2 1.0 INFORMATION FOR RFP 1.1 BACKGROUND The Municipality of Red Lake invites proposals for the Supply and Delivery of One (1) Tractor Unit, in accordance with the specifications attached. The delivery of the tractor unit will also include the pick-up and delivery of (1) gravel trailer 1.2 SUBMISSION OF RFP Two original copies of the RFP must be submitted no later than 2:00 p.m. Local Time on Wednesday, November 9, 2011, to the following address: Municipality of Red Lake 2 Fifth Street P. THE MUNICIPALITY OF RED LAKE RESERVES THE RIGHT TO REJECT ANY OR ALL BIDS, TO WAIVE IRREGULARITIES AND INFORMALITIES THEREIN, AND TO AWARD THE RFP IN THE BEST INTEREST OF THE OWNER IN IT S SOLE UNFETTERED DISCRETION Withdrawal or Substitution of Submission A Bidder may withdraw or substitute all or part of it s submission at any time up to the official closing time. The last submission shall supersede and invalidate all prior submissions. 3 All six parts shall remain bound together and submitted in their entirety. Page 1 and 4 thru 9 are to be completed by the Bidder. Reply on the specifications may be completed on a separate page. 1.3 VALIDITY OF RFPs The Bidder agrees that this RFP and the prices quoted in the RFP Unit Price are valid and open for acceptance by the Municipality of Red Lake for a period of 90 calendar days from the date of opening RFPs. 1.4 INQUIRIES/SUPPLEMENTAL INFORMATION Any questions regarding the RFP should be in writing via and addressed to Todd Olson - Operations Superintendent of the Municipality of Red Lake. (todd.olson@redlake.ca) All questions must be received at least 5 days prior to the RFP closing. The questions and answers will be forwarded to Bidders, in the form of an addendum. No oral answers or interpretations from any source unless confirmed by addenda shall modify these document or be binding. 1.5 EQUIPMENT SERVICE All Bidders must be capable of providing service and have the availability of parts for the equipment as per Section 3.0 and 4.0. This will be a factor in deciding the winning RFP. Minimum Bid Specifications for (1) Tractor Unit Unit bid shall be currently advertised and produced model with all the latest standard features whether or not called for in these specifications. Standard equipment shall be defined in current manufacturer s literature. (Provide current brochure / specifications of the unit bid) Indicate compliance with circling either a YES or NO answer. A YES answer indicates 100% compliance with the entire statement. Manufacturer s bid is allowed to meet, or exceed, stated specifications, unless otherwise qualified. Explain NO answers in detail on a separate page, clearly referencing the relevant non-conforming. 3

4 A) GENERAL 1. Unit bid shall consist of a diesel driven, tandem axle tractor unit with fifth wheel plate 2. Capable of local gravel deliveries with end dump trailer. 3. Future considerations for highway use, attention to weight for maximum payload. B) ENGINE & EQUIPMENT 1. Unit shall meet all emission requirements for diesel engines. 2. Minimum 450hp engine with interbrake, diagnostic plug for data link. Maximum speed must be limited to Ontario regulation. Engine protection shutdown. Cruise control with auto resume. 3. Air cleaner; mounted under hood w/ pop up air restriction indicator. 4. Cooling module; On-off fan hub, nylon fan blade, translucent top tank, silicone hoses w/ constant torque clamps, long life coolant. 5. Radiator winter front supplied as well as bug screen mounted between hood and grill. 6. Preferred tailpipe exhaust but accepted single stack exhaust if interference due to heat with wet kit components. 7. Block heater (120V 1500W) w/ plug under door, engine oil pan heater (120V 300W) w/ plug under door. 8. Alternator; 160 amp, brush type only. 9. Externally mounted batteries with 12 volt electrical system. Centralized power distribution incorporating plug in style relays. Circuit protection for serviceability, 12-volt light system w/circuit protection circuits number & color coded. C) TRANSMISSION & CLUTCH 1. Transmission; Fuller RTLO16918B 18-speed transmission with oil cooler & pump. Standard with synthetic lubricants. 2. Eaton 4 paddle ceramic 1650lb-ft. Manual adjust clutch cover. Torque limiting clutch brake. Severe duty pilot bearing. Synthetic lubrication for Eaton Fuller and axles. Extended grease fitting. Grease bank for clutch and cross shaft. 3. Driveline; 2 heavy-duty with 1 center bearing. 4. Chassis to be fitted with transmission PTO. 4

5 D) TIRES 1. 11R22.5 front and rear tires (Rear tire/rim quantity: 8). Drive tires to be of open shoulder design. (1) Rim and drive tire as offered on truck to be supplied. All tires to be of Michelin brand x8.25 aluminum, hub pilot mount. 7300lb. maximum rating. This style rim to be used for all steering and drive tires. E) FRONT AXLE & EQUIPMENT 1. Dana Spicer E-1322W Front Axle rated 13.2K 2. Front Brakes 14,600 lbs. Bendix ES S-cam 16-1/2x5 in. w/ dust shields 3. Front brake drums 14,600 lbs. 16-1/2 in. cast. 4. Priced optional on price page would be (1) wildlife bumper that would require 2 removable tow hooks to flip down bumper and grill allowing access to opening the hood. If 5

Fuel capacity shall easily accommodate return trip and delays of planned hauling route. 2. Medium round DEF tank. 18 gallons. This capacity will accommodate two diesel re-fillings for every DEF re-filling. 3. DEF tank location is on the LH gal fuel tank RH behind cab gal fuel tank LH behind cab 6.
