New Castle County reserves the right to divide the award unless stated otherwise in the specifications. Awards, if any, will be made by the to the lowest and best responsible bidder. The County reserves the right to reject all bids and to waive minor irregularities. 2 Pursuant to County Ordinance , , and Delaware State Law, no contract will be awarded to any vendor unless before or in conjunction with the actual award of the contract to such vendor, has submitted proof satisfactory to the County or to the awarding agency, or the designated representative of the County or the awarding agency, as the case may be, that it and each and every subcontractor named by it in its bid, if any, will at the time it submits such proof have valid and effective licenses required by the State and the County, and the political subdivisions, if any, in which the project is located, and the United States government, in order for each of them (i) to do business therein; (ii) to comply with all tax laws thereof; and (iii) to perform the labor and/or supply the material involved in the performance of the contract. 3 New Castle County is seeking bids to purchase several Type III Ambulances. Detailed descriptions of the vehicles and equipment with all pertinent specifications are attached to this RFP. The County intends to lease the ambulance from a third party. Vendor shall possess a current valid State of Delaware business license before a contract is awarded. ANY EXCEPTIONS TO THIS BID MUST BE INDICATED AND EXPLAINED. BASIS OF AWARD OTHER The Division of Purchasing shall award this contract to the lowest responsible and responsive bidder(s) who best meets the terms and conditions of the bid. The award will be made on the basis of price, product evaluation, and prior history of service capability. The Division of Purchasing reserves the right to reject any or all bids in whole or in part, to make multiple awards, partial awards, award by types, award by sections, item by item, or lump sum total, whichever may be most advantageous to New Castle County. There is no guarantee that New Castle County will grant to any awardee any request for services and/or products. Pursuant to County Code, New Castle County reserves the right to purchase goods, contractual, and professional services from other governments and cooperative purchasing agreements when it is determined by the Office of Administrative Services to be in the best interest of the County. INDEMNITY Vendor shall indemnify, defend and hold harmless New Castle County from and against any and all claims, demands, suits, judgments, costs and expenses asserted by any person or persons, including but not limited to agents, employees, or volunteers of vendor, by reason of death or injury to persons, or loss or damage to property, resulting from operations or use of services, products, and/or equipment purchased hereunder, or sustained in or upon the premises of the County Bid # Page 3 of 19

4 NOTE It is the intent of New Castle County that minority-owned businesses shall have the maximum feasible opportunity to participate in the performance of contracts in the capacity of prime vendor. LICENSES AND TITLES DELIVERY Vendor shall deliver title applications to New Castle County Fleet Manager for his signature. Vendor shall then perform all title and registration work in accordance with our instructions. New Castle County requires the vendor to complete and deliver one vehicle for inspection and acceptance before production of the remaining vehicles. Delivery required 150 days after receipt of order. F.O.B. New Castle County Department of Special Services 100 Churchman's Road Attn: Fleet Manager New Castle County expects delivery to be met as indicated above. If bidder feels this delivery cannot be met, bidder shall so indicate in their proposal. New Castle County may make an exception. INSPECTION AND ACCEPTANCE Twenty-four (24) hours of notice prior to delivery is required. Upon delivery, each article will be inspected by an authorized representative of New Castle County. If found defective, or if it fails in any way to meet the specifications in the proposal, it will be rejected. Payment will be made net 30 upon acceptance Bid # Page 4 of 19

5 FORM OF PROPOSAL NEW CASTLE COUNTY On the attached form showing purchase price, estimated delivery date, and signed by an official of the firm. ADDITIONS New Castle County may require other vehicles, products, services and/or equipment not specifically listed, including, but not limited to ambulance, medic units etc. Vendor may be given the opportunity to provide a quote. Should New Castle County deem the quote to be noncompetitive, New Castle County reserves the right to seek proposals from other vendors. SUCCESSFUL BIDDER(S) The successful bidder shall not use the name of New Castle County in any advertising, nor shall the successful bidder affix to the vehicle, or cause to be affixed to the vehicle, any signing, imprint, decal or printing of the bidder's firm. FUNDING OUT The continuation of this contract is contingent upon funding appropriated by County Council. PRICES QUOTED The prices quoted are that for which the new article or service will be furnished F.O.B. point of delivery, and include all charges that may be imposed during the life of the contract. SERVICE MANUALS One complete set of manuals per like item to include: Service, Overhaul and Repairs, Vacuum and Wiring diagrams. Manuals must be delivered to the Garage Supervisor s office at the time of delivery of vehicles and equipment. Furnish all production line sheets to include manufacturer s part numbers and part descriptions for both vehicle and equipment, if applicable. (NO EXCEPTIONS WILL BE ALLOWED). M.S.D.S. 6 If required by State or Federal regulations, the successful vendor must provide the M.S.D.S. sheets to the Risk Management Division and to the requesting department. INSURANCE New Castle County requires proof of insurance showing automobile and general liability coverage. SUPPLIER DIVERSITY TRAINING New Castle County encourages supplier diversity among firms. Please provide information on your firm s effort to encourage supplier diversity in your workforce and in the selection of subcontractors. Fleet Operations requires maintenance training on the vehicles listed in this bid to maintain mechanics proficiency. Bid vendor will assist the New Castle County maintenance shop in receiving up-to-date training for the new model and be placed on manufacturer s listing for service bulletin updates. ADDITIONS New Castle County may require other related services, products, and/or equipment not specifically listed. Vendor may be given the opportunity to provide a quote. Should New Castle County deem the quote to be non-competitive, New Castle County reserves the right to seek proposals from other vendors. DELAWARE LABOR New Castle County encourages the use of Delaware Labor. SPECIFICATIONS A pre-production meeting will be held with the awarded vendor, NCC Purchasing, NCC EMS Manager, and NCC Fleet Services to review specs prior to manufacturing Bid # Page 6 of 19

7 WARRANTY AND SERVICE NEW CASTLE COUNTY Warranty start date will be the date of acceptance. The successful bidder shall have the capability of providing on-site warranty service within twenty-four (24) hours of notification regarding any warranty repair to include emergency vehicle modifications specified herein. The successful vendor must provide a written explanation of warranty service availability, including a point of contact for service requests. List extended warranty options. Shop manuals and "AS WIRED" wiring diagrams for the ambulance conversion are to be provided at the time of delivery. SPECIAL CONSIDERATIONS There is a 22 ft. total length restriction to be able to accommodate this vehicle into some of our stations. Other consideration shall be given that there is a 30 amp limitation to provide power to charge vehicle battery, as well as, charge electrical outlets that will be charging minimum of cardiac monitors, suction unit, and 12V cooler, hand lights, and portable radio battery charger. To have (1) seatbelt style strap from divider to front side of compartment to prevent objects from falling out while door is open. There should be enough room to place a Scoop Stretcher and (2) Backboards to the cab side of compartment (Customer Owned). o Oxygen bottle holder to hold M oxygen bottle. 10 The shelf above Oxygen is intended to hold 2 sets of head blocks for backboards (Customer Owned). Driver side middle compartment: 39 Height x 22 Deep x 28 Wide. This area to rear side shall be large enough to fit Stryker Stair Pro Model 6252 Stair Chair (To be provided by bidder). o Adjustable ¾ depth Shelf on cab side of compartment with 2 - inch lip all the way around shelf There shall be enough room to mount a Haligan bar vertically to cab side of compartment closest to exterior door in front of adjustable shelf (Customer Owned). Driver side rear compartment: Compartment to be interior / exterior access. 69" High x 20 Deep x 28 Wide with (3) Adjustable shelves with 2 lip. (1) 110 volt lighted hospital grade outlet and (1) 12 volt outlet to be located in center vertically and horizontally of rear side wall. Exterior door to be single hinged with height of compartment to stop just below warning Light. Passenger side front compartment: H eight to be as tall as allowable without interfering with previously specified HVAC unit. 34 Deep x 18 Fixed shelf at minimum 30 from base of compartment. Exterior door is to be single hinged. There shall be ( 3 ) adjustable shelves made of aluminum with 2" lips. (1) 110 volt lighted hospital grade outlet and (1) 12 volt outlet located above fixed shelf and (1) 110 volt lighted hospital grade outlet and (1) 12 volt outlet located below fixed shelf. Interior side of compartment shall have (2) full height doors with Plexiglass inserts and latches. Passenger side rear compartment: Compartment to be interior/exterior access. 69" High x 20 Deep x 28 Wide with (3) Adjustable shelves with 2 lip. (1) 110 volt lighted outlet and (1) 12 volt outlet to be located in center height of rear side wall. 11 PATIENT COMPARTMENT Ceiling grab rail is single stainless steel rail 72 long. Electrical cabinet to be directly behind the oxygen compartment facing into the aisle. ProAir Frigking 313 Model /12v AC/heat unit to be above front passenger side interior/exterior compartment. Condenser to be mounted on the front of the body above the cab. A shroud shall be integral with the installation so all the requested Whelen 900 Series front warning lights can be accommodated. A ProAir Digital Mini Automatic Thermostat Model shall be installed in action area. The unit shall be wired to shoreline to provide axillary heat and cooling when plugged into shoreline and vehicle motor is turned off. All interior cabinet shelves to be painted aluminum. Floor of patient compartment is to be composite sub floor in replace of wood. The floor shall be strengthened and the sub floor the proper height to allow for future installation of the Stryker power load system. There shall be a high back attendant s seat with retractable high mobility restraint seatbelt system located at the head of the cot with an integral child safety seat and storage base. The manufacturer s standard vacuum system is acceptable with using OHIO style vacuum outlet if needed. The provisions for vacuum outlet and suction canister are to be located in the action area. Action area counters to be Corian or equivalent with lip. Intelitec Digital Clock mounted in action area. (1) 4 Round Silho-X LED light model TecNiq Series E06-WS00-1 mounted to base of cabinet above action area with separate switch. Full depth cabinet above action area and above both rear interior / exterior access compartments with Plexiglass sliding doors with (1) adjustable shelf. The CPR seat on driver side shall be a double seat minimum of 36 wide with (2) EVS Model 1505 retractable high mobility restraint seatbelt system if possible. Seat shall begin at interior / exterior compartment forward. It shall have 1 hinged lid to allow access to storage area under seat. The bench lid shall have a positive closure so the lid does not open in the event of an accident, and shall also have a positive hold open device to support the lid in an open position to access the storage area Bid # Page 11 of 19

12 Passenger side to be squad bench total length from entry door to rear interior / exterior compartment. It shall have one ( 1 ) hinged lid to allow access to storage area under seat. The bench lid shall have a positive closure so the lid does not open in the event of an accident, and shall also have a positive hold open device to support the lid in an open position to access the storage area. There is to be a removable web style restraint system located at end of squad bench to prevent attendant s from sliding off the end of the bench. Squad bench is to have a minimum of two (2) seated positions with an EVS Model 1505 five point retractable high mobility restraint seatbelt system. There shall be (2) Ferno Model 521 oxygen bottle brackets installed recessed under bench seat side of step well area at the head of the squad bench, but below the floor level of the bench to store (2) customer D size oxygen bottles. There shall be an LED light placed in step well of side entry to illuminate step well area when side entry door is opened. Glove box holder to be located above side entry door to be able to contain minimum of (3) boxes of gloves. The left and right rear inside/ outside access compartments are to have an easily removable web style restraint system to prevent equipment stored in the compartments from entering the patient compartment in the event of an accident. Cabinet above squad bench and CPR seat with Plexiglass sliding doors. Cabinet height and depth are to be the maximum possible and still meet current KKK 1822 specifications for cabinetry over seated area. There shall be (4) OHIO style oxygen outlets, (2) in action area, (1) at the head of squad bench under squad bench overhead compartment, and (1) in ceiling in area of head of stretcher. There shall be (8) Whelen 80C0EHCR Super LED interior dome lights, (4) lights evenly spaced on each side of center strip. They shall have high/low switching capabilities. 15 minute check out timer for interior dome lights switch located above squad bench near side entry door. There shall be (2) 110 volt lighted hospital grade outlets in patient compartment, (1) in action area and (1) above squad bench near side entry door. There shall be (1) 12-volt outlet in action area wired hot to battery Bid # Page 12 of 19

13 (2) CAST IV hangers recessed in ceiling of body one on either side of grab rail middle way of stretcher placement. All upholstery in patient compartment shall be maroon in color. All formica is to be gray in color. ADDITIONAL EQUIPMENT Marineco 30 AMP volt shoreline inlet located on the driver side front of the body so that the cab door does not interfere with its operation. Provide and install Vanner CUL-DC Ambulance combination 1000 watt inverter with integral 55 amp battery charger. This should be wired to maintain power to 110 volt receptacles energized at all times. Each wiring circuit shall that powers a set of 110 volt outlets shall have (1) of the 110 outlet as a GFI. A solenoid or other suitable device will be installed to prevent the vehicle from being started if plugged into shore power. A relay will be mounted in the electrical cabinet to interrupt the control circuit of the starter solenoid. The relay will be (110-volt coil, Double Pole/Double Throw), and will interrupt the control circuit from the vehicle ignition to the starter solenoid. When the vehicle is plugged into shore power, this relay will prevent the ignition source from energizing the starter solenoid or other device. This 110-volt relay will be of the plug in type with two poles N/O and two poles N/C. Contacts will be rated at 12-volt, 10 amp minimum. A manual override switch to this circuit shall be installed under the hood. Red indicator light above plug to illuminate when shoreline is plugged into vehicle and receiving power. Weatherproof on/off switch mounted just below shoreline plug to be able to turn shoreline plug on after plugged in and turn off prior to removing plug. There shall be (1) Motorola 800mhz radio with (2) remote heads provided by New Castle County. The selected bidder will be responsible for providing all necessary antennas, power cables and speakers for proper installation of the radio equipment. (1) radio head shall be installed and functioning in the front console and (1) radio head shall be installed and functioning in the rear patient compartment at a location to be determined after bid award Bid # Page 13 of 19

14 Provide and install the necessary mount, docking station and GPS equipment for a New Castle County provided laptop computer. Provide and install Motorola WPLN7080A APX IMPRES Single Unit Charger/Conditioner with optional Motorola HLN9719 for mobile use. This is to be wired to battery hot at all times. The location is to be determined after bid award. Provide and install (2) Streamlight Model Survivor LED hand lights with 12v fast chargers. Location to be determined after bid award. Provide front console Not to exceed 15 wide between seats to hold front switch control panel Motorola 800mhz radio, traffic advisory controls, siren controls, Opticom Switch, map holder large enough to hold up to 6 ADC map books, each book dimension is 10x1/2 x 15 x 1/2 thick and (2) large cup holders. Console design, layout and dimensions shall be approved by New Castle County EMS prior to construction and installation of console. Provide and Install SoundOff ECVDMLOO dome light, red LED and clear incandescent on the cab head liner between the front sun visors. Provide and install a Federal Signal back-up camera system CAMSETT56-NTSC-2 with 5.6 display mounted as far forward on the cab headliner between the front sun visors as possible. This is so a replacement mount bracket will not be needed if the windshield needs to be replaced. Back-up alarm to be installed with momentary cut - off switch. Back-up alarm will reset automatically after vehicle has been placed in gear. Identify switch on console. Provide and install Whelen TANF85RB traffic advisor light above rear scene lights and auxiliary brake light and below drip rail. Control for light is to be installed in front console. Provide and install rear rubber dock bumpers. This item does not have to be included into the length restriction. Stryker Stretcher: Provide and install a Stryker Power-Pro XT Stretcher Model Install Stryker Stretcher mount (center position only) and safety hook Provide and install Roto Grip snow chains for rear drive tires. EMERGENCY WARNING EQUIPMENT Bid # Page 14 of 19

15 GRILLE LIGHTS: There shall be (4) Whelen LINZ6J super LED red/blue split with clear lenses grille lights installed as per QVM standards in the front grille area using the CAST products aluminum mounts. They shall be wired direct with the fender lights and synchronized so the red halves and blue haves will alternate. FENDER LIGHTS: There shall be (1) Whelen 70BR6FCR red/blue super LED light with clear lenses and chrome plated flange installed on each front fender. They shall be wired direct and set for the fast alternating flash pattern. Label the switch for fender and grille lights as Front flashing. FRONT BAR: There shall be (7) evenly spaced Whelen 900 series super LED lights across the front of the body all having chrome plated flanges. (4) shall be 90RB5FCR split red/blue with clear lenses and (3) 90RC5FCR white with a clear lens to be installed in between each red/blue light. The lights shall be wired direct, and the pattern one half of each light will be one half fast flash, and the other half will be signal alert flash pattern. Install the lights so the first and last light has the signal alert pattern on top. Then install the remaining lights so the pattern is opposite of the light next to it. Label the switch for these lights as Front Light Bar. UPPER BOX SIDE LIGHTS: There are to be (2) Whelen 90BR5FCR red/blue super LED lights with clear lenses and chrome plated flanges on each side of the body with one light in each upper corner of the body. Set the patterns the same as the front body lights, but install so the half set to the signal alert pattern is on top. ABOVE REAR WHEEL LIGHTS: There are to be (1) Whelen 70BR6FCR super LED light with clear lenses and chrome plated flange installed over each rear wheel on body. They shall be wired direct and set for the fast alternating flash pattern. Label the switch for upper box side lights and above rear wheel lights as Flashing Lights. There are to be (4) Whelen 90COENZR super LED gradient OPti-Scene lights with chrome plated flanges installed (2) on each side of the body. They will be controlled by (2) switches Left Flood and Right Flood. The Right Flood scene lights shall illuminate while the side entry door is open. The light closest to rear of each side of body shall also illuminate when vehicle is placed in reverse. There are to be (2) Whelen 70C0ELZR super LED gradient OPti-Scene lights with chrome plated flanges installed just above the rear entry doors. They will be controlled by (1) switch Rear Flood. These lights shall illuminate while the rear entry doors are open Bid # Page 15 of 19

16 REAR LIGHTS: There are to be (4) Whelen 90RA5FCR Super LED light with clear lenses and chrome plated flanges on the rear of the body. The lights shall be wired direct, and the pattern one half of each light will be one half fast flash and the other half will be signal alert flash pattern. AUXILIARY BRAKE LIGHT: There is to be (1) Whelen 70R02SCR all red Super LED light with red lenses and chrome plated flange in center of body just above rear entry doors between rear scene lights. This light will have a separate flasher and will flash independent of all other lights. It will also illuminate solid always with brake lights and return to flash when brakes are released if emergency lights are activated. If emergency lights are not activated, light shall still illuminate solid with brake lights. Label the switch for rear lights and auxiliary brake lights as Rear Flasher. All 900 series Super LED Warning lights shall have red portion of light on top. Side and rear entry door to have Whelen LINZ61 split amber light with alternating flash pattern mounted at bottom farthest point from entry opening when doors are open to illuminate when any of these doors are opened. There shall be a GTT 792D Opticom installed on front of ambulance body between the roof of cab and the warning lights. This system must include the Delaware Switch and the EFCM module. The switch will be installed in the front control console and include the park cutoff feature. The stop/tail lights shall be Whelen 60R00XRR, the turn lights shall be Whelen 60A00TAR, and the back-up lights shall be Whelen 60C00WCR located on the rear of the body with the turn lights on top and the back-up lights on bottom and brake/tail light in the middle of the stack. The siren is to be Whelen 295SLA1 using (1) CAST Products 100 Watt flush mount bumper speaker. The siren shall have the horn/siren capability. A secondary siren system shall also be installed and wired to (1) CAST products 100 watt flush mount bumper speaker. This siren shall be a Whelen Model ALPHASLwith the Model ALPHA3 switch. RUMBLER INTERSECTION-CLEARING SYSTEM: Install in accordance with the manufacturer s specifications a complete Rumbler intersection-clearing system consisting of an amplifier, with built-in timer and two subwoofers.
