP) - Advanced The aims of the ECITB IHSP scheme are to ensure that all site s personnel worldwide have reached a recognised level of Health and Safety knowledge and a awareness and to enable them to work on site more safely, reducing the health and safety s risk to themselves and others around them. To ensure individuals reach the requiredd level of Health and Safety knowledge, all delegates on each of the courses MUST successfully complete the necessary training programme, which in all casess includes at least one examination. Successful candidates will then be rewarded by being issued their unique IHSP photographic passport, transferable worldwide. Electrical Maintenance Skilll Specific Advanced Technical Tests T (Level 3) To achieve the ICE Level 3 award candidates must successfully completee a Minimumm of four of the Electrical Maintenance Skill Specific Advanced Technical Tests listed on page 3. Skill Specific Technical Tests (Level 2) To achieve the ICE Level 3 award candidates must successfully completee a Minimumm of four of the Skill Specific Technical Tests (Level 2) of which two must be Electrical Maintenance Skill Specific. All Technical Tests are listed on pages 3, 4 and 5. 5 Relevant ECITB TECHNICAL TRAINING UNITS are availablee for candidates to attain skills required to undertake the ECITB Technical Tests ICE LEVEL 3 VALIDITY & RENEWALL Validity Upon successful completion of the appropriate ICE Technical Tests a candidate will receive an ICE card, whichh will be valid for 3 years Renewal The ICE renewal process assures a candidate s knowledge, skills and ability are maintained in line with evolving processes and technical requirements. The T renewal process requires each candidate already holding an ICE card to successfully complete a knowledge only test after 3 years. The test must be taken no sooner than 3 months prior to the expiry date on the card and no later than 3 months after the date. Failure to complete the test within this 6 month window will render the ICE card invalid and necessitate full completion once more of all tests. Page 2 of 6
3 ELECTRICAL MAINTENANCE SKILL SPECIFIC ADVANCED TECHNICAL TESTS (LEVEL 3) TIEM 02 Maintaining Transformers The test assesses if a candidate can successfully carry out the inspection and maintenance of a power transformer, the inspection is to include visual inspection and testing of Bucholtz relays and temperature trip switches TIEM 05 Inspecting Battery and UPS Systems The test assesses if a candidate can successfully carry out a Specific Gravity (SG) check on a sample of battery cells and compare to manufacturers recommendations on values and corrective actions, the candidate will take voltage readings of each cell and compare to manufacturers recommendations TIEM 06 Maintaining Circuit Protection Devices The test assesses if a candidate can successfully carry out the inspection and maintenance of an Air Circuit Breaker following the manufacturer s instruction operation and maintenance manual TIEM 07 Maintaining Generators The test assesses if a candidate can successfully carry inspection and maintenance of a brushless emergency generator, the candidate is to carry out testing of the insulation resistance of the main machine windings and the excitation windings and the resistance of the exciter diodes TIEM 10 Inspecting and Testing Lighting Equipment The test assesses if a candidate can successfully carry out the inspection and testing of lighting circuits in hazardous areas checking condition of fittings, seals, components and paying particular attention to flame-paths on EExd rated equipment, the candidate shall take earth loop impedance readings for the circuit TIEM 11 Inspecting and Testing HVAC Equipment The test assesses if a candidate can successfully carry out the inspection and testing of an air conditioning fan carrying out insulation resistance tests on the fan motor and continuity and earth leakage tests on the heating elements and heater bank TIEM 12 Maintaining HV Equipment The test assesses if a candidate can successfully carry out the inspection and maintenance of 3.3KV Vacuum breaker fan carrying out insulation resistance tests on the control wiring and inspecting all parts of the isolator to ensure they function smoothly operated manually ELECTRICAL MAINTENANCE SKILL SPECIFIC TECHNICAL TESTS (LEVEL 2) TIEM 01 Inspecting and Testing Protective Devices The test assesses if a candidate can carry out a polarity check on a Current Transformer (CT) using the Flick Test method or Primary Injection TIEM 03 Inspecting and Testing Electrical Hand Tools The test assesses if a candidate can carry inspection and testing of Class1 and Class 2 portable electric tools. All testing is to be carried out strictly in accordance with the selected Portable Appliance Tester (PAT) instructions and codes Page 3 of 6
4 TIEM 04 Inspecting and Testing Electrical Distribution Circuits The test assesses if a candidate can carry out inspection and testing of a three phase distribution board, insulation resistance tests on feeder cables and sub circuits and record the results in an appropriate manner TIEM 08 Maintaining AC Electric Motors The test assesses if a candidate can carry out inspection and maintenance of a three phase 415 volt AC electric motor to include carrying out insulation tests, resistance tests and continuity tests of the motor windings. The candidate is also to report on the condition of the motor bearings TIEM 09 Maintaining DC Electric Motors The test assesses if a candidate can carry out inspection and maintenance of a DC motor, including inspection of brushes and brush holders and condition and lubrication of the drive end and commutator end bearings The candidate is also to report on the condition of the motor bearings and test the insulation resistance of the windings ECITB INTERNATIONAL APPRENTICESHIP ELECTRICAL MAINTENANCE To achieve an ECITB International Apprenticeship in Electrical Maintenance at Level 3, two more Skill Specific Technical Tests (Level 2) must be completed in addition to the minimum two Electrical Maintenance Skill Specific Technical Tests (Level 2) and two Skill Specific Technical Tests (Level 2). This brings the total requirement to six Level 2 Technical Tests. A full list of all relevant Level 2 Technical Tests is included in pages 3, 4 and 5.
