1 OIL HANDLING SYSTEMS Oil is treated and stored at HI 376 A before it is pumped through a LACT unit to the Departing Oil Pipeline. The Oil Handling System is composed of the Primary Oil Handling System and the Secondary Oil Handling system. The Primary Oil Handling System consists of all equipment associated with oil treatment and storage; Chemical Electric Treater (NBK-3300), Oil Storage Tank (ABJ-1250), Over Flow Oil Tank (ABJ-1260) and the manually operated bottoms pump on each tank. The Secondary Oil Handling System includes the components involved in sending the oil down the pipeline; the LACT Pumps (PBA-2030/2040), LACT Skid, Pipeline Pumps (PAX-2220/2210/2140/2150) and the Departing Oil Pipeline (KAH-7030). Primary Oil Handling System: Oil discharged from the Oil Separators is dumped to the Chemical Electric Treater. Water separated from the oil is dumped to the Water Skimmer (MBM-1060). Oil discharged from the Treater flows to the Oil Storage Tank. Once a sufficient level has accumulated in the Storage Tank, the Secondary Oil Handling System is activated to ship the oil down the Departing Oil Pipeline. The Overflow Oil Tank is common with the Oil Storage Tank and handles excess input. A manually operated pump is installed at each tank to circulate the tank bottom back to the Chemical Electric Treater. Secondary Oil Treating System: When the Secondary Oil Handling System receives a run signal, the LACT Pumps (PBA-2030/2040) send the oil through the LACT Skid to the suction of the Pipeline pumps (PAX-2220/2140/2210/2150). The Pipeline Pumps discharge to the Departing Oil Pipeline (KAH-7030). The pipeline is protected from overpressure by a PSH and PSV on each of the Pipeline Pumps. 6 Departing Oil Pipeline (KAH-7030) Segment No carries oil away from HI 376 A to Amoco. 2 PRIMARY OIL HANDLING SYSTEM: A. PRE-STARTUP PROCEDURES NOTICE: Refer to Preliminary Considerations in SECTION 3, PART A before beginning any start-up procedures. 1. Verify that all vent and drain valves on the primary system pressurized components are closed a. Chemical Electric Treater, NBK Verify that all drain valves and non-process vents on the primary system atmospheric components are closed a. Oil Storage Tank, ABJ-1250 b. Overflow Oil Tank, ABJ Verify manual valves are open or closed as necessary to correctly direct flow through the primary system components a. Inputs open from Separator oil dumps to the Chemical Electric Treater b. Chemical Electric Treater water dump lined up to the Water Skimmer c. Chemical Electric Treater oil outlet lined up to the Oil Storage Tank 4. Verify that all liquid level controllers, pressure controllers and control valves are in service and ready for flow a. Chemical Electric Treater, NBK-3300 Oil outlet LC/LCV Water dump LC/LCVs Pad gas inlet PCV Pad gas relief PCVs 5. Verify primary atmospheric component outlets/pumps are ready for service (if necessary) NOTICE: If the facility start-up is performed before pre-startup or start-up procedures are completed for the Secondary Oil Handling System, you must monitor the level in the Good Oil Tank to ensure the Secondary Oil Handling System is in-service before the pipeline pump run signal comes on. Verify that no safety devices are bypassed beyond those that must b. Pull to reset the Chem. Elect. Treater Group #1 relay on the MCP c. Pull to reset the Chem. Elect. Treater Group #2 relay on the MCP d. Reset the breaker in the MCC for the electrostatic grids e. Reset BS&W on alarm side f. 5 SECONDARY OIL HANDLING SYSTEM: C. PRE-STARTUP PROCEDURES 1. Verify all vent and drain valves in all system components are closed a. LACT Pumps, PBA-2030/2040 b. LACT Skid c. Pipeline Pumps, PAX-2220/2140/2210/2150 d. Departing Oil Pipeline, KAH Verify that all liquid level controllers, pressure controllers and control valves are in-service and prepared for flow a. Run Signal at Oil Storage Tank b. Pipeline Pumps suction PCV 3. Verify manual valves are open or closed as necessary to correctly direct flow through the Secondary Oil Handling System a. Oil outlet from the Oil Storage Tank lined up to the LACT Pumps suction b. Flow passes through the LACT Skid to the suction of the Pipeline Pumps c. Manually open starting air to Pipeline pump] c. Hold the Pull to Run relay on Pipeline Pump panel d. Verify the fuel shutdown is reset e. 7 4. LACT Pumps and LACT Skid a. Verify the desired pump and meter are selected at the LACT Panel b. Verify that no safety devices are bypassed beyond those that must c. Pull to reset the LACT Pump Group relay on the MCP d. Monitor and place safety devices in service as they clear device mst be continuously monitored at all times while the safety 5. Verify that the Secondary Oil Handling System operates as required when level in Oil Storage Tank reaches pump start setting 6. Immediately begin using Normal Operating Procedures to continue to monitoring system REFER TO: SECTION 5, PART E Rev: 0 Date: 11/11/11 Page 7 of 8 HI A-376 A
8 E. SHUT-DOWN PROCEDURES NOTICE: Refer to Preliminary Considerations in SECTION 4, PART A before beginning any shut-down procedures. 1. The Treater and/or Oil Storage/Over Flow Tanks require a process shut-in REFER TO: SECTION 4 (Facility Shutdown Procedure) 2. If necessary, manually activate the pump run signal at the Oil Storage Tank to pump down the level in the tank before shut-down of the Secondary Oil Handling System NOTICE: Shut-down of the Secondary Oil Handling System will cause a level to accumulate in the Oil Storage Tank. The system must be returned to service before a high level or additional shutdowns will be required. 3. To shutdown the Secondary Oil Handling System, push to close the following relays at the MCP to shut-down the system components: a. Push to close the LACT Pump Group relay on the MCP b. Push to close the relays for the Pipeline Pump(s) on the MCP c. Push to close the Oil Pipeline relay on the MCP 4. Close manual valves as necessary to further isolate individual system components 5. Open manual bleed valves as necessary to bleed down components WARNING: Use appropriate fluid collection when draining components. NOTICE: If shut-down was performed as preparation for maintenance work, or if the cause of the shutdown requires corrective action/repair, continue with Lock Out/Tag Out (LO/TO) Procedures REFER TO: Fieldwood Safe Work Practices for LO/TO (Section D Chapter 5) (can be found on the Fieldwood SEMS Portal) Rev: 0 Date: 11/11/11 Page 8 of 8 HI A-376 A
