4 Section I: INTRODUCTION Little Rock Air Force Base (LRAFB) acts as a support group for C-130s and is located approximately 17 miles Northeast of Little Rock in Jacksonville, Arkansas. The facility is classified under SIC code The base occupies 6,128 acres and consists of an airfield, aircraft, and associated maintenance, fueling, and support facilities, as well as residential areas for base personnel, hospital, schools, recreational areas, and retail service areas. The current permit is being modified to update the status of the emission units and to provide more flexibility for LRAFB ' s operations. Although the VOC allowable emission limits will be increased by 8.8 tpy, the actual facility-wide VOC emissions remain significantly below the allowable limit. The facility-wide HAP emission limits will not change significantly. Process Description LRAFB significant air pollution sources are boilers, emergency generators, engine test cells, storage tanks and fuel dispensing, solvent degreasing, and surface coating. These sources are bubbled into separate emission groups. The bubbled grouped emission sources are referred to as grouped sources (encoded as GS-xxx) throughout this permit. The following provides a listing of each grouped source. The tables are included for informational purposes and not as enforceable permit conditions. The LRAFB will keep up-to-date records of each unit contained within each grouped source. This listing will be available at the facility for inspection and will be provided annually to the ADEQ. The listing will be updated in the permit upon renewal or modification of the permit. Boilers Natural gas fired boilers are located throughout the base. These boilers supply comfort heat to the various buildings throughout the base. Combustion gases from each boiler are vented through individual stacks to the atmosphere. These boilers belong to the grouped source GS-001and are tabulated in Appendix A. Emergency Generators and Engines Diesel fired emergency generators and emergency pump engines are located throughout the base to provide electricity in the event of power outages. Combustion gases from each emergency unit are vented through individual stacks to the atmosphere. These generators and engines belong to the grouped source GS-002 and are tabulated in Appendix B. Engine Test Cells Engine test cells are used to evaluate the performance of aircraft engines. These engine test cells belong to grouped source GS-003 (Appendix C). There are two test cells at LRAFB, one located adjacent to building 391 containing two test stands and one adjacent to building 389 containing one 4

5 test stand. Either of the two engines (T56-15 and T56-7) at LRAFB can be tested at each of the three test stands. All three stands can be in operation at one time. Storage Tanks and Fuel Dispensing LRAFB has many aboveground storage tanks (AST) and underground storage tanks (UST) containing gasoline, diesel and JP-8 fuel. The tanks are combined into three (3) grouped sources. Those tanks not included in the three grouped sources are listed as insignificant activities. Fuel dispensing is combined into one (1) grouped source. Grouped source GS-004A consists of tanks constructed before 1973 with storage capacities greater than 10,567 gallons including three (3) large JP-8 fuel ASTs (SN100A, SN100B, SN100C), two (2) 25,000 gallon ASTs for reclaimed JP-8 (SN391 and SN392), and several 50,000 gallon USTs for JP- 8. Grouped source GS-004B consists of five (5) USTs (SN107A, SN107B, SN386, SN387, and SN388). These tanks contain gasoline and diesel fuel, have storage capacities greater than 10,567 gallons and were installed after Gasoline is delivered to the storage tanks by tank truck through submerged fill lines. The gasoline tanks and trucks are equipped with Stage 1-vapor recovery systems. Grouped source GS-004C consists of tanks containing gasoline with storage capacities less than 10,567 gallons and includes tanks SN131, and SN390. Tank SN131 (4,000-gallon tank) has a Stage 1 vapor recovery system. Appendix D lists all tanks grouped under GS-004. Grouped source (GS-005) consists of fuel dispensing operations that pump gasoline, diesel fuel and JP-8 fuels from the storage tanks into military base vehicles. Appendix E lists the GS-005 Fuel Dispensing Units. Surface Coating The base has several paint booths that are directly related to supporting the LRAFB and the Arkansas National Guard (ANG) aircraft maintenance. Spray guns used on the aircraft and aircraft parts are high-volume, low-pressure (HVLP). This group also includes aerosol can usage. Surface coating operations belong to the grouped source GS-006, which are tabulated in Appendix F. Solvent Degreasing Solvent degreasing operations are located throughout the base. The degreasers are used for cleaning and maintenance of small parts. Solvent degreasing operations belong to the grouped source GS-007 and are listed in Appendix G. 5

6 Bubbled Group Emission Sources Emission sources have been consolidated into bubbled groups to streamline and incorporate operational flexibility into LRAFB's minor source air permit. The bubbled grouped emission sources are referred to as grouped source (encoded as GS----) throughout the permit. 7 Storage tanks in grouped source GS-004B were constructed after 1984 and are subject to NSPS Subpart Kb. Although subject to Kb, GS-004B is exempt from the requirements of Subpart Kb, except for the record keeping requirements of b (b). NSPS Subparts K, Ka, and Kb do not apply to the storage tanks in grouped source GS-004C, because the tanks have storage capacities less than 10,567 gallons. The boilers (grouped source GS-001) are not subject to the regulations of 40 CFR 60, Subpart D- Standards of Performance for Fossil-Fuel-Fired Steam Generators for Which Construction is Commenced After August 17, 1971, Subpart Db-Standards of Performance for Industrial- Commercial-Institutional Steam Generating Units, or Subpart Dc-Standards of Performance for Small Industrial-Commercial-Institutional Steam Generating Units because they have all have rated capacities of less than 10 mmbtu/hr. The facility is subject to the following requirements of Chapter 10, Regulation 19 Regulations for the Control of Volatile Organic Compounds in Pulaski County: a) Section (A)(1). All gasoline storage tanks with storage capacities greater than 1,000 gallons have submerged filler pipes. b) Section (D)(A)(1). The facility complies with these requirements by performing leak testing on all gasoline tank trucks according to an acceptable ADEQ schedule and timely repairs, if required. The following table is a summary of the facility s total emissions. 8 Section II: PERMIT HISTORY Permit #: 304-AI was issued in February This permit allowed the installation and operation of a pathological incinerator at the base hospital. The incinerator has been removed from service and dismantled. An application for Permit #: 575-A was submitted on August 28, This application requested to install an internal floating cover to an existing fixed roof storage tank used for the storage of jet fuel. Permit #: 417-I was issued on January 13, This permit allowed the facility to operate a natural gas fired incinerator. The unit was equipped with an afterburner for the disposal of Type 1 waste. The incinerator has been removed from service and dismantled. Permit #: 865-A was issued on December 18, This permitted the facility to operate an Explosive Ordnance Disposal Unit for the open burning of munitions. The explosive ordnance disposal unit has been removed from service and dismantled. Permit #: 417-IR-1 was issued on June 11, This allowed the facility to install and operate an incinerator to dispose of waste. The incinerator has been removed from service and dismantled. Permit #: 865-AR-1 was issued on June 9, This permit required the facility to operate two large above ground jet fuel storage tanks in accordance with the Pulaski County VOC regulations. The jet fuel tanks were equipped with internal floating roofs. Permit #: 865-AR-2 was issued on August 5, This permit incorporated previously permitted sources and unpermitted sources. Under this permit, the facility was classified as a synthetic minor source for purposes of Regulation #26. Permit #: 865-AR-3 was issued on April 17, 2000, and allowed the installation of new natural gas fired boilers and the relocation of others. Permit #: 865-AR-4 was issued May 25, 2001, and allowed the installation of a gasoline service station consisting of three 12,000 gallon aboveground vaulted storage tanks and eight fuel pumps. 8

12 10. The permittee will only use pipeline quality natural gas as fuel for the boilers (GS-001). Gas usage will not exceed 534,530,000 cubic feet of natural gas per consecutive 12-month period. The permittee will update the records by the fifteenth day of the month following the month to which the records pertain. The permittee will only use diesel fuel for the emergency generators (GS-002). The permittee will not exceed an emission rate of 9.0 tpy of any single HAP or more than 22.5 tpy of total HAPs at the facility, as listed in Appendix B Section 112(b) Initial List of Hazardous Air Pollutants. The permittee is allowed to install additional natural gas-fired boiler rated at less than 10 MMBtu/hr as long as it complies with the fuel limits of Specific Condition #10 and updates the list of sources in Appendix A. 14 24. The permittee may not use degreasing solvents in source GS-007, Facility-wide Solvent Degreasing Operations (Appendix G), that contain HAPs. [ of the Arkansas Air Pollution Control Code, effective February 15, 1999 (Regulation 18) and A.C.A as referenced by and ] NSPS Requirements 25. The permittee shall monitor the operation of all volatile organic liquid storage tanks with a capacity of 10,567 gallons or more (group source GS-004B) in accordance with the applicable provisions of Subpart Kb. [ b(a and b)] a. The operator shall keep copies of all records required by this section, except the records required by paragraph (b) of this section for at least two years. b. The operator shall keep for the life of the source readily accessible records showing the dimensions of the storage vessels and analyses showing the capacity of the storage vessels. 14

15 Section IV: INSIGNIFICANT ACTIVITIES The Department deems the following types of activities or emissions as insignificant on the basis of size, emission rate, production rate, or activity in accordance with Group A of the Insignificant Activities list found in Regulation 18 and 19 Appendix A. 16 Section V: GENERAL CONDITIONS 1. Any terms or conditions included in this permit that specify and reference Arkansas Pollution Control & Ecology Commission Regulation 18 or the Arkansas Water and Air Pollution Control Act (A.C.A et seq.) as the sole origin of and authority for the terms or conditions are not required under the Clean Air Act or any of its applicable requirements, and are not federally enforceable under the Clean Air Act. Arkansas Pollution Control & Ecology Commission Regulation 18 was adopted pursuant to the Arkansas Water and Air Pollution Control Act (A.C.A et seq.). Any terms or conditions included in this permit that specify and reference Arkansas Pollution Control & Ecology Commission Regulation 18 or the Arkansas Water and Air Pollution Control Act (A.C.A et seq.) as the origin of and authority for the terms or conditions are enforceable under this Arkansas statute. 2. This permit does not relieve the owner or operator of the equipment and/or the facility from compliance with all applicable provisions of the Arkansas Water and Air Pollution Control Act and the regulations promulgated under the Act. The permittee will notify the Department in writing within thirty (30) days after commencement of construction, completion of construction, first operation of equipment and/or facility, and first attainment of the equipment and/or facility target production rate. Construction or modification must commence within eighteen (18) months from the date of permit issuance. The permittee must keep records for five years to enable the Department to determine compliance with the terms of this permit--such as hours of operation, throughput, upset conditions, and continuous monitoring data. The Department may use the records, at the discretion of the Department, to determine compliance with the conditions of the permit. A responsible official must certify any reports required by any condition contained in this permit and submit any reports to the Department at the address below. 17 Arkansas Department of Environmental Quality Air Division ATTN: Compliance Inspector Supervisor Post Office Box 8913 Little Rock, AR The permittee will test any equipment scheduled for testing, unless stated in the Specific Conditions of this permit or by any federally regulated requirements, within the following time frames: (1) newly constructed or modified equipment within sixty (60) days of achieving the maximum production rate, but no later than 180 days after initial start-up of the permitted source or (2) existing equipment already operating according to the time frames set forth by the Department. The permittee must notify the Department of the scheduled date of compliance testing at least fifteen (15) days in advance of such test. The permittee must submit compliance test results to the Department within thirty (30) days after the completion of testing. The permittee will operate equipment, control apparatus and emission monitoring equipment within their design limitations. The permittee will maintain in good condition at all times equipment, control apparatus and emission monitoring equipment. Pursuant to, if the permittee exceeds an emission limit established by this permit, the permittee will be deemed in violation of said permit and will be subject to enforcement action. The Department may forego enforcement action for emissions exceeding any limits established by this permit provided the following requirements are met: [ of Regulation 19 and/or of Regulation 18 and A.C.A as referenced by A.C.A and ] a. The permittee demonstrates to the satisfaction of the Department that the emissions resulted from an equipment malfunction or upset and are not the result of negligence or improper maintenance, and the permittee took all reasonable measures to immediately minimize or eliminate the excess emissions. b. The permittee reports the occurrence or upset or breakdown of equipment (by telephone, facsimile, or overnight delivery) to the Department by the end of the next business day after the occurrence or the discovery of the occurrence. 17

The permittee must submit to the Department, within five business days after the occurrence or the discovery of the occurrence, a full, written report of such occurrence, including a statement of all known causes and of the scheduling and nature of the actions to be taken to minimize or eliminate future occurrences, including, but not limited to, action to reduce the frequency of occurrence of such conditions, to minimize the amount by which said limits are exceeded, and to reduce the length of time for which said limits are exceeded. If the information is included in the initial report, it need not be submitted again. 11. The permittee shall allow representatives of the Department upon the presentation of credentials: [A.C.A as referenced by A.C.A and ] a. To enter upon the permittee's premises, or other premises under the control of the permittee, where an air pollutant source is located or in which any records are required to be kept under the terms and conditions of this permit b. To have access to and copy any records required to be kept under the terms and conditions of this permit, or the Act c. To inspect any monitoring equipment or monitoring method required in this permit d. To sample any emission of pollutants e. To perform an operation and maintenance inspection of the permitted source 12. The Department issued this permit in reliance upon the statements and presentations made in the permit application. The Department has no responsibility for the adequacy or proper functioning of the equipment or control apparatus. [A.C.A as referenced by A.C.A and ] 13. The Department may revoke or modify this permit when, in the judgment of the Department, such revocation or modification is necessary to comply with the applicable provisions of the Arkansas Water and Air Pollution Control Act and the regulations promulgated the Arkansas Water and Air Pollution Control Act. [19.410(A) of Regulation 19 and/or (A) of Regulation 18 and A.C.A as referenced by A.C.A and ] 14. This permit may be transferred. An applicant for a transfer must submit a written request for transfer of the permit on a form provided by the Department and submit the disclosure statement required by Arkansas Code Annotated at least thirty (30) days in advance of the proposed transfer date. The permit will be automatically transferred to the new permittee unless the Department denies the request to transfer within thirty (30) days of the receipt of the disclosure statement. The Department may deny a transfer on the basis of the information revealed in the disclosure statement or other investigation or, deliberate falsification or omission of relevant information. 37 Public Notice Pursuant to the Arkansas Operating Air Permit Program (Regulation #26) Section 602, the Air Division of the Arkansas Department of Environmental Quality gives the following notice: Little Rock Air Force Base (LRAFB) acts as a support group for C-130s and is located approximately 17 miles Northeast of Little Rock in Jacksonville, Arkansas. The facility is classified under SIC code The current permit is being modified to update the status of the emission units and to provide more flexibility for LRAFB ' s operations. Although the VOC allowable emission limits will be increased by 8.8 tpy, the actual facility-wide VOC emissions remain significantly below the allowable limit. The facility-wide HAP emission limits will not change significantly. The application has been reviewed by the staff of the Department and has received the Department's tentative approval subject to the terms of this notice.
