5 A. NAME OF THE PROJECT: Bayfield 115/46 kv Transformer Replacement (CPCN Not Required: C ) B. FUNCTION OF THE PROJECT: To serve new industrial load, mainly for the San Juan Basin Project, and native load growth in the area between Bayfield and Pagosa Substations. Tri-State will remove the existing transformer and replace it with a new 115/46 kv, 21/28/35 MVA transformer. Tri-State will also upgrade the 46 kv circuit breaker, disconnect switches, line switches, and instrument transformers. C. ACTUAL COST OF THE PROJECT: $2,486,000 Actual Tri-State Cost: $2,189,000 E. 6 A. NAME OF THE PROJECT: Deering Lake 115 kv Delivery Point (CPCN Not Required: C ) B. FUNCTION OF THE PROJECT: Y-W Electric Association (YW) and Tri-State have planned a joint project to rebuild Tri-State s existing Deering Lake Station and relocate/install certain YW facilities at that site. Such a project will: 1) replace YW s need to rebuild and replace its facilities at the existing Yuma Substation, 2) allow Tri-State to avoid Network Service costs presently being paid to others for transmission service to Yuma, and 3) improve existing design/reliability deficiencies at both the Yuma and Deering Lake stations. The project at Deering Lake will include: 1) expanding the four breaker 115 kv ring bus to a six breaker ring, 2) constructing a three breaker 69 kv ring bus, 3) relocating the existing 115/69 kv 31 MVA transformer from Yuma to Deering Lake, 4) installing a second 115/69 kv 21/28/35 MVA transformer and a new 115/12.5 kv 10/12.5 MVA transformer. Tri-State considers the project to be in the ordinary course of business since the facilities will be designed for 115 kv and below. The facilities associated with the Deering Lake 115 kv Delivery Point project are load-serving facilities and do not materially affect Tri-State s 10-year Plan as presented in its PUC 3627 filing. C. 7 A. NAME OF THE PROJECT: Lamar 2 nd 230/115 kv Transformer (CPCN Not Required: C ) B. FUNCTION OF THE PROJECT: The project involves adding a new 230/115 kv 150 MVA transformer to the existing Lamar Substation and sectionalizing the existing 230/115 kv transformer bank with the addition of three 230 kv breakers and three 115 kv breakers. The existing transmission system between the Boone and Lamar substations consists of a 230 kv line, a 115 kv load serving loop, an underlying 69 kv sub-transmission system, and generation facilities. Planning studies have investigated the performance of the transmission and subtransmission system in the Lamar area without the availability of the Lamar generators. The Lamar generators have a combined rating of 44 MW and are connected to the 69 kv subtransmission system. Their availability greatly affects the load serving capability of the local subtransmission system. Studies have found that for certain system conditions, voltage collapse in the Boone-Lamar area is possible during a Lamar 230/115 kv transformer outage when the Lamar generators are out of service. The addition of a second transformer at Lamar will provide critical backup for a loss of the existing Lamar transformer bank. The sectionalizing will prevent simultaneous loss of the Lamar- Willow Creek and Lamar-Vilas 115 kv lines for certain system conditions. The facilities associated with the Lamar 2 nd 230/115 kv Transformer project do not materially affect Tri-State s 10-year Plan as presented in its PUC 3627 filing. C. FUNCTION OF THE PROJECT: Phase III will provide transmission service between Bromley and Prairie Center by constructing a 115 kv overhead line, about 3.5 miles, using 795 MCM ACSR designed for 100 C, from Bromley Sub to Prairie Center Sub. NAME OF THE PROJECT: LPEA-San Juan Project (CPCN Determination Filing Required: C ) (Submitted in Rule 3627 Filing) SUSPENDED Changes in regional load forecasts and uncertainty regarding recent federal regulations have prompted Tri-State to re-evaluate the electric transmission system needs in the San Juan Basin area of Colorado and New Mexico. B. FUNCTION OF THE PROJECT: Tri-State member La Plata Electric Association, Inc. (LPEA) has potential for substantial load growth in the area near Ignacio, Colorado in the next few years. LPEA has requested modified or new points of delivery on the Tri-State transmission system to accommodate 100 MW of new industrial load plus the normal load growth of its existing customers. The LPEA-San Juan Project proposes a new 230 kv transmission source extending from Shiprock, New Mexico to southwest Colorado and consists of several transmission system improvements as follows: Shiprock-Kiffen Canyon 230 kv line (New Mexico) Shiprock termination and transformer (New Mexico) Kiffen Canyon 230 kv Substation and phase shifters (New Mexico) Kiffen Canyon-Iron Horse 230 kv line (partly in New Mexico) Iron Horse 230 kv Substation Iron Horse 115 kv Substation and 15 MVAR capacitor The project will augment the existing transmission system to provide adequate and reliable service to LPEA loads, as well as provide for load growth of Tri-State Members Empire Electric Association and San Miguel Power Association, Inc. 12 A. NAME OF THE PROJECT: Burlington-Lamar Project (CPCN Granted April 9, 2015: C ) (Submitted in Rule 3627 Filing) B. FUNCTION OF THE PROJECT: The project consists of a new 230 kv transmission line, approximately 103 miles in length, from the existing Burlington Substation to the existing Lamar Substation. The line will be constructed with 1272 MCM ACSR conductor with a maximum design temperature of 100 degrees C (1538 amperes) (612 MVA). The Project will alleviate existing and anticipated transmission constraints and reliability issues in the Lamar area in a manner that aligns with strategic transmission initiatives in eastern Colorado. The Project will provide increased operational flexibility for maintenance outages, better system performance during contingencies and reduce regional losses. The Project will also increase transmission capacity in a region with a high potential for new wind resources. C. ESTIMATED COST OF THE PROJECT: $53,242,000 Estimated Tri-State Cost: $53,242,000 E. 13 A. NAME OF THE PROJECT: Burlington-Wray 230 kv Line (CPCN Granted January 12, 2011: C ) (Submitted in Rule 3627 Filing) B. FUNCTION OF THE PROJECT: The project will consist of constructing a new single-circuit 230 kv transmission line from the existing Burlington Substation to the existing Wray Substation, both owned by Tri-State. The line will complete a 230 kv loop through eastern Colorado. The existing Burlington - Bonny Ck South Fork - Idalia Vernon Tap - Wray 115 kv line conductor is Hawk 477 ACSR built for 75 C and is rated at only 120 MVA. This line is currently a weak link in the Tri-State eastern Colorado system and limits Tri-State s ability to economically dispatch existing generation in eastern Colorado. The new line will correct this transmission deficiency and will accommodate renewable generation resources in the Wray and Burlington areas. The new line will electrically parallel the existing 115 kv line and will be approximately 72 miles long. The line will be constructed with 1272 MCM ACSR conductor with a maximum design temperature of 100 degrees C (1538 amperes) (612 MVA). C. 14 A. NAME OF THE PROJECT: Empire 115/24 kv Delivery Point (CPCN Not Required: C ) B. FUNCTION OF THE PROJECT: The project involves the addition of a new 115/24.9 kv 15 MVA transformer and associated 24.9 kv switchgear and metering to the existing Empire Substation for service to Empire Electric Association. The new transformer and delivery point will facilitate the retirement of the existing 46 kv system of Empire Electric. Tri-State considers the project to be in the ordinary course of business since the facilities will be designed for 115 kv and below. The facilities associated with the Empire 115/24.9 kv project are load-serving facilities and do not materially affect Tri-State s 10-year Plan as presented in its PUC 3627 filing. C. 15 A. NAME OF THE PROJECT: Falcon T2 Replacement (CPCN Not Required: C ) B. FUNCTION OF THE PROJECT: The project involves the replacement of the existing 115/12.47 kv, 10/12/14 MVA transformer T2 at Falcon Substation with a transformer rated 24/32/40 MVA. Steady growth in the predominantly suburban area served by Mountain View Electric Association (MVEA) from the Falcon Substation has resulted in a steadily increasing peak demand. As documented in MVEA s Construction Work Plan, transformer T2 is expected to incur a peak demand in excess of its top 14 MVA rating of 2% by summer, 2013, and 16% by summer, Tri-State considers the project to be in the ordinary course of business since the facilities will be designed for 115 kv and below. The facilities associated with the Falcon T2 Replacement project are load-serving facilities and do not materially affect Tri-State s 10-year Plan as presented in its PUC 3627 filing. C. 16 A. NAME OF THE PROJECT: Farr Windy Gap 138/69 kv Double Circuit Loop Project (CPCN Not Required: C , Project has also been known as Farr Windy Gap, Granby Windy Gap and McKenzie Windy Gap) B. FUNCTION OF THE PROJECT: The project provides loop service benefits to Mountain Parks Electric and the Northern Colorado Water Conservancy District (NCWCD). The Farr Windy Gap 138 kv Transmission Line Project includes replacement of the existing Windy Gap Granby Tap Farr Pumping Plant 69 kv line with a double circuit 69/138 kv line (102/205 MVA), 12 miles in length, from a new 138 kv substation (with a 138/69 kv, 56 MVA autotransformer) at the Farr Pumping Plant to the Windy Gap Substation. The 69 kv circuit will include a tap at the existing Granby Tap. This will reestablish a second source of power to loads north of Windy Gap Substation when the Adams Tunnel 69 kv circuit fails. This project was originally submitted with the 1998 CPUC Rule 18 filing as the McKenzie - Windy Gap Project, but was subsequently scaled down to the Granby - Windy Gap 138 kv Transmission Line Project. C. ESTIMATED COST OF THE PROJECT: $18,410,000 Estimated Tri-State Cost: $18,410,000 E. PROJECTED START OF CONSTRUCTION: 2014 F. ESTIMATED DATE OF COMPLETION OF THE PROJECT: 4Q/2017 G. 17 A. NAME OF THE PROJECT: La Junta (TS) 2 nd 115/69 kv Transformer (CPCN Not Required: C ) B. FUNCTION OF THE PROJECT: The project involves adding a second 115/69 kv, 42 MVA transformer to the existing La Junta Substation. An existing 115/69 kv, 42 MVA transformer is the normal single source to the City of La Junta loads. Currently, a portion of the substation load can be sourced from a backup 25 MVA 115/69 kv transformer operated normally open, however, during a loss of the 42 MVA transformer during peak load conditions, the backup transformer capacity is exceeded. The proposed addition of a second 115/69 kv transformer is required to maintain adequate transformer capacity. Tri-State considers the project to be in the ordinary course of business since the facilities will be designed for 115 kv and below. The facilities associated with the La Junta 2 nd 115/69 kv transformer project are load-serving facilities and do not materially affect Tri-State s 10-year Plan as presented in its PUC 3627 filing. 18 A. NAME OF THE PROJECT: Montrose Nucla - Cahone Transmission Improvement Project (CPCN Granted July 17, 2013: C ) (Submitted in Rule 3627 Filing) B. FUNCTION OF THE PROJECT: The Montrose-Nucla-Cahone 115 kv line was built in 1958 with kcmil ACSR Linnet conductor, TH-1A structures and a 50 C conductor design temperature. A significant concern of Tri-State is the age and condition of this line and its 50 C conductor design limitation. Loading has reached the maximum conductor thermal rating of the Linnet conductor (76 MVA). Due to the 50 C conductor design rating, this line is a limiting element in Tri-State s load-serving path to its member systems in southwest Colorado. Tri- State has recently received formal requests for additional load from its members that cannot be accommodated with the existing transmission system. The Project proposes to rebuild the existing 115 kv Montrose-Nucla-Cahone transmission line for 230 kv operation (631 MVA). C. ESTIMATED COST OF THE PROJECT: $121,936,000 Estimated Tri-State Cost: $121,936,000 E. PROJECTED START OF CONSTRUCTION: 2016 F. ESTIMATED DATE OF COMPLETION OF THE PROJECT: 2Q/2019 G. 19 A. NAME OF THE PROJECT: Pueblo West Tap Line Uprate (CPCN Not Required: C ) (Submitted in Rule 3627 Filing) B. FUNCTION OF THE PROJECT: The existing line rating is insufficient and could be exceeded during certain system outages. The Pueblo West Tap West Station 115kV transmission line is to be upgraded to 75 degrees C for a line rating of 130 MVA. Scope of work includes reframing of the conductor deadends, installation of new guy wires, placement of dampers on shield wire and replacement of a structure. Tri-State considers the project to be in the ordinary course of business since the new dampers and structure replacement is on a line section constructed and operated at 115 kv. The facilities associated with the Pueblo West Tap Line Uprate project are load-serving facilities and do not materially affect Tri-State s 10-year Plan as presented in its PUC 3627 filing. C. 20 A. NAME OF THE PROJECT: Rinn Valley 2 nd 40 MVA Transformer (CPCN Not Required: C ) B. FUNCTION OF THE PROJECT: The project involves the addition of a 115/13.2 kv 40 MVA transformer to the existing Rinn Valley Substation for service to United Power. The Rinn Valley Substation is served from the Erie Switch to Del Camino 115 kv line and has an existing 37 MVA transformer. The Rinn Valley Substation serves a portion of the Interstate 25 corridor which has a rapidly developing commercial load base. A second transformer is needed to insure adequate capacity for continuing load growth and adequate load serving capability during loss of the existing transformer or during other system operating conditions that may require load to be transferred to the Rinn Valley Substation. Tri-State considers the project to be in the ordinary course of business since the facilities will be designed for 115 kv and below. The facilities associated with the Rinn Valley 2 nd Transformer project are load-serving facilities and do not materially affect Tri-State s 10-year Plan as presented in its PUC 3627 filing. C. 21 A. NAME OF THE PROJECT: Southwest Weld Expansion Project (CPCN Granted November 20, 2014: C ; and amended October 21, 2015) (Submitted in Rule 3627 Filing) B. FUNCTION OF THE PROJECT: The Project is proposed to serve several large industrial loads in southwest Weld County primarily for oil and gas extraction, processing, and transportation. The Project consists of: 1. Construction of a new 230/115 kv substation, named Greenhouse, connecting with and adjacent to Tri-State s J.M. Shafer generating station with two 400 MVA transformers, 2. A new 230 kv single circuit transmission line (1627 A) (648 MVA) approximately 8 miles in length connecting J.M. Shafer to Greenhouse to Tri-State s existing Henry Lake Substation, and 3. A new 230/115 kv double circuit transmission line approximately 27 miles in length from the new Greenhouse Substation to Tri-State s South Kersey Substation. Tri-State proposes to design and construct the double circuit line for 230 kv (648 MVA per circuit), but operate one circuit at 115 kv and initially leave the other circuit de-energized. 4. Breaker additions at the existing Henry Lake, South Kersey and JM Shafer Substations. The following 115 kv facilities associated with the Project were determined in the CPCN to be in the ordinary course of business: 5. An expanded Davis Substation to include two 115/13.2 kv 60 MVA transformers and one 115/69 kv 60 MVA transformer, 6. An expanded Del Camino Substation to include one 115/69 kv 60 MVA transformer, 7. Addition of a double circuit 115 kv line, approximately 3.5 miles in length, from Greenhouse to Davis Tap and a 1.5 mile single circuit 115 kv line from Davis Tap to Davis Substation, and 8. New 115/69/13.2 kv distribution substations at Colfer, Rattlesnake Ridge and Neres Canal. C. ESTIMATED COST OF THE PROJECT: $112,021,000 Estimated Tri-State Cost: $54,188,000 E. FUNCTION OF THE PROJECT: Solar developer, juwi, submitted a Generator Interconnection Request for a 30MW solar generating facility to Tri-State in June The Tri-State Board approved the PPA for the project in August The project will install a new, three-way 115kV GOAB switch and structure and a short, single span tap line from the existing Ludlow Tap-Pinon Canyon 115kV transmission line to the new Tyrone Substation in Las Animas County, CO. Tyrone Substation will include a single 115kV A-frame deadend, disconnect switch, metering and SCADA equipment. Tri-State considers the project to be in the ordinary course of business since the facilities will be designed for operation at 115 kv and will not exceed the audible noise and magnetic field thresholds in Rule 3206(e) and (f). The facilities associated with the Tyrone Tap project are loadserving facilities and do not materially affect Tri-State s 10-year Plan as presented in its PUC 3627 filing. C.
