1 COURTESY CHARTER More safety and courtesy on the road is what the management and drivers of Colruyt Group want to devote themselves to with this courtesy charter. Every day, more than 800 drivers set out to stock up the stores or carry out other activities. Consequently, it is logical for Colruyt Group to take initiatives for more safety and courtesy on the road. This charter is a commitment to better and safer driving and it is a guiding principle for all the people involved. On 9 February 1998 the first version of this charter was published and signed by all the drivers. This was not the end. Ever since that day we have continued to work on safety and courtesy. Commitments of drivers at Colruyt Group All Colruyt Group employees, who have to drive a truck or delivery van in the framework of their job, want to dedicate themselves to more courtesy and safety on the road, using this charter as a guiding principle. New drivers who start to work for Colruyt Group sign this charter. We also demand that drivers of external carriers who drive for us also strictly comply with the courtesy charter. The commitment of our drivers does not stop with this charter. Within each subsidiary company and division, sessions on traffic safety and courtesy are regularly organised. All the people concerned meet and think about ways to contribute to safer and more courteous traffic. The charter is a guiding principle Know and comply with traffic regulations Colruyt Group drivers are kept informed of new traffic legislation. They receive information about each change in the existing traffic rules. If necessary, the practical aspects are discussed in group Preventive driving Each new driver at Colruyt Group follows a training course where preventive driving is one of the topics discussed. He thus gains a better insight in traffic, and learns to anticipate dangerous traffic situations and to assess the behaviour of other road users Keep sufficient distance Drivers at Colruyt Group keep sufficient distance depending on heavy traffic, weather conditions, speed, the vehicle they are driving and the cargo they carry. They also commit to restore the safe distance as rapidly as possible after an overtaking or merging manoeuvre by another vehicle Observe speed limits Colruyt Group drivers do not only observe the speed limits, but they also adapt their speed to the traffic situation and the environment (on the motorway, in an urban environment, a town centre and along road works). They also adapt their speed and driving style to weather conditions such as fog, rain or black ice. 1/5
2 1.5. Extra attention for the weak road user Colruyt Group drivers have special attention for weak road users such as playing children, pedestrians, cyclists and motorbike riders. They adapt their speed and driving style. The drivers drive slower near zebra crossings, schools, hospitals and shops. They keep sufficient distance from footpaths and cycle tracks and are extra careful taking bends Remain calm and courteous Colruyt Group drivers always remain calm. Even in difficult traffic situations they behave as professionals: in traffic jams, when merging, during manoeuvres and when turning into roundabouts. As experienced drivers they remain courteous and will not be provoked. They only hoot and flash their lights in case of danger Appreciate courteous driving by other road users Colruyt Group drivers appreciate courteous driving by other road users and react with a friendly gesture. In this way they want to encourage more courtesy in traffic and in the neighbourhood Check the vehicle before setting off Before they leave, the Colruyt Group drivers check their vehicle: tyres, lights, brakes and cargo. They immediately report irregularities. If the vehicle or cargo is not all right, the driver will not leave and the vehicle is sent to the service station or the cargo is restacked Willing to help In case of an emergency, Colruyt Group drivers are always willing to help other road users, contact car breakdown rescue services or emergency services Fit and brisk on the road When Colruyt Group drivers are on the road, they are fit. This means that they leave well rested, never use alcohol, drugs or other intoxicating substances before or during work, be careful with what they eat, etc. This also means that they can refuse or interrupt a ride if they were not able to have sufficient breaks. 2. Colruyt Group commitments With this charter the management and superiors of Colruyt Group provide a frame to enable drivers to implement their commitments. They also want to keep devoting themselves to more courtesy and safety on the road by means of the courtesy charter. Colruyt Group also sees to it that external carriers have their drivers also comply with the courtesy charter. Moreover, Colruyt Group keeps investing in initiatives for more safety and courtesy on the road. The commitment of the management and the superiors also exceeds this charter. Within each subsidiary company and division it is regularly evaluated whether new measures and initiatives are needed for more traffic safety and courtesy Initiatives for more sustainable and safer traffic Colruyt Group labours for corporate social responsibility. Based on an economic impulse, the group wants to start a positive spiral at a social and ecological level as well. This is why Colruyt Group was always a pioneer in safer and more sustainable transport. For years now the group has been investing in blind spot cameras for trucks. More recently, the group invested in a system to avoid exceeding the axle load for trucks, CNG delivery vans and trucks, testing CNG and electrical lorries and automatic skid chains. 2/5
3 In the future, Colruyt Group wishes to stay ahead of legislation with initiatives for more sustainable and safer traffic. Wherever possible, we will keep applying new initiatives, considering the economic context and the technical feasibility Vehicles are technically perfect All trucks, trailers and delivery vans of Colruyt Group are serviced and checked in our own service station. They can only take the road if they are technically perfect. Before leaving, the drivers carry out their own check of the vehicle. If a truck, trailer or delivery van does not technically comply with the conditions, it does not leave and is sent to the garage The speed limiters on trucks work properly The tachometers of Colruyt Group trucks are not only used to check whether driving times and breaks are observed. We also regularly check whether the speed limiters on the trucks function correctly. The limiters make it impossible for trucks of more than 7.5 tonnes to exceed 90 km per hour on motorways. Drivers of trucks between 3.5 and 7.5 tonnes make sure they do not exceed the speed limits Vehicles are never overloaded The vehicles of Colruyt Group are never overloaded. For Colruyt trucks for example, we know the total weight of each cargo. This way the group can be sure trailers never exceed the authorised weight. Drivers of delivery vans and trucks can weigh their vehicle on a weighbridge. We also make sure the load of the axles of trucks is not exceeded by spreading the weight of the cargo evenly over the trailer. Moreover, special measures are taken in delivery vans and trucks to ensure secure fastening of the cargo Colruyt Group limits the number of rides Colruyt Group sees to it that the number of rides of trucks and delivery vans is limited. Trucks are loaded as fully as possible for instance. This way we avoid that half-full or partly filled trailers leave for the stores. Colruyt Group supplies goods to all its stores with as little rides as possible and never sends more trucks on the road than is really necessary. The number of rides of delivery vans is limited because regional technical engineers travel within their own region as much as possible, combining several jobs whenever they can Drivers have a say in their work All Colruyt Group employees have power of decision. The same goes for the drivers. They are directly involved in decisions concerning transport. They help draw up new key maps and they can test and help choose new trucks, trailers and delivery vans Drivers drive through residential areas as little as possible Colruyt Group elaborated itineraries to stores and other establishments of the group for its drivers in order to keep nuisance for neighbours to a minimum. The Colruyt Group drivers use motorways and main roads as much as possible and drive through residential areas as little as possible Daily planning enhances safe driving The route a driver has to take is calculated as realistically as possible. This means that Colruyt Group always takes distance and travel times to and between locations into account. Safety always takes precedence over planning and pressure of time. Consequently, the drivers are more relaxed behind the wheel. This work organisation has a favourable effect on courteous and safe driving Information and training for safer driving Colruyt Group gives drivers all the information they need to do their job adequately. This is done in briefings, by means of internal notes and in video programmes. Special messages provide more information about road works, dangerous weather conditions, etc. 3/5
4 2.10. Limit inconvenience for neighbours Colruyt Group wants to limit noise pollution for neighbours as much as possible. All drivers are made aware of this problem. Specifically for trucks, in 2011 Colruyt Group participated in the PEAK test project concerning silent deliveries of the Flemish authorities, and invested in integrated unloading docks, silent trailers, silent pallet trucks and special training for the drivers. Colruyt Group also went along with the sequel project PEAK 2. In February 2013 we started talks with the Walloon and Brussels authorities concerning a similar project as the PEAK project in Flanders. 3. Our expectations from the outside world 3.1. What do we expect from other road users? Colruyt Group needs the help of the other road users to increase safety on the roads. An easy way to help is not to cut off trucks or delivery vans, not to merge too abruptly or right in front of them and to keep sufficient distance. A little patience from other drivers is often enough to allow trucks and delivery vans to manoeuvre smoothly. In this way the road will be free for everyone much more quickly What do we expect from the authorities? Colruyt Group wants to collaborate with authorities and organisations such as the BIVV (Belgian Institute for Traffic safety) and the ITLB (Institute for Transport and Logistics in Belgium). We are convinced that consultations with all the parties involved will lead to regulations and directives that are feasible for everyone. We also plead for more campaigns to inform other road users about the typical problems with trucks in traffic. For example, not everyone knows that trucks have a blind spot What do we expect from other initiatives for courtesy in traffic? Colruyt Group also pays attention to other initiatives concerning courtesy on the road and would like to be invited to participate. This way we keep creating a support for safe transport. The group thus signed the European Road Safety Charter. This European charter for road safety wants to contribute to reducing the number of fatal road victims. All participants commit themselves to undertake concrete actions and share good cases. Moreover Colruyt participated in the Truck-safe charter of the Flemish authorities in 2012 and Our commitment for the future 4.1. Internal steering committee on Mobility and Transport Our drivers can submit their suggestions and ideas on safer and more courteous driving to the internal Steering Committee on Mobility and Transport. It examines new suggestions and ideas and has them elaborated if possible Learn from experience No driver is perfect. When a Colruyt Group driver makes a mistake or is involved in an accident, we will learn from the experience and examine how we can avoid it in the future Courteous and safe driving remains our mission We are aware that we have to substantiate this commitment every day. If we all devote ourselves to this goal, we all contribute to more courteous and safer driving. This courtesy charter is but a beginning. We welcome new ideas and improvements. We clearly show this commitment on all the trucks and delivery vans of Colruyt Group. Courteous and safe driving, that is our mission! 4/5
