6 T he drill simulated a large real life oil catastrophe in one of the most vulnerable and busiest sea areas in the world. The goal was to recover as much oil as possible in the open sea before it reached the island shores or mainland, since this is roughly ten times more cost-efficient than shoreline clean-up. Specifically the exercise simulated a major oil tanker accident in the Gulf of Finland. The exercise was based on a scenario where a ro-pax (cargo and passenger) vessel collides with an oil tanker and 15,000 tons of crude 6 LAMOR NEWSREEL

Finnish Environment Institute (SYKE) was responsible for coordination and a national coastal response exercise coincided with the operation on August 28. oil spills into the sea. For the purpose of the exercise, peat was used to simulate the oil. Balex Delta oil spill response exercise, which is held annually under the Convention on the Protection of the Marine Environment of the Baltic Sea Area governed by HELCOM, took place just outside Helsinki. The exercise was larger than ever before, involving several international organizations and responders and overall more than 500 people. The Helsinki City Rescue Department, the Finnish Border Guard, the Finnish Defense Forces and Meritaito Ltd provided a significant input with their OSR vessels, aircraft and personnel. Equipment and staff from the Helsinki (western and southern coastal region) and Kymenlaakso rescue authorities also took part in the exercises. With purpose and mission Ultimately the drill was designed to test the cooperation among national and international oil spill response organizations and vessels. All aspects of the oil spill response operations were tested during the exercise, from alarm procedures to the disposal of recovered waste. Crews at sea and ashore practiced the deployment of oil containment booms, oil recovery, shoreline protection, oil spill mapping, preparedness for shoreline clean-up, logistics and oiled wildlife response. A significant new element in the exercise is the regional Boris 2 situation awareness system, which is used for distributing information among the different organizations, and for oil spill response operational command. Designed to test the cooperation among national and international oil spill response organizations and vessels on the Baltic Sea and particularly in the Gulf of Finland has increased remarkably in recent years, which means a growing risk of a major accident involving oil pollution. The Baltic Sea states have signed a contract under HELCOM to combat oil spills in their respective regions, and to assist each other with oil response. Assistance from neighboring countries is essential in the event of a major oil disaster, which is why the countries arrange a joint exercise annually. Unified input A significant part of the funding for this year s exercise came from the Humanitarian Aid and Civil Protection department of the European Commission (DG ECHO). As such, the scope of Balex Delta 2012 was widened and included the following operations: alerting, open sea pollution response with specialized vessels, open sea pollution response using non specialized vessels in laying and towing the oil booms (oil trawling), FIFI, emergency towing, laying protective booms in the archipelago, shallow water oil response with specialized response boats, oiled coastline mapping, beach cleaning, oiled wildlife cleaning, information sharing 8 LAMOR NEWSREEL

16 In 2010 Norway s Kystverket embarked on a program to renovate, upgrade and more specifically acquire OSR equipment and vessels Combating oil spills on multiple levels Very few countries have sufficient resources for combating oil spills and other pollution incidents on their own. Norway therefore cooperates closely with other nations on mutual assistance. Offshore emergency response mainly utilizes supply and spill response vessels, while the government contingency system employs various civil and military vessels that patrol the coast. Kystverket has established 27 oil spill response depots along the coastline of Norway. Of these, 16 are main depots, one of which is on Svalbard (located between Norway and the North Pole) on Spitsbergen, and 11 are smaller ones. Modernizing fleet capabilities and response In 2010 Norway s Kystverket embarked on a program to renovate, upgrade and more specifically acquire OSR equipment and vessels. Our main objective of this renovation program is the acquisitions of new-builds with specific and most suitable OSR equipment coupled with maintenance of navigational systems and to maintain oil spill response preparedness along the Norwegian coast, says Kystverket s Werner Grov, Building Manager / Captain. The new multipurpose vessels for Kystverket needed specific equipment that included efficient and effective recovery capacities. The vessels will operate in shallow coastal areas and therefore effective and fast deployment capabilities have been implemented in our two newest OSR multipurpose vessels. Lamor s equipment has good 16 LAMOR NEWSREEL

And hence the choice fell on Lamor s inbuilt oil recovery system LORS, says Grov. The LORS system can be operated by one man alone by using a remote control system operated with a portable console. The vessel is ready to recover oil in 30 minutes. In addition to the LORS system, we also installed OV Utvær with Lamor s Bucket skimmer, which will supplement the vessel s oil recovery capability in recovery of oil in ice. These systems, in addition to an operations room with good communication capabilities, IR camera, oil detection radar, DP, FIFI etc. make OV Utvær a modern vessel that meets future requirements, Grov highlights categorically. Kystverket s new vessel projects are exciting and clearly contribute positively to Norway s OSR preparedness, says Lamor s Norwegian agent, Ian Christiansen, IMS, Manager Oil Spill Recovery. The proactive steps Kystverket has taken to enhance their preparedness for possible oil spill incidents shows their commitment in protecting the coastal environment and eco-systems. The installation of our oil recovery systems on their new-build OV Utvaer and OV Skumvaer (under construction) multi-purpose oil recovery vessels is a clear indication that Kystverket is following their vision and strategies in preparedness and give Norway and Kystverket the necessary capabilities to combat oil spills, says Christoffer Wallgren, Lamor s Regional Manager Europe. 21 From Finns to Kazakhs In 2009, COC placed an order with STX to build three plus two optional icebreaking tugs at the shipyard in Braila, Romania under Bureau Veritas classification rules and designed by Finnish based Aker Arctic. The first icebreaking tugs MANGYSTAU-1 and MANGYSTAU-2 were delivered in 2010 and MANGYSTAU-3, MANGYSTAU-4 and MANGYSTAU-5 were delivered in As part of their Oil Spill Response Development program in mid-2012 COC took delivery of four high speed Lamor Landing Crafts (LC 7500) response vessels, including one craft equipped with the Lamor Bow Collector (LBC) system. These response vessels will be deployed in the environmental sensitive, harsh, shallow and challenging north Caspian Sea area. COC as a leader in the marine vessel services industry in Kazakhstan recognizes the strategic importance of OSR capacity development for both Kashagan area of operation as well as the rest of the northern Caspian, says Steve Reilly, VP Global Business. The northern Caspian Sea s Kashagan Oil Field close to the city of Atyrau is the largest oil discovery in the world over the last 40 Lamor Bow Collector LBC system installed on high speed Lamor landing craft. years. It is estimated that it has commercial oil reserves of up to 16 billion barrels. The offshore field is located in an environmentally sensitive and climatically harsh area, where temperatures range from -35 C (-31 F) to 40 C (104 F). The sea is frozen for approximately five months per year, coupled with the shallow water environment are contributing to the logistical challenges in construction and extrapolation. Moreover, the reservoirs are located 4,200 m below the seabed and which is highly pressured with approximately 800 bar of initial pressure. The crude oil that it contains has high sour gas content and low salinity, says Reilly. Kazakhstan lies at the intersection of ancient civilizations and major transportation routes, what could be coined as the new Silk Road. The country has actively implemented strategic economic reforms i.e. more transparency, less regulation and an increased market driven business milieu. In Persian, Kazakhstan means Land of Kazakhs, and is geographically landlocked and shares borders with Russia, China, Uzbekistan, Kyrgyzstan and Turkmenistan. The country s extensive and diverse landscape includes majestic mountains, rich forests, rivers, deserts and vast steppes. Almaty was the capital until December 1997 when Astana, a newly developed and built city became the center for government activities. Kazakhstan s population is over 16 million and the country is nestled between the crossroads of Asia and Europe known as Central Asia. The country is the size of Western Europe, the ninth largest country in the world. The country has an estimated four billion tons of proven recoverable oil reserves and 2,000 cubic kilometers (480 cu mi) of gas. Oil explorations have shown that the deposits on the Caspian shore are part of much larger deposits. Main oil export routes are the Caspian Pipeline Consortium and the Atyrau-Samara oil pipeline to Russia, and Kazakhstan-China oil pipeline to China. Furthermore, Kazakhstan has 300 gold deposits and is also the sixth largest supplier of gold in the world. The rich natural mineral resources in Kazakhstan are abundant. Of the 110 elements covered in the periodic table by the Russian chemist D. I. Mendeleyev, 99 have been detected and so far approx. 60 are being extracted and used. Foreign direct investments (FDI) into the country exceed USD 40 billion and rising. Moreover, Kazakhstan is host to the Russian space-port launch facilities, the Baikonur Cosmodrome. 25 AMSA Oil Spill Risk Assessment A new risk assessment report has been released by the Australian Maritime Safety Authority (AMSA) as part of a 10 yearly review of Australia s National Plan to Combat Pollution of the Sea by Oil and other Noxious and Hazardous Substances (the National Plan) and National Maritime Emergency Response Arrangements (NMERA). The report, titled Assessment of the Risk of Pollution from Marine Oil Spills in Australian Ports and Waters was prepared by international risk assessment experts Det Norske Veritas (DNV) following a competitive tender process. The report provides important data to be taken into account in the review of the National Plan and NMERA, which is expected to be completed in the first half of The National Plan is a national integrated government and industry system enabling effective response to marine pollution incidents. AMSA manages the National Plan, working with state/northern Territory governments, shipping, oil, exploration and chemical industries to maximize Australia s marine pollution response capability. For the purposes of the risk assessment process, the Australian coastline is divided into 120 sub-regions. Each region is then allocated an environmental risk index, which takes into account the main factors affecting the risk of oil spills in the marine environment, including shipping densities, environmental sensitivity, and the likely frequency and size of oil spills based on international and Australian data. The new study indicates only minor changes from a previous risk assessment completed in 1999, with the major changes being higher risks along the coastlines of northern Queensland, eastern Victoria and eastern South Australia. The report also estimates the potential change to the current level of risk by Estimates of future growth in shipping take into account expansion plans provided by 34 Australian ports, with bulk commodity ports in Queensland and Western Australia contributing to an expected overall average growth in port traffic of 6 per cent per year. Risk reduction measures, such as new international regulations requiring double hulls around new ships fuel tanks and future changes to requirements for ship fuels, are taken into account in the study. The risk assessment will be used during the review of the National Plan and NMERA arrangements, in particular considering the adequacy of the current arrangements to deal with the risks. 30 Text: THOMAS BARBIERI Photos: LAMOR CORPORATION Milford Welcomes Lamor USA On September 25, Lamor USA inaugurated its new and modern hub in Milford, Connecticut. CEO Fred Larsen welcomed Mayor Ben Blake, US customers, suppliers and Lamor agents from Brazil, Canada, Colombia and Ecuador. M ayor Blake officially opened Lamor USA s newly renovated and customized facilities: Milford welcomes Lamor and is excited to partner towards the company and city s success. Lamor brings with it a reputation of investing in innovation and being a good corporate citizen. And Milford, with access to a highly trained workforce located in the center of the American Northeast s transportation hub will help Lamor to flourish and grow. Larsen highlighted the similarities between Porvoo and Milford: Lamor headquarters in Finland is by the sea and Lamor USA in Milford is along the Long Island Sound. Porvoo has just under 50,000 residents and Milford has just over 50,000 residents, so being in Finland or here in the US feels like being at home. Milford s slogan A small city with a big heart matches exactly our expectations and even our zip codes are similar in Porvoo and in Milford. 31 Evolution of the Milford city seal Official inauguration of Lamor USA by Mayor Ben Blake of Milford, CT. The new US hub encompasses over 36,000 square feet of flex-space providing offices, warehouse and clean-room for product development. Apart from being more spacious to accommodate our ever increasing activities, Lamor USA s new office is also a showcase of green building. Many innovative and cutting-edge designs are adopted to save energy and increase efficiency. This demonstrates again the foresight and leadership, as well as social commitment that we are committed to, says Larsen. In line with our strategic decisions regarding our global presence, we centralized operations in China (Lamor Beijing) by combining production and sales in new facilities with a warehouse and a modern office in central Beijing. In Porvoo (Lamor HQ) we built a factory acceptance testing (FAT) area and opened our R&D design center. All these commitments have now been completed, however, we do indeed plan to invest further in our hubs to better serve our customers, Larsen concludes. February 12, 1639: Founding of colony called Wepowage, the Indian name for the river that flowed through the settlement. November 24, 1640: The General Court voted to change the name to Milford and adopted the letters MF as the official seal. June 19, 1916: Voters, in a Town Meeting, adopted the Seal of the Town of Milford; an emblem in the shape of an octagon, in the center of which there shall be a shield bearing the letters MF, being the Seal adopted by the original settlers...in the strap of the octagon the following Latin words to appear:;sigill Oppidi Milford in Repub Connecticutensi (Seal of the Town of Milford in the Republic of Connecticut) also the date 1639, and the bow and arrow of Ansantawae. The octagonal shape honors Robert Treat of Milford who served Connecticut for 32 years as Deputy Governor and Governor and whose personal seal was of that form. He was also Milford s first Town Clerk. The bow and arrow are in memory of Paugusset Indian Sachem Ansantawae who drew them as his mark on the deed for the sale of the land to the settlers in November 4, 1959: Electors voted to change from a Town Government to a City Government, consequently, the Latin wording in the octagon became Sigill Urbis Milford in Repub Connecticutensi (Seal of the City of Milford in the Republic of Connecticut). 32 Text: THOMAS BARBIERI Photos: LAMOR CORPORATION Galapagos Islands IMO 3 training Environmental responsibility incorporates being prepared through training and having the necessary equipment for rapid intervention during oil spill accidents. Lamor provided its International Maritime Organization (IMO) Level 3 training to senior decision makers and governmental representatives. L amor offers customers and governmental agencies that are responsible for oil spill response, monitoring and control, a three-level training program and is also recognized as a certified Training Center by the Nautical Institute in the UK and has for several years provided the complete range of IMO Oil Spill Response courses. Our training programs, which are offered locally or on-site at the customer s location is an important achievement considering the Institute s strict accreditation policies and procedures, says Lamor s Vince Mitchell, VP Special Projects. This IMO 3 course was presented on San Cristobal Island in the Galapagos in mid-october and was the first IMO held in the Galapagos and first IMO 3 in Ecuador. The course is designed for senior managers, administrators and senior officials who may be involved in planning for or managing the response to oil spill incidents, says Nardelia Espinosa, Sales Director, Corena S.A. (Lamor s agent in Ecuador). Managing an oil spill is a crucial task that involves making decisions that can have wide ranging implications on the outcome of a response and the reputation of the responsible party. Many issues need to be dealt with such as political and media pressure, public environmental awareness, legal and financial implications and the overriding awareness of the safety of the public and response personnel. The Oil Spill Management - IMO Level 3 course provides the senior manager or administrator with an overview of these issues and allows delegates to experience the complexities of oil spill management through practical and table-top exercises, says Dan Beyer, Lamor s Sales Manager Americas. Oil spill management The training of oil spill response personnel is an integral part of preparedness and response; a warehouse stocked with state-of-the art oil recovery equipment is of little or no use without the properly trained people to deploy and operate the equipment efficiently and effectively. In any oil spill incident and scenario, the response time is critical to the successful outcome of clean-up operations and its long-term impacts on eco-systems and environments, notes Beyer. The course objectives are to gain an understanding of the complexities of oil spill management and consider the political and media pressures, the safety issues concerning response personnel and the public and the post-operational requirements. Protecting with knowledge and skill The Galapagos Islands has been designated by the IMO as a Particularly Sensitive Sea Area 32 LAMOR NEWSREEL

33 LAMOR NEWSREEL 33

34 (PSSA) and therefore the protection of these areas are important to ensure that contingency plans and safety strategies are in place for the conservation of the eco-systems and marine environments. The Galapagos Islands is dependent on marine traffic for its subsistence and development. That said, an oil spill in the region would be a devastating impact on the islands and thus the IMO training provides us the necessary input to reduce risks and increase preparedness, says Lieutenant Víctor Bernis Llanos, Head of Environmental Management, Coast Guard of Ecuador. Moreover, the course strengthens the crew and staff officers in their respective areas of responsibility. Oil spill contingency plans will be implemented in the ports of Villamil, Seymour, Ayora and Baquerizo Moreno coupled with trained and skilled staff and equipment infrastructure, concludes Lt. Llanos. IMO s mission statement as stated in Resolution A.1011(26), which sets out the Strategic plan for the Organization (for the six year period 2010 to 2015): The mission of the IMO as a United Nations specialized agency is to promote safe, secure, environmentally sound, efficient and sustainable shipping through cooperation. This will be accomplished by adopting the highest practicable standards of maritime safety and security, efficiency of navigation and prevention and control of pollution from ships, as well as through consideration of the related legal matters and effective implementation of IMO s instruments with a view to their universal and uniform application. IMO s Particularly Sensitive Sea Areas (PSSA): Great Barrier Reef, Australia (1990) Sabana-Camagüey Archipelago in Cuba (1997) Malpelo Island, Colombia (2002) Florida Keys, US (2002) Wadden Sea, Denmark, Germany, Netherlands (2002) Paracas National Reserve, Peru (2003) Western European Waters (2004) Extension of the existing Great Barrier Reef - to include the Torres Strait -proposed by Australia and Papua New Guinea (2005) Canary Islands, Spain (2005) Galapagos Archipelago, Ecuador (2005) Baltic Sea area, Denmark, Estonia, Finland, Germany, Latvia, Lithuania, Poland and Sweden (2005) Papahānaumokuākea Marine National Monument, US (2007) 34 LAMOR NEWSREEL
