2 Personal Profile Hedayatullah Arbab Customs Specialist, USAID Trade Project MBA from Kabul University and MIB from Stanford CA Nine years of working experience with Private Sector, Afghan Government and Several International Organizations such as DFID and USAID Started work with Customs and Revenue Department of Ministry of Finance (MoF) since Focused on Revenue, Transport and Trade Facilitation Projects such as Afghan Revenue Generation Initiative, WTO Membership, and APTTA, SAFTA and TIR Implementation 2

3 TIR in Afghanistan Afghanistan is IRU Member since 1983 Afghanistan re-activated TIR on 4 September 2013 Afghanistan Chamber of Commerce and Industries (ACCI) is the main distributer of TIR Carnet Faisal Mirzakwal Transport and Logistic Company is the first TIR holder company in Afghanistan Afghanistan issued TIR 3 Carnets to Tajikistan(Halal Meat) and Kazakhstan(Sports Goods) Afghanistan received 428 TIR Carnets 3
