1 Serious Preventable Motor Vehicle Incidents A New Benchmark Dave Meisel, Sr. Director, Transportation Services Linda Limberg, Sr. Director, Safety EEI Safety Conference April, 2013
2 History Lesson PG&E wanted to benchmark serious MVI s Polled 63 major fleets in the United States Inconsistent Results Engaged Utilimarc to poll the utility industry Even more inconsistent results
3 Why Change PG&E MVI Metric? Motor Vehicle Incident Standardization Inconsistency in defining and reporting Motor Vehicle Incidents (MVIs) among Investor-Owned Utility (IOU) companies and in the transportation industry as a whole Internal Alignment & Focus on Serious Incidents Current focus on serious injuries for employees, contractors & public Aligns driving metric to also focus on serious preventable motor vehicle incidents
Motor Vehicle Incident Standardization 4 PG&E & Utilimarc Partnership Developed standard definitions and metrics that are flexible enough to allow utility companies to participate at whatever their current level of data capture allows Allows consistent and reliable MVI metrics that can be analyzed to better understand industry best practices
MVI Questionnaire
6 Metric Definitions Total Motor Vehicle Incidents (MVI): total number of incidents that occur in a company motor vehicle. Total Off Road Incidents: total number of incidents that did not take place on a public thoroughfare (i.e. job site, yards, service center, private property, or private road). Total On Road Incidents: total number of incidents that took place on public thoroughfare. Total Preventable Incidents: National Safety Council, a preventable incident is one in which the driver failed to do everything reasonable to avoid being involved in the incident.
7 Metric Definitions Total Major Preventable Incidents: total number of major preventable incidents. A preventable incident is considered major if the answer to any of the following questions pertaining to the incident is affirmative: Was anyone treated for an injury away from the site? Were any involved vehicles towed? Was a citation issued to the company driver? Did the company driver fail a drug test? Was the value of damage to the vehicle operated by a company driver greater then $1,000? Total Minor Preventable Incidents: total number of nonmajor preventable incidents
Input: Total Motor Vehicle Incidents 8 Less: minor incidents Less: property damage Less: preventable Output: Serious Motor Vehicle Incidents
