1 NEW JERSEY LAW ENFORCEMENT LIAISON NEWSLETTER JUNE 2018/21 NJ DIVISION OF HIGHWAY TRAFFIC SAFETY DRIVE SOBER OR GET PULLED OVER 2018 MOBILIZATION The mission of the Division of The Drive Sober or Get Pulled Over Crackdown will take place August 15 September 3, 2018 and this year s initiative will need your participation to be a success. Research shows that high-visibility enforcement can reduce alcohol-related crash fatalities by as much as 20 percent. As law enforcement professionals and highway safety advocates, your efforts will help reduce the number of drunk drivers on the roads and save lives. By increasing State enforcement efforts, raising public awareness through paid, earned, and social media, and by maximizing your local resources, you can make a marked difference in our national campaign to save more lives on our roadways. So please join thousands of law enforcement officers, State and local safety advocates, and the National Highway Traffic Safety Administration in this year's nationwide drunk driving crackdown campaign Highway Traffic Safety is the Safe Passage of all roadway users in New Jersey as we move toward zero fatalities. To achieve our mission, the Division promotes statewide traffic safety programs through education, engineering and enforcement activities Together we can influence occupant safety and reduce drunk and drugged driving fatalities. NJ SAGE WILL BE UPDATED IN AUGUST 2018 The System for Administrating Grants Electronically (SAGE) will be undergoing an update in August- September this year and will not be available for agencies to log on and request grant funding. Data Driven Approach to Crime and Traffic Safety Data-Driven Approaches to Crime and Traffic Safety is a law enforcement model that integrates community-based collaboration with analysis of location-based crime and traffic crash data to determine how to effectively deploy law enforcement and other resources. Drawing on the deterrent value of highly visible traffic enforcement and the knowledge that crimes often involve motor vehicles, the goal of DDACTS is to reduce crime, crashes, and traffic violations, improving the quality of life in every community. Start Planning Your 4Thof July Impaired Driving Prevention Campaign We love to celebrate the 4th of July with family, friends, food and fireworks, but all too often the festivities turn tragic on the nation's roads. The fact is, this iconic American holiday is also one of the deadliest holidays of the year due to drunk-driving crashes. During the 2016 July 4th Holiday period 188 people were killed in drunk driving related crashes, an increase from Half of those killed in 2016 were between the ages of Also drunk drivers involvements in fatal crashes were 5X higher at night then the day. 3 Move Over. It's The Law All 50 States have "Move Over" laws to protect law enforcement officers and other first responders stopped on our Nation's roads. Yet, many of our drivers are unaware of these laws and traffic-related incidents continue to be the number one cause of death among on-duty law enforcement officers. Therefore, together with our law enforcement partners and State highway safety offices, NHTSA is working to increase awareness of these lifesaving "Move Over" laws and highlight the need to protect public safety professionals who place themselves at risk to protect motorists. By working with local organizations and raising public awareness of "Move Over" laws through earned and social media, you can make a difference and save lives. General sessions and workshops will address how states, the federal government, industry partners, and others can best work together to advance traffic safety. Particular attention will be paid to partnering with law enforcement, with each workshop time slot featuring a session geared toward benefitting and engaging law enforcement. 4 Reducing Speed and Alcohol Impairment Key to Preventing Pedestrian Deaths Earlier this year, GHSA projected nearly 6,000 pedestrians were killed in 2017 on U.S. roads for the second year in a row. By analyzing where, when and why pedestrian fatalities most often occur, today s Insurance Institute for Highway Safety (IIHS) report reinforces what needs to be done to curb these preventable tragedies through strong engineering, enforcement and education measures. Reducing motor vehicle speed is essential to both avoid and mitigate the severity of pedestrian crashes. We know that enforcing speed limits through traditional and automated means can have a dramatic effect at getting drivers to slow down. Speed can no longer be a forgotten issue if we are going to significantly reduce deaths and injuries for all road users. Expanding the alcohol impairment message is also important. Comparing 2009 and 2016, IIHS found a 38% increase in pedestrians killed in crashes with BACs of.08 or higher. As IIHS previously recommended in 2017, public awareness campaigns aimed at reducing impaired driving should be broadened to include all roadway users, including pedestrians. Additionally, education and enforcement efforts must work in tandem with infrastructure improvements, utilizing tools such as roundabouts and road diets to decrease driver speed and consider the safety of all road users as roadways are designed and re-engineered. GHSA s Everyone Walks report makes many of these same recommendations, calling for states to take new steps to combat speeding, expand their impaired driving programs to all road users, and educate the public on the importance of engineering and design changes that will improve safety outcomes for everyone. 5 National Ride to Work Day June 18th NJ State Association of Chiefs of Police Our Mission: To promote and enhance the highest ethical and professional standards in law enforcement at all levels throughout New Jersey As a reminder you will see an increase of motorcycle riders on Monday, June 18th. The objective of Ride to Work Day is to demonstrate to the public the value of the motorcycles and scooters as transportation. On an average day about 200,000 people nationally commute on motorcycles and scooters. Ride to Work Day is meant to increase these numbers, show the world how effective motorcycles are as functional means of transportation. Remember to share the road and keep an eye out for motorcycles. A motorcycle has the same privileges as any other vehicle on the road. Be courteous and give the motorcyclist a full lane of travel. Look out. Watch for motorcycles on the highway, especially at intersections where a biker may be making a turn or changing lanes. Always use turn signals. Anticipate a motorcyclist's maneuvers. Obstructions (debris, potholes, etc.) that you may ignore or not notice can be deadly for a motorcyclist. Anticipate their possible evasive actions. Allow plenty of space.
