Italian Association of Toll Motorways and Tunnels Operators Road Safety and the Italian Tolled Motorway Network: where we are and what we are doing? WORKSHOP ON MANAGING OPERATIONAL RISK IN ROAD OPERATIONS Dr. Eng. Andrea Manfron AISCAT Technical Affairs Manager
The Italian Motorway Network AISCAT is the Association gathering and representing the 24 Italian Concessionaires Companies for the construction and the management of toll Motorways and Tunnels, on a network of about 5,700 km which: Constitutes 3% of national primary road network Sustains 25% of country s overall mobility veihcles-km (millions) Light Vehicles Heavy Vehicles Over the last 20 years, the total length of the toll motorway network has increased only of 7,9%, while the overall traffic has doubled, with a growth of 95,2% (+89,3% for light vehicles and +117,1% for heavy ones) Operating at Toll Motorway Km 5.756,7 Toll Free Km 904,6 Total Km 6.661,3
Road Safety on the Italian tolled Motorway Network Fatalities Injured EU target: reduce road fatalities by 50% by the 2010 Italian tolled motorway network is compliance to EU target Mortality reduction of 56,2% and mortality rate of 63,1% Death in 2009 << Death in Traffic +460% Traffic 1970
Road Safety on the Italian tolled Motorway Network Fatalities (2008) by road typology Toll Motorway network is the safer road system Ł 92% of fatalities happen on other road system Ł 44% of fatalities happen in urban area Ł 2008 fatalities: 627 pedestrians, 354 bikers, 358 in tolled Motorway
Road Safety on the Italian tolled Motorway Network A MOTORWAY NETWORK CONSTANTLY SAFER! HOW DO MOTORWAY OPERATORS GET IT?
Road Safety investments ŁSafety investment: /km per year ŁInfrastructure improvement ŁRoad Safety Management improvement
Road Safety Management WHY Road Safety management? Effective instrument for developed road systems Ł Acceptable cost/benefit index Ł Land savings Ł Impact on human behaviour 95% of accidents are directly connected to human behavior - OCDE
Ł Road Safety management Road Safety Management - systematic knowledge of situation on road - arrangement and prompt activation of all measures - discouraging and reprimanding all irregular or dangerous behaviour - auxiliary systems for travelling customers that encourage proper decision-making and safe behaviour and warn about problems or difficulties along the road Ł Road and Traffic Management measures Ł Technology for safety Ł Preventive maintaining Ł Timely road checks
Why Technology for safety? INTELLIGENT TRANSPORTATION SYSTEMS Technologically advanced systems are adopted all along the Italian motorway network in order to improve safety and efficiency of the infrastructure Allowing a successful management both of the road and the mobility Supporting infrastructure to face more and more growing traffic demand Alleviating traffic jams Reducing accidents Providing a safer and more comfortable driving
Technologies and Traffic Management Ł 32 Traffic Control Centers - Monitoring and control of road and traffic conditions - Collection and analysis of data concerning the infrastructure and the mobility conditions - Connection and co-ordination of all the resources and the operators involved in road and traffic management INFORMATION TO USERS Complete and updated information are delivered in real-time by means of the most up-to-date technological devices
Technology: the present The Operators of toll motorway network make important and continuous efforts, implementing state-of-the-art technologies Technological Devices along Italian Toll Motorways ( ) Variable Message Signs Video Cameras Weather Stations 494 SOS Posts Ice Detectors 305 Fog Detectors 145 Road Information Bulletin Dedicated Radio Channel 3.147
Technology for safety: and the future and researching innovative and efficient solutions to improve road safety and mobility conditions such as: Enforcement Systems Traffic Dynamic Management
Traffic dynamic management Enforcement to optimize all the different resources, remote control systems can be useful Safety TUTOR A speed monitoring system used by Road Police This system measures the average speed of vehicles covering a motorway section, checking the respect of the speed limit (automatically drivers are fined in case of non-observance) After the first 12 months of implementation, along TUTOR covered network: DECREASING OF DEATH RATE = - 50,8%
Traffic dynamic management: emergency lane use To face peak level of traffic and to manage properly and efficiently emergency events, the emergency lane can be used as a traffic lane or as an emergency lane 3-lanes stretch: Beginning Section 3-lanes stretch: Finish Section Road safety is improved through an optimization of traffic flows conditions
Traffic dynamic management: emergency lane use Technological interventions: Implementation of proper dynamic signs (VMS) Implementation of proper supporting technological system (monitoring cameras, traffic detectors, etc.) Implementation of a proper control system to elaborate traffic data in real time and to allow the utilization of the emergency lane Since its variable use, the presence of stationary vehicles along the emergency lane has to be properly checked By means of LED full colour signs it is possible to have a dynamic notice about the state of the lane
Safety in the future Italian toll motorway operators for safety: Ł Invest on innovation materials and innovations Ł Optimize operative measures and toll Ł Promote the human resources training in order to maximize their specialization Ł Promote integrated management by new agreements and procedures with road emergency operators (Road Police) Ł Value the importance of collecting and analyzing of road safety data. Data are the base to define effective actions to reduce accidents importance of using accident rate Ł Reduce the misalignment between demand of mobility and the supply of infrastructure Ł Involve Institutions, territory and transport bodies Ł ACTING FIRSTLY TO HUMAN BEHAVIOR to guarantee respect of road rules ITALIAN TOLL MOTORWAY NETWORK AS BEST PRACTICE FOR OTHER ROAD SYSTEMS
