8 City of Highland Park Chapter 150, Article 8, Section (D) (D) Minimum Area and Spacing Requirements. The following are minimum requirements, and it shall be the responsibility of the property owner to maintain the facilities in such a condition as to be able to continue to meet these requirements. (1) Geometrics. All parking stalls and aisle dimensions shall have minimum dimensions as set forth in Figure 1. The "module" at any angle is the required dimension of two parked vehicles and the aisle between. Modules may be adjusted for overhang and interlock effects as detailed herein. When automobile overhang beyond an installed curb is included in the stall depth calculation, such overhang shall be considered as part of the parking stall and not for landscaping or setback purposes.

(a) When curb dimensions exceed the overhang dimension (F), the module shall be increased accordingly. Off-sets at angled parking stalls shall be as per dimension (G). Interlock reductions (E) may only be taken where barriers and appurtenances extend into less than 10% of the parking stalls. Columns, pipes, light standards and other appurtenances may protrude into a non-interlocked module up to a maximum combined dimension of two feet (2"). (b) In facilities where the predominant use is low turnover parking (defined as at least 75% of the daily users parking for more than three hours), the stall width may be reduced to eight feet three inches (8'3"), with all other dimensions as shown in Figure 1. In open or enclosed parking structures or in facilities where a wheel stop or vehicle restraint system is provided in all stalls, the aisle may be reduced by one foot (1'), reducing the total module by a like amount. A maximum of 10% of a parking facility may be provided as compact stalls with a minimum width of seven feet six inches (7'6") where dimensional constraints such as walls, columns, or turning aisles exist. Designs with more than 10% of the capacity provided as compact stalls may not be employed except by permission of the Zoning Administrator.

10 (3) Turn Around Area. When only one (1) entry or exit is provided, all required off-street parking and loading facilities shall contain internal circulation or an adequate turn around area for the size of vehicles normally expected to use such facilities. (4) Sidewalks. In order to insure pedestrian safety, sidewalks of not less than three (3) feet in width, exclusive of vehicle overhang, are required to separate any driveway or parking area from a building. (5) Stacking Areas. When entry to a parking facility is controlled by gates, there shall be at least one entrance lane and gate for every 400 parking spaces provided. Adequate reservoir areas in addition to the service position shall be provided at all entrance lanes to eliminate queuing of vehicles on public property, including sidewalks. The space for each vehicle in the stacking area shall be a minimum of 9' by 20'. (a) A Motor Vehicle Washing Facility shall provide a paved off-street parking area sufficient in size to provide the number of off-street parking spaces required in this Chapter as well as a minimum number of off-street stacking spaces equal to the product obtained by multiplying by 10 the maximum number of automobiles capable of being washed at any one time. (b) Similar off-street stacking spaces shall be provided for other drive-in uses as follows: drive-in window; window; and drive-in window. 12 OFF-STREET PARKING. (A) Use Of Parking Facilities: Required off-street parking facilities shall be solely for the parking of vehicles of patrons, occupants (or their guests) or employees of such uses, or used in the business but not vehicles in excess of eight thousand (8,000) pounds and bearing a class designation of other than "A" or "B". Those vehicles greater than eight thousand (8,000) pounds which are used in the conduct of business, bearing a class designation of "D" or greater, shall be parked/stored in accordance with the applicable off-street parking and loading requirements for the zoning district in which they are located. Vehicle classifications are those found under the Illinois Motor Vehicle Law. State law reference 625 ILCS 5/3-813, 3-815, Unless otherwise specified in this chapter, off-street parking and loading facilities shall not be used for the sale, display, storage, repair, dismantling, or servicing of any vehicles, equipment, materials, goods, or supplies. However, emergency service required to start vehicles shall be permitted. (B) Design And Maintenance: It shall be the responsibility of the director of community development or his/her authorized designee, acting in the capacity of zoning administrator, to review plans for all parking lots over four (4) spaces to ensure compliance with this chapter and his/her approval must be obtained as part of site plan approval. The arrangement, character, extent, width, grade and location of all parking areas shall be considered in relation to existing and planned streets, to reasonable circulation to traffic within and adjacent to parking areas, to topographical conditions, to runoff of stormwater, public convenience and safety, and in their appropriate relations to the proposed uses to be served. All traffic intersections and confluences must encourage safe and efficient traffic flow. (1) Parking Lot Design: The following are requirements for parking lot design: (a) (b) (c) (d) (e) (f) (g) Circulation aisles shall align with one another. Parking aisles shall not exceed four hundred fifty feet (450') in length so as not to encourage high speed and irregular traffic flow. Parking is prohibited along main circulation aisles. For uses with frequent drop off or pick up, such as daycare centers, churches and other uses as determined by the director of community development or his/her authorized designee acting in the capacity of zoning administrator, segregated drop off/pick up areas shall be provided. These areas should be designed so that they are segregated from the main circulation aisles. Smooth and efficient on-site circulation must be provided. All parking lots shall be landscaped in accordance with sections and of this chapter.

13 (2) Shared interconnects and shared driveways with adjoining properties shall be provided wherever feasible as determined by the director of community development or his/her authorized designee acting in the capacity of zoning administrator. Size: All parking stall and aisle dimensions except at certain entrances as stated in subsection (B)(13) of this section shall have the minimum dimensions, as set forth in figure 1 of this section. An automobile overhang may be included in stall depth calculations where such overhang does not extend beyond a required parking setback line or encroach upon a sidewalk. When an automobile overhang beyond an installed curb is included in the stall depth calculation, such overhang shall be considered as part of the parking stall for landscaping or setback purposes. Concrete islands abutting 90 degree parking shall have 10-foot radii on returns. 4. Covered parking stalls for office uses, located in parking structures, shall not be less than 8.5 feet wide. 5. If a 2-foot bumper overhang is to be utilized, the parking stall length can be reduced to 16.5 feet. The 2-foot bumper overhang, however, cannot be a part of the required setback. 6. All 90-degree parking stalls for office and office/warehouse uses only may be reduced in width to 8.5 feet and in length to 18 feet.

14 (3) (4) (5) (6) (7) Clearance: Parking lots not open to thee sky shall have a minimum vertical clearance of seven feet six inches (7'6") to any obstruction, except where handicapped parking stalls are provided, then a vertical clearance of eight feet (8') must be provided for fifty percent (50%) of the total number of required handicapped parking stalls as measured at right angles to the axis of the vehicle. Access: Except on lots accommodatingg single-family dwellings, each off-street parking space shall open directly upon an aisle or driveway att least twelve feet (12') wide for one-way travel or twenty four feet (24') wide for two-way travel. However, a ten foot (10') wide aisle for one-way travel is permitted provided that there are no points of vehicular or pedestrian access to any building from the driving aisle. The minimumm width of an access drive intersecting a street or alley is twenty four feet (24') for two- an way travel or twelve feet (12') for one-way travel. The minimum return radius from access drive to a street or alley shall bee thirty feet (30') as measured from the back of the curb wherever possible. The widthss referred to in this subsection (B)(4) are actual pavement widths. Construction: The minimum acceptablee design for parking shall be consistent with those requirements as specified in the Subdivision Control Ordinance of the Village of Schaumburg. Striping: Striping, consisting of one parallel line, four inches (4") in width and 18.5 feet in length, shall be provided for each parking space. Striping of each parking space shall be painted in yellow or white, except handicapped accessible spaces which must be painted in yellow. Thermoplastic pavement markings are an acceptable alternative.

15 (8) (9) (10) (11) (12) (13) Restriping: Parking lots shall be restriped in accordance with the original approved plans and requirements or in accordance with the standards stated herein. Curbs And Gutters: Combination concrete curb and gutter or concrete barrier curb is required around the perimeter of all parking lots greater than four (4) spaces and around all islands. Where alternatives to concrete curb and gutter are demonstrated to be more appropriate and recommended by the village engineer of community development, said alternatives may be approved by the director of community development or his/her authorized designee, acting in the capacity of zoning administrator. Landscaping: Landscaping and screening shall be provided for all parking areas as required in subsection (D) of this chapter. Lighting: Exterior lighting shall be provided for all parking areas as required in chapter 151 of this title. Maintenance: Upon completion, all parking areas shall be properly maintained at all times, without potholes, broken curbing, or other irregularities. Fire Lanes: All areas designated as fire lanes by the fire chief shall be marked by posting of signs wherever feasible and yellow markings. Parking Lot Design And Sidewalks At Entrances: (a) (b) Application Of Standards: The following provisions do not create a legal nonconforming situation. The application of these standards shall apply only as follows: Standards: To new buildings or parking lot construction in or part of retail establishments, shopping centers, or restaurants larger than five thousand (5,000) square feet in gross floor area; or If fifty percent (50%) or more of the building or parking lot is being reconstructed in or at retail establishments, shopping centers or restaurants larger than five thousand (5,000) square feet in gross floor area. Sidewalk: A sidewalk outside an entrance or exit to a building which is adjacent to a drive aisle shall be at least four feet (4') wide clear of any obstructions, such as pillars, landscaping, furniture, material for sale, etc. Drive Aisle: At the entrance to a building where a parking lot drive aisle abuts the curb and walk adjacent to the entrance, where no parking is provided on the entrance side of the aisle, the aisle

16 (C) (D) (E) 3. adjacent to the building shall be at least thirty feet (30') wide, measured back of curb to back of curb. Drop Off/Parcel Pick Up/Attended Vehicle Parking: Drop off/pick up parking may be required by the zoning administrator. It shall not interfere with fire lanes. If drop off/loading areas are provided at the entrance area, they shall be at least ten feet (10') wide, be at least fifty four feet (54') long, be striped, and signed "loading/unloading area, no unattended vehicles". Computation Of Required Parking Spaces: When determination of the number of off-street parking spaces required by this subchapter results in a requirement of a fractional space, any fraction of one-half (½) or less may be disregarded, while a fraction in excess of one-half (½) shall be counted as one (1) parking space. Shared Parking: In commercial and mixed use developments, the village will consider the utilization of shared parking with abutting properties, provided the peak hour demands of the parties involved overlap. Up to thirty percent (30%) of total required parking may be allowed on a joint use basis. The petitioner must complete and submit to the zoning board an analysis and substantiated projections of peak parking demand for the entire development to justify the shared use of parking spaces for separate uses. Parking Requirements By Use: For the following uses, accessory off-street parking spaces shall be provided as required herein. Parking spaces required on an employee basis shall be based on the maximum number of employees on duty or residing, or both, on the premises at any one time. See section of this chapter for the definitions of net floor area (NFA) and gross floor area (GFA) used in this subchapter.
