Illinois Tollway Action requested: Informational NW Council FY Surface Transportation Program a. Current Program Update (Attachment D) Staff will update the Council on the STP program through 2019, based on municipal input to project schedules and financing, with the proposed changes on today s agenda noted. b. Project Updates i. Schaumburg Plum Grove Road Improvements (Attachment E) The Village of Schaumburg is requesting that the current project be staged into two projects. Phase II Engineering and Right-of-Way would be programmed in FY 16, with the Construction phases in FY 17 and FY 18. The overall increase in funding for the project is $4,137,500 in STP funds. Action requested: Approve Request ii. Schaumburg Woodfield Road Improvements (Attachment F) The Village of Schaumburg is requesting that the current project be staged into two projects. Phase II Engineering and Right-of-Way would be programmed in FY 16, with the Construction phases in FY 17 and FY 18. The overall increase in funding for the project is $4,582,500 in STP funds. Action requested: Approve Request

2 c. New Project Request (Attachment G) The City of Rolling Meadows is requesting STP funding through the Council for its Salt Creek Bike Path project. The project currently has Enhancement (ITEP) funding, but the funding falls short of current estimates. The project is targeting the September 2015 letting. Relevant portions of the original ITEP application are attached. Action requested: Consider Request d. Approval of Updated Program Council approval is needed to include the new changes into the existing program. Action requested: Approval of Program V. STP Methodology Update Staff will present the final revised Council STP Methodology as recommended by the STP Working Group. Action requested: Consideration of New Methodology VI. VII. VIII. IX. Local Technical Assistance/Community Planning Program Call for Projects Staff will provide an update on the applications received during the CMAQ/TAP Program Call for Projects. Call to Order The Chair, President Darch called the meeting to order at 8:30 a.m. II. Approval of Minutes The minutes of the December 18, 2014 Technical Committee meeting were approved on a motion from Mr. Rummel, seconded by Mr. Norris III. Agency Reports

4 a. CMAP Mr. Walczak presented the report from CMAP, including the Council of Mayors expenditure report and discussed grant opportunities and policy updates from CMAP. He also noted the recent call for new CMAQ and TAP projects, which will be covered later in the agenda. b. CMAP Council of Mayors Executive Committee Mr. Walczak reported that the Council of Mayors Executive Committee met in January and approved the Council s UWP request and advanced funding requests. c. IDOT Highways Ms. Hooghkirk reported on projects that had been let since December, including Rand Road. The status sheets were distributed in the agenda packet. d. IDOT Local Roads Mr. Fierro distributed project update sheets and noted the changes since the last meeting. e. Cook County Department of Transportation and Highways. No report. f. Metra Mr. Mack provided an update on the upcoming mobile ticketing application, station boarding and alighting counts and the modernization program of the agency, including Positive Train Control (PTC). Mayor Darch urged ongoing updates on PTC implementation. g. Pace Mr. Andrews announced that 6 of Pace s top 20 routes are in north Cook County. He gave a summary of the vanpool ridership and the conversion to signed stops rather than flag stops. He also provided an update on the I-90 expansion project and the Milwaukee ART project. h. Illinois Tollway No Report. IV. Northwest Council FY Surface Transportation Program a. Current Program Update Mr. Walczak presented the current program, noting that there were minimal changes since the last meeting, but that the Council still has a large unspent balance. b. Project Updates i. Barrington Lake Zurich Road Realignment

5 Attachment A Mr. Summers described the project and need for shifting funds between phases. The fund shift was approved on a motion by Mr. Norris, seconded by Mr. Rummel. ii. Elk Grove Village Lively Blvd. Reconstruction Mr. Lovering explained the project needs a cost increase due to higher than expected bids from the January letting. The cost increase was approved on a motion by Mr. Townsend, seconded by Mr. Norris. iii. Schaumburg - Martingale Road Resurfacing Ms. Mehl described the project and the proposed scope change from reconstruction to resurfacing. The item, which was tabled until the methodology discussion, was approved on a motion by Mr. Ottesen, seconded by Mr. Rummel. iv. Schaumburg Arterial Lighting Mr. Kasper described the project and noted that the village would like to prioritize other projects, including Martingale, ahead of the lighting project. The fiscal year move was approved on a motion from Mr. Norris, seconded by Mr. Rummel. v. Wheeling Dundee Road Lighting Mr. Vana explained the project needs a cost increase due to higher than expected bids from the January letting. The cost increase was approved on a motion by Mr. Rummel, seconded by Mr. Townsend. a. Approval of Updated Program The updated program was approved on a motion by Mr. Norris, seconded by Mr. Ottesen. V. STP Methodology Update

6 The committee had a discussion on the inclusion of resurfacing projects into the program. Mr. Walczak explained that the projects had always been eligible, but were rarely programmed. Mr. Norris said given the current balance, we should be programming as much as possible. The committee agreed that resurfacing projects should be considered at the beginning of each fiscal year to attempt to use all available funding. Mr. Walczak said he would work with the working group to include language on resurfacing projects into the methodology. Mr. Walczak also described to the committee the proposed new scoring system hat ad been developed with the working group. He noted that the final draft would be presented at the next meeting. VI. VII. VIII. IX. Roundabout Funding Mr. Walczak explained that under federal regulations, 100% funding is available for roundabout projects, however IDOT policy caps the maximum federal participation at 80%. Some regional councils were exploring campaigning IDOT to change their policy. The Committee was supportive of this effort, with Mr. Norris and Mr. Townsend speaking in favor of roundabouts. Mr. Rummel liked the idea of a local match to give communities more of a stake in the project. CMAQ/TAP Program Mr. Walczak summarized the applications that were submitted to CMAP in the CMAP/TAP call for projects. Projects would be analyzed in the spring, with a draft program announced by the end of June. Other Business Mr. Peebles updated the committee on the Cumberland Circle project. Next Meeting The next meeting was left on call. X. Adjourn The meeting was adjourned at 9:19 a.m. on a motion from Ms. Caddigan, seconded by Mr. Rummel.
