1 Ohio Department of Transportation & Ohio Turnpike and Infrastructure Commission Turnpike Mitigation Program Application Please note the following eligibility criteria: 1) Projects must be sponsored by local government. 2) Eligible projects must be located within one mile of the Ohio Turnpike System. 3) The maximum amount of funding available for any single project is $1 million dollars. 4) Project sponsor funding participation is required for consideration. Perrysburg Township has worked on a comprehensive plan detailing a noise abatement project. Funding from the Turnpike Mitigation Program would be used towards Phase 1 of this comprehensive noise abatement project. Phase 1 of this plan will construct a 16 foot high noise barrier in the right-of-way of the east side of Ohio Turnpike, from Simmons Road to White Road (.28 miles). 3 Routing / Access to the Turnpike - Please provide routing or driving directions from the project location to the nearest interchange with the Turnpike. The nearest interchange is Exit 64. From the project location--head west on Ford Road toward Gleneagles Road. Take the first left onto Simmons Road. Turn left onto OH-795 E/Avenue Road. Turn right onto the Interstate 75 N/Interstate 80/Interstate 90 ramp to Toledo. Take exit 195B for Interstate 80/Interstate 90/Ohio Turnpike. Perrysburg Township Wood County Turnpike Impacts & Project Benefits Turnpike Impacts - Describe the impact the Ohio Turnpike System has on the affected location. Numerous studies illustrate the most pervasive sources of noise in our environment are those associated with transportation. According to The Ohio Department of Transportation, the annual average daily traffic for a segment of the Ohio Turnpike within the proposed project area is 28,330. Couple this with the added noise from continual maintenance performed on the Ohio Turnpike (i.e. construction of third lane) and a tremendous amount of noise emanates from this segment of road* Within a one mile radius of the project area there are approximately 1,903 households; multiply this by the average household size from the 2010 United State Census, 2.58, and this equals approximately 4,909 individuals being affected by the noise emanating from the Ohio Turnpike. The total residential population of Perrysburg Township is 12,512, therefore noise emanating from this stretch of the Ohio Turnpike affects almost 40% of residents within this jurisdiction. Within the last few years the Ohio Turnpike and Infrastructure Commission has acknowledged the noise problem in this stretch of highway*. Officials from both the Ohio Turnpike and Infrastructure Commission and the Ohio Department of Transportation met with local residents to discuss the noise problem on March 7, 2011***. 4 Project Benefits - How will the proposed project correct the impact? Constructing noise walls will create a barrier between the Ohio Turnpike and the residential areas in Perrysburg Township. Noise walls reduce the sound coming from a heavily traveled highway by absorbing the sound, transmitting it, and reflecting it back across the highway. Studies have illustrated effective noise walls can reduce noise levels by 5 to 10 decibels. This reduction equals lowering the sound of traffic noise by as much as one half. Further, noise walls tend to reduce other effects of highways on a community such as litter and dust. Finally noise walls can shield the view of traffic which can have a positive affect on the community. The reduction in negative effects of a highway will produce a quieter environment as well as improve the quality of life for those in the surrounding community. 5 Project Development Comments Perrysburg Township utilizes the engineering expertise of Feller Finch and Associates as a consultant. They are tasked with the preliminary engineering, design, and garnering right of way information. Per the Ohio Revised Code, Perrysburg Township will bid out the construction of the project once final plans have been approved and funding is solidified. The bid process will direct construction dates. Construction estimate is based off of a noise barrier cost study by ODOT District 12 in Costs were inflated 20% to 2015 values. A 16 foot high noise barrier estimated cost calculated to $ per foot. Perrysburg Township, Ohio will give a $50,000 local share towards the construction costs.
