1 PRICES This section presents statistics items relating to (i) Index number of wholesale prices; (ii) Index number of consumer prices for (a) Industrial workers, (b) Urban non-manual employees (c) Agricultural labourers; and (d) Rural labourers Office of the Economic Adviser to the Government of India in the Ministry of Industry has been publishing the Index Number of Wholesale Prices with effect from January 10, 1942 onwards. The Consumer Price Index Numbers for Industrial Workers and for Agricultural Labourers and Rural Labourers are computed by the Labour Bureau,Ministry of Labour and are published in their monthly publication "Indian Labour Journal" and annual publication "Indian Labour Statistics". Index Numbers of Consumer Prices for Urban Non-manual Employees are prepared by the Central Statistical Organisation and published in the monthly publication 'Monthly Abstract of Statistics'. Table 3.1 (A) & (B) These tables provide data in respect of the revised (current) series of Index Numbers of Wholesale Prices in India with base =100. This series was introduced with effect from 1st April, 2000 on the basis of the recommendations of Working Group on Revision of Index Numbers of Wholesale Prices in India under the Chairmanship of Prof.. S.R. Hashim, Member, Planning Commission. This revised series replaced the hitherto operated Wholesale Price Index Series which had as its base year. The revised series ( ) has 435 items for which there are 1918 quotations. All items having large transactions in the economy have been included in the revised series to the extent feasible. Thus the revised series will have a substantially updated and representative basket of commodities as well as their varities/grades and markets. The coverage of the new series has been rationalised by incorporating important new items, dropping unimportant items and amalgamating items with those to which they are akin. 136 distinct new items have been added to the basket of the revised series, while 150 items have been dropped from the existing series. Thus 68% of the items/commodities are common in the existing and revised series. Some of the important items that enter the WPI commodities basket for the first time are Electricity for Railway Traction, Purified Terephthalic Acid(PTA), Injection Moulded Plastic Items, Oxygen Gas in Cylinder, Railway Sleepers (Cement product), Thinner, MSSS Ingots, Cold Rolled Sheets, LPG Cylinder, Jelly Filled Telephone Cables, Colour TV Sets, Computer and Computer based Systems. Some of the dropped items are Mica, Imported Petroleum Crude, Indigenous Petroleum Crude, Khadi, Handloom Cloth, Broad Gauge open Wagons, Wrist Watches. 59

Table 3.2 (A) & (B) These tables present the Consumer Price Index Number for Industrial Workers on base 1982=100 upto the year 2005 and on new base 2001=100 for the year 2006 in respect of various centres. The Labour Bureau has compiled the CPI( IW) in respect of previous series on base 1982=100 w.e.f. October 1988 to December, 2005 index in respect of 70 important industrial centres which formed part of an All India index and in respect of 6 additonal centeres. The new series on base : 2001=100 has been released w.e.f. January, 2006 in respect of 78 important centres in which workers belonging to 7 sectors viz. Factory, Mining, Plantation, Ports and Docks, Railways, Motor Transport Undertakings and Electrictiy generating and Distributing Establisments sectors have been covered. The weighting diagrams for the compilation of Consumer Price Index Numbers are based on the average consumption expenditure of the working class family as revealed by the Family Income and Expenditure Surveys conducted during for previous series on base 1982=100 and during for new series on base 2001=100. Uniform scientific procedure have been adopted under the guidance of Technical Advisory Committee on Statistics of Prices & Cost of Living (TAC on SPCL). The selection of markets, shops and outlets for the collection of retail price data at each of the centres, had been made on the basis of their popularity among the working class population after making on the spot investigations in collaboration with the respective State Govts. and representatives of employers and employees. The weighting pattern was derived at the centre-level and monthly indices are compiled every month. A weighted average All-India Index is also compiled every month. The weight assigned to each centre is determined by taking product of the average consumption expenditure and number of families represented by a centre as a ratio of sum of such product over all the centres. For further details regarding scope, methodology, etc., relating to new series of CPI(IW) on base :2001=100 a reference may be made to the April, 2006 issue of the 'Indian Labour Journal'. The monthly indices are also regularly published in the 'Indian Labour Journal'. Table 3.3 The table presents Consumer Price Index Number data with the base year =100, which is based on a family budget survey of the non-manual employees population conducted during at 59 selected centres of the country. The revised index is being issued from November 1987 onwards. A non-manual employee family for the purpose of this survey was defined as one "which derived 50 per cent or more of its total income during the reference month from the earnings of its members who are gainfully occupied as employees in non-manual work in non-agricultural sectors". These indices, measure the average change in consumer prices over time at a particular centre and cannot be used for comparison of costliness of different centres. Table 3.4 The agricultural year average Consumer Price Index Numbers for Agricultural and Rural Labourers on base =100 in respect of 20 States and all-india (General & Food group) for the years to have been presented. These index numbers measure the extent to which the retail prices of a fixed basket of goods and services consumed by agricultural and rural labourers has changed when compared to the base year. The weighting diagrams for the series have been derieved from the consumer expenditure data obtained from the fourth Rural Labour Enquiry (1983). Rural retail prices paid by agricultural /rural labourers are regularly collected through the staff of the Field Operation Division of the National Sample Survey Organisation from the selected shops of the selected markets serving 600 fixed sample villages spread over 20 States.
