2 SAFETY EQUIPMENT SPECIFICATIONS FOR A NEW 2016 SIX WHEEL DRIVE ARTICULATED MOTOR GRADER WITH SNOW GATE GENERAL PROVISIONS INTENT The intent of these specifications is to describe one (1) 2016 model, or later, new and unused, SIX WHEEL DRIVE ARTICULATED MOTOR GRADER WITH SNOW GATE meeting the following minimum specifications considered necessary to perform the work assigned. GENERAL All component parts furnished shall be new, unused and the same as the manufacturer's current production model. Equipment, accessories, component parts and work not specifically mentioned in these specifications, but necessary to furnish a complete unit, shall also be provided as though they were specifically mentioned and delineated. Assemblies, subassemblies and component parts shall be standard and interchangeable throughout the unit specified. COMPOSITION OF THE BID The bid price shall include all labor, component parts, equipment and services required to fully complete and deliver the specified unit. The prices quoted on the bid schedule shall be firm quotes and shall be the total price as stipulated above. BID FORMS All bidders must use the forms provided by the City of Watertown. Bidders must submit completed bid proposal forms in a sealed envelope or packet clearly marked on the outside: "BID FOR SIX WHEEL DRIVE ARTICULATED MOTOR GRADER WITH SNOW GATE." Additional specifications and bid proposal forms may be obtained at the Finance Department Office, 23 Second Street NE, Watertown, South Dakota, or by phoning (605) BID CLARIFICATION Bidders may contact the Street Department at (605) for additional clarification of these specifications. Request for such clarification should reach the Street Department no later than five (5) working (M-F) days before the date on which bids are due. Prior to submission of bids, any ambiguities in the specifications shall be brought to the attention of the Street Department. If necessary, an addendum will be issued to give effect to such clarification. The proposed Six Wheel Drive Articulated Motor Grader and Snow Gate shall include all Federal government required safety equipment. Page 2 of 9

3 BID PROPOSAL In their proposal, Bidders will be required to state the make, model, engine size and other pertinent data asked for in the proposal forms with reference to the equipment they propose to furnish. All bids must be submitted on the forms furnished by the City. These forms may be obtained from the office of the Finance Department located at 23 2 nd Street NE, or the Watertown Street Department Located at 730 Arrow Avenue, DELIVERY AND TRANSPORTATION The bid price for the complete unit will include freight designated FOB Watertown, SD. The bidder shall be required to pay all costs in transportation, delivery and set up of the complete unit ready for use, to the City of Watertown Street Department. The successful bidder shall deliver and set up the complete unit ready for use, within 90 days from the date of Watertown City Council taking action to award the contract. Penalty of $ per day may be assessed for each calendar day delivery exceeds 90 days. Penalty may be assessed until the unit is accepted, and no incomplete unit will be accepted. TAXATION The City of Watertown is exempt from all Federal, State or Local taxation. The City shall not be liable for additional payment to defer the cost of any tax or other imposition that might be made by Federal, State or Local taxing authorities. DISPOSITION OF BIDS No bidder may withdraw a submitted bid for a period of thirty (30) days after the date of the opening of the bids. The City Council of the City of Watertown, South Dakota, reserves the right to reject any or all bids or to waive any irregularities in any bid. INSTRUCTIONS: The unit bid will meet or exceed the following minimum specifications. Bidder shall complete every space with a check mark in the specifications YES column to indicate if the bid is exactly as specified. If not, the NO column must be checked and a detailed description of the basis for indicating NO must be provided. The city will evaluate and determine if the exception meets or exceeds the specification. Page 3 of 9

Bidder shall maintain a complete service center in South Dakota. 3. The manufacturer shall furnish all standard equipment advertised, whether or not specifically called for and listed below, except where optional over standard or conflicting equipment is specified. 4. The Motor Grader shall be delivered fully operational and fully lubricated with proper lubricants. The Snow Gate shall be attached and fully operational. A Henke Hi-Gate snow gate shall be attached to the motor grader and fully functional Safety Equipment: 1. The proposed grader shall include all Federal Government required safety equipment. Additional Requirements: 1. The City of Watertown reserves the right to inspect and observe a demonstration of the grader bid and select the machine that appears to be the most advantageous to the City. Warranty: 1. Unit bid shall have seven (7) year, or 4000 hour, 100% unconditional warranty on all parts, labor, travel and other expenses associated with repair of warranted items. Transportation of unit to and from service center for warranty work shall be covered under warranty. Warranty work may be completed at our Watertown facility, if space is available. Normal wear items are bulbs, tires, tubes, cutting edges, oil, filters, grease, glass, theft and vandalism and shall be excluded. A copy of the manufacturer s warranty shall be submitted with the bid. 2. The successful bidder shall supply one (1) each of the following in CD or paper form: Parts manual, Operators manual, Shop Technical manual, and Service manual. Manuals must cover all components of the unit bid. 3. In the event that the machine shall be down for warranted repairs for a period exceeding 48 hours, the bidder shall furnish, at no cost to the purchaser, a machine of comparable specs to the purchaser for the duration of the repair period. Transportation & Delivery: 1. The bidder shall be required to pay all costs in transporting and delivery of the complete unit ready for use, to the City of Watertown, Street Department. 2. The successful bidder shall deliver the grader as specified on the date designated by Page 7 of 9
