4 Mike Walczak NWMC I. Call to Order President Darch called the meeting to order at 8:3 a.m. II. III. pproval of Minutes The minutes of the vember 2, 217 Technical Committee meeting were approved on a motion from Mr. rris, seconded by Ms. Caddigan. gency Reports a. CMP Ms Maddux provided updates on the CMQ and STP regional expenditures. She described the new Local Pavement Program that CMP will be working with municipalities on. She also announced an ON To 25 Launch event for October 1. b. CMP Council of Mayors Executive Committee Ms. Maddux reported that on January 23, the committee approved the FY 219 Planning Liaison Scope of Services, discussed the STP Project Selection Committee, received a regional freight update and heard about CMP s Legislative genda. c. IDOT Highways Mr. Farmer reported that all 218 projects that were delayed for budgetary reasons have now been set for the pril or June lettings. He also discussed other changes to his status sheets. d. IDOT Local Roads Mr. Fierro updated the committee on the status of various projects, noting changes there were few changes since the last meeting. He noted that Elk Grove Village s JF Kennedy project had been let in January. e. Cook County Department of Transportation and Highways. Mr. Beata announced the 218 Invest In Cook call for projects. He also discussed his project updates, noting that Roselle Road in Schaumburg has been delayed and Touhy ve is set for July 218. f. Metra Mr. Mack announced that the Metra Board will be discussing the results of a Fare Study. The Cumberland Station in Des Plaines is under construction and should be done by ugust. g. Pace Mr. Walczak reported that Steve ndrews could not attend, but Pace handouts were available at the meeting. IV. Surface Transportation Program (STP) Update Mr. Walczak discussed latest council program, noting the projects that were moving back from FY 218 to 219. Currently no projects are set to fall past 22 and all of the council s

5 planned expenditures are still moving forward. The committee discussed the role they can take now that the program has been set. Mr. rris recommended being more aggressive with programming and allowing any project to request to move up to spend the regional funding. Ms. Dobbs and Mr. Fierro explained how CMP and IDOT determine when projects are ready to be obligated. Mr. Ottesen suggested that the program should show the status of all projects, not just those in the active list to give the committee a picture of what projects could move forward. The committee approved the revised program on a motion by Mr. rris, seconded by President Hayes. i. Rolling Meadows Reinstatement Request Mr. Walczak explained that the City of Rolling Meadows was asking for its Plum Grove Road lighting project, which was moved from to the MYB, be moved back into the active program since they had already expended local funds on engineering. Mr. Ottesen asked whether the project would include road improvements. Mr. Horne said it was only for lighting. The committee reaffirmed its original decision to move the project to the MYB list. ii. Cost Increase Requests Mr. Walczak explained that several existing projects have requested cost increases. However, given the funding situation, cost increases could only be offset by reducing funding to other projects. Ms. Dobbs explained how CMP staff handle cost increase requests, allowing offsets for increases as long as regional funding is available. The committee discussed looking at options including capping increases and asked staff to prepare options at the next meeting. V. Surface Transportation Program (STP) Project Selection Committee Update President Darch and Mr. Walczak provided a summary of the last meeting, including the discussion of ctive Program Management policies. Mr. Townsend voiced his concerns about the IDOT approval process, including the right of way acquisition process. President Darch suggested that improvements could be made at the local level through ctive Program Management as well as improving the IDOT process. The committee Mr. rris asked that the Technical Committee send a letter to Mayor Schielke summarizing their concerns to this point and staying involved in the process. Mr. Walczak also discussed the impacts that the new policies could have on the council s methodology. The committee recommended reforming the STP Methodology Working Group to discuss the impacts and start to look at what changes could be made to the council s methodology. VI. Other Business

6 Mr. Ottesen asked for an update to the council s Functional Classification requests. VII. Next Meeting President Darch announced that the next meeting is scheduled for Friday, pril 6 at 8:3 a.m. at the Barrington Village Hall. Issue: Under the recently approved STP greement, the regional Surface Transportation Program (STP) funding is locked and advanced funding of projects can no longer be used in programming. To accommodate cost increases to projects that are currently in the rthwest Council of Mayors program, new options must be considered to keep the council s program constrained. Background: Three possible options for a cost increase policy are: Do not allow any cost increases This option would keep projects in FY at their currently programmed amounts. This option is the simplest, but shifts the burden of any cost increases for projects onto municipal budgets. Keep existing cost increase request policy This would allow for review and approval of cost increase requests by the Technical Committee and rthwest Council of Mayors as is currently required. However, this option would require offsetting the cost increase with a corresponding decrease in funds with a project later in the program. Staff would work with CMP and IDOT to identify projects later in the program and make the recommendation on the decrease to the Technical Committee. If it is an option, the municipality could also offer to offset the cost increase with a decrease to one of their other projects in the program. This option could also allow the rthwest Council to use more of the region s STP balance by spending more of the funding sooner. mend existing cost increase request policy nother option is to amend the existing cost increase policy. Staff have reviewed CMP s draft proposal on the initial policy framework for ctive Program Management which covers: Program Development, Project Management, Program Management, and dditional Provisions. While NWMC staff look forward to discussing this issue with CMP staff in greater detail, we would like to share some of our initial concerns regarding this proposal. The proposal calls for the redistribution of unobligated funds. t the end of a federal fiscal year, unobligated funds from each Council would be redistributed to the new regional shared fund for immediate use. We feel that this sweep of funds from the Councils to the shared fund would reduce the ability of the Councils to effectively manage projects across multiple fiscal years. This proposal is centered around active program management policies. These policies would require quarterly (at minimum) project status updates. Inactive or delayed projects would be removed from the current year and replaced with projects from a contingency program similar to the B-list used by many of the Councils currently. While we agree with the need for improved and simplified project monitoring, the proposed active program management adds a level of unpredictability to project funding that may impede the Councils ability to effectively advance projects. Given the rigors of the federal funding process, it seems unlikely that a municipality would begin the process without a guarantee that funding would be available. Lastly, the proposal includes a number of other requirements related to the designation of project managers, the Grant ccountability and Transparency ct (GT), and public reporting requirements. Staff will monitor these issues to ensure they do not impose an undue burden on municipalities. t the meeting, CMP staff suggested they would be open to suggestions from the Councils on how to improve the draft policy. NWMC staff, along with the other Council of Mayors Planning Liaisons, will draft a proposal to mitigate the impact of unobligated fund redistribution. Staff will continue to monitor these developments and update all relevant NWMC committees. CMP staff will present a revised proposal at the May meeting of the Project Selection Committee.

The committee s discussions centered on the potential changes to the methodology based on the still draft regional ctive Program Management (PM) policies as well as improving the overall methodology based on municipal experience. Since the ctive Program Management policies will not be completed until September, 218, specific recommendations were not developed. Rather, staff is seeking discussion and feedback on the options presented to ensure any potential policy changes meet the expectations of the Technical Committee. Staff recommends reconvening the group either this summer if directed by the Technical Committee or after the adoption of the ctive Program Management policies. Eligible Project Types The working group discussed how to balance the impact of reconstruction projects with the utility of resurfacing projects. While current scoring favors reconstruction, resurfacing may be a better solution in some cases. This topic has been discussed at the regional level PM discussions. The eligibility of bicycle, pedestrian, and lighting projects was also discussed. These projects could be eligible either as part of a larger project or as a standalone project but clearly prioritized after road projects. Eligible Project Phases The group discussed awarding more points for projects which forego Phase II or ROW funding. This could speed project implementation once in approved program, but it may punish smaller communities Due to potential to significantly impact project timeline, the group discussed ways to limit right of way funding, including potentially only funding ROW for multi jurisdictional projects. Overall Program Management Due to the size of the MYB list, a sunset provision could be included to require projects to reapply on a regular basis or be removed from the list. The group also thought that projects should be in a five year capital plan or part of a pavement management system process to be eligible for funding. These proposals have also come up during regional PM discussions.
